OFFICE OF THE BOARD OF WORKS
CITY OF RICHMOND, INDIANA,
FRIDAY MARCH 12, 1937 .
The Board of Public Works and Safety of the City
of Richmond, Indiana, met in the office of said
Board , Friday March 12, 1937 , at 9 :00 o' clock A.M.
Messrs . -Simeon Hods-in and William Kelley, Jr.
being present, the following proceedings were had,
to-wit :
The minutes of the past two meetings were read
and approved.
A petition to cut the curb at the Northwest
corner of SOutheth & A streets was allowed.
Mr. Hess of the light plant was before the Board
to report that a traffic accident At Sotuh 8th &
E Streets, had caused the traffic light at this
corner to come in contact with the trolley wire , and
as a result this light was ruined. Mr. Hess suggested
that since this was the third time that this had
happened that the city should place these lights on
the corners . The Board instructed Mr. Hodgin and
Mr. Hess to visit this corner and see if it were
possible to take care of the traffic on this corner
by using two lights on the corners instead of four.
Mr. Hess stated that he been asked by Mr. Howard
Young to place an ornamental light in front of the
new business rooms on the south side of North E
street between Fifteenth and Sixteenth streets .
The Board ordered this light installed with the
understanding that the light plant would pay for
the installation and the ornamental.
Mr. John Britten was before the Board with a
group of officials of the Indiana Bus Line Corp.
who were interested in securing a bus franchise in
the City of Richmond , these gentlemen presented
conies of an ordinance and proposed bus routes ,
all of which were taken under advisement.
A complaint was received as to water running
in the basement of a dwelling located at South 13th
and M streets, alleged due to faulty Trading of
the streets . This was ordered investigated and
corrected if it was the fault of the City.
The Board having set the date of March 12 , 1937 ,
for the hearing of any remonstrances against the
closing of streets and opening of an alley, all
fully described in Declaratory Resolutions Nos.
253-254, dids hear William Hornady who remonstrated
against the closing of any additional Hart of North
16th street. The Board did then adopt the following
Resolution:
BE IT RESOLVED That Resolutions Nos. 253-254-1937,
heretofore adopted b- this Board on February 13, 1937 ,
reading as follows :
Declaratory Resolution No. 253-1937
RESOLVED; by the Board of Public Works and Safety of
the City of Richmond, Indiana, that it is desired and
deemed necessary to vacate a portion of North G Street
from the east line of North 16th Street to the east 4, 7
line of an alley running north and south between north
16th & 17th streets , also North 16th street from the
south line of North G Street leading east to the south
line of North G Street leading west to North 15th Street :
also the south portion of an alley running north and
south between North 16th & 17th street from the north
line of North G Street northwardly in the City of
Richmond, County of Wayne, State of Indiana, which
streets and alley proposed to be vacated are more
particularly desccibed as follows, to-wit: .
All as shown by a plat of such proposed vacation
now on file in the office of the Department of Public
Works of said City. The property which may be injuriously
or beneficially affected in the said City of Richmond
by said proposed vacation is known and described as the
alley herein proposed to be vacated and the lots
abutting on the streets and alley and both sides thereof,
owned by Mai Do7zo and Wayne Works. and
Declaratory Resolution No. 254-1937
RESOLVED:by the Board of Public Works and Safety of
the City of Richmond, County of Wayne, State of Indiana,
that it is desired and deemed necessary to open an
alley running from the east line of North 16th Street
to the west line of an alley running north and south
between North 16th & 17th Streets, along the north line
of Lots Nos. 1-2-3-4-and Part of vacated alley C. H.
Coffins 3rd Addition, in the City of Richmond, County
of Wayne, State of Indiana , which alley proposed to
be opened is more particularly described as follows,
to-wit : .
All as shown by a plat of such Proposed opening now
on file in the office of the Department of Public Works
of said City. The property which may be injuriously
or beneficially affected in the said City of Richmond
by said proposed opening is known and described as the
alley herein proposed to be opened and the lots abutting
on the alley and both side thereof, owned by Howard
T. Ridge and Mari Do 7.zo .
Now being considered, as to whether the same shall
be confirmed , the Board Finds as follows :
That it will be a matter of public utility to vacate

the streets and alley, and to open said alley as
described in said resolutions , and that there will
be no injury or inconvenience to the public in vacating
said streets and alley, as set out , and that the same
are not needed for the use and develonement of said
city.
Therefore the Board confirms said Resolutions as
above set out and orders the said parts of North 16th
and North C Streets and the alley running north from
said North 0 Street as described in Resolution No .253
-1937 , be and the same are finally vacated and closed,
and the land necessary to open and lay out :aid alley
extending east from North 16th Street as described
in said Resolution No .254-1937 , be and the same is
hereby appropriated and condemned, and said alley is
declared to be finally opened.
BE IT FURTHER RESOLVED: That a list of all owners or holders
of property and interests therein, sought to be taken
or that will be injured or personaly affected by said
proceedings and the amount of benefits and damages
thereto be as follows :

Property that will be benefited, Wayne Works $14.00
Resolution No . 254-1937 .
Property that will be damaged, None
Property that will be benefited, Wayne Works $13.48.
The Board fixes March 26, 1937 at 9 :00 A.M. as the
time when remonstrances shall be heard from affected persons
and notices shall be given as required by law.
A. Proposition to weatherstrip certain windows in the
City Building, and the Community House in Glen Miller
mark were referred to the Building Tnspector.
Claims to the amount of a 15, 944 .40 were allowed,
after which the Board adjourned.
