Minutes of Meeting No. 4-87
November 23, 1987
1. Call to Order.
The meeting of the Citizens Advisory Committee was called to
order by Chairman Terry Allen at 1:40 p.m., at the Riverside
City Hall, 5th Floor Conference Room, 3900 Main Street,
Riverside. The Committee operated as a Committee as a Whole
since a quorum was not present.

2. RIVSAN Study - Initial Findings.
Gil Hicks, Project Manager from SCAG, gave a status report
on the RIVSAN Study. He said that SCAG had done trafic
forecasting using a computerized travel demand model which
used employment, population and housing to estimate demand.
In Riverside County, the primary driving force of this
effort are assumptions on population/employment growth. He
showed on a map the projected levels of employment and
population growth, and the travel demand for 1984 and 2010
by major areas. The traffic that the population growth will
generate has been plotted by using a no -build scenario as
well as a scenario with proposed improvements. SCAG, as an
add on to the study, will evaluate the impacts of extending
the proposed Cajalco Parkway, the possibility of other
corridors, HOV lanes on Route 91 and the feasibility of
commuter rail service along the Santa Fe line adjacent to
Route 91.
Chairman Allen suggested using the rail line from Perris to
Colton as one of the alternatives.
Herb Krauch asked about the possibility of Santa Fe selling
the San Bernardino to Los Angeles line.
Gil Hicks said that obtaining rights for commuter rail on
existing lines will be a difficult task but is one of the
alternatives that SCAG plans to look at.
Joanne Moore asked what the proposed Cajalco Parkway project
study entails.
Paul Blackwelder replied that one of the alternatives being
looked at is extending Cajalco Parkway through the mountains
and to tie into Orange County's eastern corridor. The cost
of such a project will be extremely high.
Chairman Allen noted the importance of meeting with the
local agencies' planning commissions to discuss the need to
set aside the right-of-way needed for the proposed corridors
as soon as possible.
Paul Blackwelder told the Committee of Orange County's plan
to extend carpool lanes either east or west from Route 55.
They have informed the Commission that if Riverside County
could get funding for a carpool lane from Riverside to the
county line, they have sufficient funding to extend the
carpool lane from the county line on Route 55. If not, then
they will propose a carpool lane from Route 55 westerly to
Route 57.
3. SB 821 Projects.
The approved project list was passed out for information
only.
4. Local Sales Tax for Transportation.
Paul Blackwelder stated that the local sales tax measure in
San Bernardino County failed by 45% (for)/55% (against). In
Riverside County, the Commission has received a letter from
the Board of Supervisors' Chairman Walt Abraham requesting
that the local sales tax measure be placed on the November
ballot rather than on the June ballot. To date, the
Commission has not taken any action on the Board's request.
5. Additional Items.
Paul Blackwelder briefed the Committee on SB 498 (Greene)
that requires counties using a portion of the Transportation
Development Act funds for streets and roads must, as part of
the unmet transit needs process, establish a Social Service
Advisory Council. The Council will make recommendations to
the Commission on whether there are transit needs that can
reasonably be met. Staff will be recommending that the
Commission request SCAG to designate its Citizens Advisory
Committee as the County's Social Service Advisory Council
and that the membership be expanded to comply with the SB
498 requirements. He stated that this year, the unmet
transit needs hearings will be held in Palm Desert in
February and in Corona and Riverside in March.
Don Kurz stated that the Committee previously took an action
requesting the Commission's support for Amtrak's Desert Wind
to stop in Riverside. He said that it would be helpful if a
letter of support from the Commission could be sent to the
Mayor's Office.
Paul Blackwelder said that the Commission has previously
taken an action in support of Amtrak's Desert Wind to stop
in Riverside. He said he will be glad to forward a letter
to the Mayor's Office.
6. Adjournment.
There being no other items to discuss, Chairman Allen
adjourned the meeting at 2:47 p.m.
