HomeMy Public PortalAbout2014.079 (05-20-14)RESOLUTION NO. 2014.079 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING THE AMENDMENT TO THE FY13 -14 BUDGET RELATING TO TRANSPORTATION FUND, AB 2766 ' FUND, PROPOSITION A FUND AND PROPOSION C FUND WHEREAS, under the Proposition A and Proposition C ordinances, Local Return funds have three years plus the year of allocation within which to expend these funds, including any interest or other income earned from them; and WHEREAS, pursuant to a letter from the Metropolitan Transportation Authority (MTA), the City has to spend $888,913 in Proposition A and $29,537 in Proposition C funds by the end of FY13 -14 to avoid returning unexpended portion to MTA for reallocation; and WHEREAS, for FY13 -14, the City Council approved a budget of $1.3 million under the Transportation Account to fund various transportation related projects such as the Fixed Route Transit, bus shelter clean- up,'bus pass subsidies, and Dial -a -Taxi; and WHEREAS, there are several program changes that occurred in FY13 -14 in the Transportation Account, resulting in less expenditures than originally budgeted under the Transportation Account budget. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: Section 1. That the City Council approves the return of the Transfers -in from AB 2766 Fund to Transportation Fund in the amount of $90,000. Section 2. That the City Council authorizes the use of Proposition A Fund (Fund 2301) to fully cover the cost of Fixed Route Transit Section 3. That the City Council authorizes earmarking the $90,000 AB 2766 Fund. (Fund 2451) for FY 14 -15 for other purpose that that meets the AB 2766 guidelines Section 4. That the City Council authorizes the use and appropriation as needed of Proposition C Funds (Fund 2351) to pay for the Gateway Cities 1 -710 Planning Project, thus reimbursing the General Fund in the amount of $25,000. MTA approved the use of Proposition C for the Gateway Cities 1 -710 Planning Project for FY14. Section 5. That the City Council authorizes the use of available appropriated Proposition A and Proposition C funds or the appropriation of Proposition A or Proposition C funds as needed in the amount of $60,000 for various projects relating to bus stop improvements. Section 6. If the estimated expenditures at the end of FY13 -14 fall short of the minimum expenditure for Proposition A and Proposition C funds, staff recommends that the City Council authorize the necessary appropriation and /or use of Proposition A and Proposition C to meet the minimum expenditure set forth by MTA Section 7. That this Resolution shall take effect immediately upon its adoption. PASSED, APPROVED and ADOPTED this 20th day of May, 2014.
