The Board of Public Works & Safety of the City of Richmond, Indiana, met in the office of said Board, Friday, September 18, 1936, at 9 :00 otclock A. M. Messrs . Joseph M. vdaltermann, Simeon Hodgin and William Kelley, Jr. , being present, the followin proceeding were had, to-wit : The minutes of the proceeding meeting were approved as read. Mr. Clayton Knight appeared before the board with a device and proposition of a light he had patented for slowing up traffic at school buildings . The light to be operated from interior of building. The price on these lights to be $10.00 per pair. After the matter had been discussed by the Board, it was referred to the School Board. The Mayor reported that complaints had been received regarding crushed rock at the various filling stations being washed on to sidewalks . It was decided that each station should keep their walks clean. Estimates on repairing the damaged police car were received, one from the Economy Body Shop for $120. 60, and one from Hershauers Body Shop for $104.75 . The Board agreed it would be better purchase a new car in its place . The Board agreed to receive bids for new car, October 2nd. The matter was referred to City Purchasing Agent Stevens . City Engineer Hodgin presented the following resolution: Resolution No. 10-1936 BOARD OF PUBLIC WORKS & SAFETY CITY OF RICHMOND, INDIANA WHEREAS, the City of Richmond, Indiana, has heretofore undertaken the construction of Sewage Treatment Works to serve said City and the inhabitants thereof, which project is being financed in part under a grant from the Federal Emergency Administration of Public Works, an agency of the United States of America; and WHEREAS, the breakdown of estimated cost, approved by the State Director, P W A, on April 20, 1936, shows the following classified items, to-wit: ( 1 ) Preliminary y� 307.83 (2 ) Lands, etc . 2,959.80 ( 3 ) Construction cost (a ) Construction 467,329 .05 (b ) Contingencies 3,710.34 Total construction cost $471,039.39 (4 ) Engineering, Est . , based on total construction cost ( a ) Design $11,775.99 (b ) Inspection 14,131. 18 25,907.17 ( 5 ) Legal, etc. 360.00 ( 6) Interest 0 (7 ) Miscellaneous 101.81 Total funds allocated for project, including premium $500,676.00 WHEREAS, said individual amounts as set out for said several items represent the maxium amount which may be expended for such items, provided, however, that if required the Board of Public Works & Safety of the City of Richmond may by resolution transfer funds to any of said items from the unexpended and unobligated surplus in any of the other items; and VIHEREAS, it is necessary under the regulations of the Federal Eiiergency Administration of Public Works that the funds in any of said items shall be sufficient to meet the expenditures under said items ; NOW THEREFORE BE IT RESOLVED by the Board of Public Works & Safety of the City of Richmond, Indiana: Section 1. That the above breakdown of estimated cost, approved by the State Director, P W A, on April 11/ 20, 1936, be and is hereby revised in the following form, to-wit: ( 1) Preliminary 307.83 (2 ) Lands, etc. 2,960.80 (3) Construction cost (a) Construction 471,034.59 (b ) Unexpended balance 4.08 471,938.67 283 (4) Engineering, based on total construction (a) Design $11,775.86 (b ) Inspection 14,131.03 8125,906.89 (5) Legal, etc. 360.00 ( 6) Interrest (7 ) Miscellaneous 101.81 Total funds allocated for project including bond premium $500,676.00 Section 2. That Mr. F. M. Logan, State Director, Indiana, Public Works Administration, be and is hereby requested by this Board to examine, consider, and approve said revised breakdown of estimated cost and that the City Clerk of the City of Richmond be and is hereby instructed to furnish six certified copies of this Resolution to said State Director for his consideration and for the purpose herein set out . The foregoing was adopted unanimously by the Board. Mr. Hodgin then presented the following letter from Mr. Charles Hurd: Board of Public Works & Safety City of Richmond, Indiana Gentlemen: Docket No. 8437 Richmond, Indiana Sewage Treatment Works Under the terms of the contract for engineering service entered into the 08th day of August, 1934 by and between Charles H. Hurd, Consulting Engineer, and the City of Richmond, which contract provides for engineering service in the construction of Sewage Treatment Works for the City of Richmond, we are giving you herein our final report on the construction of Division I under contract with Maxlrmscher & Sons, Inc. , of Ft. Wayne, Indiana. "The Richmond Sewage Treatment Works project was legally advertised and proposals received March 18, 1935 and a contract for the construction of. the Sewage Treatment Plant, designated as Division I of the project, was awarded to Max Irmscher & Sons, Inc. , of Ft. Wayne, Indiana, in amount of 8295,040.00 on April 1, 1935. The net price of contract, after making adjustments for alternates and modifications through change orders, as of this date is 288,276.81. Construction on this project was begun on May 16, 1935 and completed on September 4, 1936. 284 From the time of beginning of construction until the date of completion, we have given engineering supervision and inspection to the work covering all structural and mechanical details and have performed such other engineering service as required in checking and approving plans and specifications for equipment. and special construction, furnished by manufacturers and the Contractor, in order that the completed construction and plant should comply with the plans and specifications for the work, which plans and specifications are a part of the contract . Complete records have been _mde from time to time of construction activities with monthly reports showing the progress of the work, including the erection of equipment. Monthly estimates have been certified to the City, under the terms of the contract, showing the work completed by the Contractor during each calendar month, to be used as a basis for monthly payments to the Contractor by the City. Upon the completion of the construction work and the installation, of equipment under the construction contract, the ConstltingEngineer has made final inspec- tion of the project to determine whether the work has been carried on in compliance with the plans and speci- fications and fully in accordance with the terms and provisions of the contract. Based upon our examination of :materials and equip- ment entering into the work, our examination of detail plans and specifications, and our periodical and final inspection, we are of the opinion that the construction of the Sewage Treatment Works project is in compliance with the true spirit of the plans and specifications and has been completed under the terms of the contract. Subject to the guarantee under the surety bond, which is made a part of the construction contract , in which the Contractor and the Surety agree to remove and replace any defective or unsuitable material, equipment, or structure which may be apparent or which may develop, or which may result from inferior workman- ship, within a period of one year from the date of acceptance of the work by the City of Richmond, as Consulting Engineer for the City of Richmond, I hereby I/ approve said construction under the contract with Max Irmscher & Sons, Inc . , of Ft. Wayne, Indiana, and recommend its acceptance by the City of Richmond. I feel that is my duty to further add that our relations with the Contractor have been extremely satifactory, and at all times the Contractor has shown a disposition to carry out his contract in full comp- liance with the specifications ; that the completed construction should redound to his pride and credit and should be a source of gratification to the City. 285 In connection with the communication from Mr. Hurd the Following resolution was unanimously adopted by the Board. . RESOLUTION No. 11-1936 BOARD OF PUBLIC WORKS & SAFETY CITY OF RICHMOND, I NDIANA WHEREAS, the City of Richmond, Indiana, by and through its Board of Public Works and Safety under date of April 1, 1935, entered into a contract with Max Irmscher & Sons, Inc. , of Fort Wayne, Indiana for the construction of Division I of the Sewage Treatment Works for the City of Richmond; and WHEREAS, the work under said contract has been prosecuted and completed in a manner extremely satin- 2actory to the City of Richmond and in complia?Ice with the terms and provisions of said contract, as evidenced by the report of the City' s Consulting Engineer, dated September 16, 1936, approving said work; NOW, THEREFORE,• BE IT RESOLVED: That this Board accepts the work, under said contract entered into on the 1st day of April, 1935 with Max Irmscher & Sons, Inc. , subject to the provisions of said contract and to the guarantees of the Contractor and the Contractor' s Surety contained therein. City Engineer Hodgin brought up the subject of insuring the various items tz hn xslxzTr.7& at the Sewage Disposal Plant . He stated thet.replace?'nent valuee ofi'sore itemsrat plant. He estimated the amount $1,197.00 on the machinery and equipment , and recommended Hartford Steam Boiler Inspection & Insurance Company for the insurance on those items. It was then adopted by the Board that the policy be divided between the Pilgrim & Frauman Agency, and the Roland Cutter Agency. The boiler insurance to be added to the present policy. On the matter of insuring the buildings for fire, windstorm, and explosion the policy was given to the Harrington-Hoch, Agency, after some discussion. Various agencies having submitted figures. Robert Reid appeared before the Board regarding the Richmond Civic Orchestra. Mr. Dail Cox, of Earlham 286 College, the Director of the orchestra then spoke of the concert to be held at ampitheatre in Glen Miller Park on Sunday, October 4th, urging the support of the City. He stated conceits would be given during fall and winter with various out -of-town artists appearing. He then asked for the six sound amplifiers to be installed for the concert on October 4th. As the account for recreation on Roosevelt Hill is exhausted, Mr. Hess, Supt. of the Light Plant agreed to install the sound equipment, and no bill would be rendered to the City. The Board then adopted the same . Frank D. Howells appeared before the Board regarding the Young Republican Club putting a sign across I,iain Street from the Richman store to the Colonial building. Permission granted. The Huff-Reeves, Agency, submitted bid for insurance on new police radio tower, the estimated value placed on the tower being 1,600.00. After some discussion the matter was referred to the City Engineer for investigation. Street Commissioner Burkhardt reported a new truck was needed for the Street Department . The Clerk was ordered to prepare specifications and bids be received. Permission was granted to C. Edward Ruch to cut curb at 2615 East Main street . Permission was also granted to Ross Hindsley to cut curb on North 12th street , north of bridge . The City Controller reported the amount of 832.10 received as the city' s share from the baseball game of September 13th. Also 3. 64 from the concession. Claims for the. amount of S7,867. 61 were allowed after which the Board adjourned. ,24/ l/ Mayor. - Attest : City Clerk.-
