City of Richmond, Indiana,
Friday August 28, 1936.
The Board of Public Works and Safety of the City of
the City of Richmond, Indiana, met ih the office of
said Board, Friday August 28, 1936, at 9 :00 o ' clock
A.M. Messrs. Joseph M. Waltermann, Simeon Hodgin and
William Kelley, Jr. being present the following
proceedings were had, to-wit :
The mihutes of the preceeding meeting were approved
as read.
Miss . Rowe of the Rowe Jewlery Company was before
the Board complaining about the people who are waiting .
on the Interurban cars , blocking off thereview of her
windows, and wanting the Board to take some steps to
eliminate this . The Board after a dicussion of the
plan of allowing the interurbans to load and unload
passengers at this corner, instructed the Clerk to
notify the Traction Company that some other arrangements
would have to be made, and to have them send their
representative here to make these arrangements.
A representative of the Adam H. Bartel Co . was before
the Board in regards to having a yeelow curb placed along
the Elm Street side of the old Jone Hardware warehouse,
and stated that this property had been leased as a
warehouse by Adam, H. Bartel Co. and there would be
considerable loading and unloading of trucks at this side
and therefore the need for a yellow line. The Board granted
this request.
Mr. Howard Dill of the Richmond Water Works Corporgtion
was before the Board in regards to the water mains in
Reeveston and explained to the Board that in the event
anything would happen to the South B Street main the
entire district would be without fire protection. The
Board. authorized the installation of a 10" main from
16th to 18th street and a 10" main from 21st to 22nd
and a12" main from 22nd to 23rd streets. Also one
fire plug at West 13th and Main Streets.
City Controller Reorge W. Coons was authorized to
write a check for '300.00 to the Civic Minstrel Comm.
this being the amount set aside in the Annual Budget for
this purpose, also to return the bills for said minstrel
to the Committee.
Permission to the Twil: tht. Ball teams to have free
use of the Municipal Ball Park on Saturday September 5
was denied as the Board decided that whenever admission
was to be charged, that the conditions and terms would
have to be the same as that which prevails with Mr.
Kautsky, 15% of the gross receipts with a guaranteed
minimum of 25.00.
A petition for an arc light at West 17th and Peacock ]
Road and 300 feet north of Peacock Road was referred
to the City Engineer for investigation.
The Clerk was authorized to have complete charge of
the dates for the Municipal Ball Park.
The Clerk was instructed to notify the Buss Company
; 'to stop double parking at once and also to make
arrangements for a suitable terminal where they would
be able to keep their busses off the streets.
A permit to cut the curb at 3rd and ?Main Street
was granted the Standard Oil Company with the understandin
that they would close the drive now used in the rear of
this station, therby maintaining about the same amount
of narking space.
The Clerk reported receipts as follows from the Ball
Park Sunday August 23, 1936 :

Concession, Cities Share 3. 67
the Controller's receipts for these amounts were attached
to box office statements.
Due to the failure of the Wayne Works to acquire
all of the property adjacent to their plant , Mr. Hodgin
informed the Board that it would be necessary for him
to prepare a new Resolution and that he wanted to get
some legal advise from the City Attorney as to what
part of the streets and alleys the city could vacate.
Mr. Hodgin also recommended that an extension of
time be granted on the Sewage Treament Works Division I,
if the same was agreeable to the Director of PWA. the
Board approved this extension subject to 'PWA approval.
The folowing bids were received on a draft control
for the City Building:

11/ all these bids were referred to the City Purchasing
Agent, City Engineer and the Building Inspector for
investigation.
Claims to the amount of $3, 642. 72 were allowed
after which the Board adjourned.
