The Board of Public Works and Safety of the City of I/ Richmond, Indiana, met in the office of said Board, Friday July 31, 1936, at 9 :00 o ' clock A.M. Messrs. Joseph M. ,"Talterman, Simeon Hodgin and William Kelley, Jr. being present the following proceedings were had, to-wit : The minutes of the preceeding meeting were approved as read. City Engineer Hodgin reported that he had investigated the Petition for a light near the intersection of North 22nd and Glen Court , and did not feel that he could recommend this installation. Andrew Herlitz representing the Harry Ray Post of the American Legion was before the Board in regards to the concession pri rilege at the Municipal Ball Park on the dates of August 6 & 7 , 1936. The Board decided that this privilege should be granted to the American Legion and that there should be no charge for either the park or the refreshment concession for these two days. Two propositions were received for the renting of the Ball Park for the dates of August 9, 16, 23, 30 ; September 6,7,13,20,27 and possibly October 4 & 11 from Frank Kautsky and Harry Patti. The Board after hearing a report from Mr. Hodgin and Councilman Brehm offered the following proposition: The City would rent the Municipal Ball Park for these dates for 15% of the gross receipts with a guaranteed minimum of ,$25.00, said Park to be maintained by the City, and said City to retain all the advertising and concession priileges ( score cards excepted) in said Park. This proposition was submitted to both Mr. Kautsky and Mr. Patti and upon the statement of Mr. Patti, "That it would be agreeable to him to allow Mr. Kautsky to . have the Park on these terms" , the Board then approved the leasing of the said municipal Ball Park to Frank Kautsky for the above mentioned dates. The Board also decided that the minimum rental for the Park for night events should be 15% of the gross receipts with a guarantee of $25.00, and that in the event of the holding of either a boxing or wrestling match, that there should be no seats placed on the grounds, but the spectators should be seated in the grand stand. A representative of Bailey and Ferguson was before the Board with a proposition on insurance for the Sewage Disposal Plant. The Board took this proposition under advisement. 264 The Clerk read ' a:;communication from Mr. Hess in regards to the installation of 2 ornamental lights at the corner of North 15th and E Streets. The Board then decided that these lights should be installed. City Attorney Kelley advised the Board that the only financial liability that the City would have in tearing down the house in Starr Park, would be the appraised figure for the property and that it was extremely doubtful if ther would ever be any objection raised, as it was his understanding that there were no heirs of the late John Starr. The Board then ordered this house razed. The Board notified the gentlemen present who were seeking the concession privilege at the Municipal Ball Park that bids would be received on Friday August 7, 1936. and advised them to submit a written proposition then. Market Master Carl Kutter was before the Board in regards to the concrete trash containers at the Market House and stated that they were being used by people all over the neighborhood and were realy a public nuisance and informed the Board that he felt that they should be removed and two metal cans supplied for this purpose so that they might be kept inside the Market House during the week and end this nuisance . The Board authorized the removal of these containers and the purchase of two metal containers. Claims to the amount of $775.09 were allowed after which the Board adjourned. yo r.
