The meeting of the Citizens Advisory Committee was called to order by Chairman Chuck Schmitt at 1:39 p.m., at the SCAG Riverside County Service Office, 3600 Lime Street, Riverside. Unmet Transit Needs. Copies of comments received at the hearings held on unmet transit needs were distributed to Committee members. " " Page 2 Hideo Sugita, Staff Analyst. informed the Committee that three hearings on unmet needs (Riverside, Moreno Valley, Palm Desert) were held by the Commission to gather testimony. Additionally, in conjunction with the Riverside Transit Agency (RTA), six additional hearings were held in the Western Riverside County (Norco, Sun City, Hemet, Banning, Moreno Valley, Casa Blanca). He stated that staff has worked with the transit operators on the requests and letters received regarding unmet needs. Some of the unmet need requests received include: 1) additional inter- and intra-transit service for the Sun City/Hemet/San Jacinto area; 2) service in Calimesa to Kaiser Hospital in Fontana; and, 3) intervalley service Foundation for the Retarded of the Desert. In addition, there is a request to RTA from Supervisor Melba Dunlap for a study on transit needs in the Jurupa/Rubidoux/Mira Loma/Pedley area. The unmet transit needs item will be placed on the next Committee for their recommendation to the Commission. Discussion between Committee members and staff followed on unmet need requests received. Leon Overton stated that he has submitted a request to RTA to install covered benches at the senior centers on Mission Boulevard and on Pedley Road, moving the bus stop closer to the senior center on Pedley Road and for extension of Line 16 to March Air Force Base. Paul Blackwelder, Assistant Director, stated that a study will be done on the Moreno Valley area by RTA due to the increase in growth in the area. Don Senger and Lori Nickel expressed their concern on traffic problems in the Moreno Valley area as well as problems going through the Moreno Valley area from the Perris. Paul Blackwelder suggested that the Committee could make a recommendation to the Commission to address a process of approving developments in walled communities which precludes the use of transit. In response to Cathy Bechtel's question as to when the Meditrans vehicle funded by UMTA 16(b)2 will be received, Don High stated that Jo Sanford of Caltrans District 8 anticipates delivery of the vehicle next month. Terry Allen said that in the Hemet/San Jacinto area, there are problems with meeting service demand during the morning and afternoon peak hours by the dial -a -ride service as it is being used by the developmentally handicapped. Chuck Schmitt stated that he has received many complaints regarding the downtime on RTA wheelchair lifts. Page 3 • • Paul Blackwelder said that this matter will be placed on the Committee's next agenda and will request RTA staff to be present and address this matter. Paul Blackwelder stated that this issue has come up before and one of the considerations to address the problem of meeting dial -a -ride service demand under Measure A is that for areas with cab companies that during peak periods, calls in excess of dial -a -ride capacity could be referred to the cab companies at a fixed fee. Don Kurz reported that this has also been addressed by CTAC in Riverside to subsidize cab companies for dial -a -ride service in the Rubidoux area. At this time, the Committee members and staff discussed news articles regarding challenge on the use of revenues for the jail bonds and transportation in San Diego County as well as how Measure A in Riverside County relates to the challenge. Leon Overton informed the Committee that Senator Robert Presley has introduced legislation to purchase abandoned rail lines. A discussion ensued on the creation of committee, its membership, and its responsibilities to the Commission. M/3/C (ALLEN/OVERTOP) to recommend that the Commission send a letter to cities requesting that in their veview and approval of developments in their respective area that they assess the impact of "walled developments" on transit access. 4. Callbox Pro]ect Update. Hideo Sugita stated that a three-phase callbox demonstration program is underway on I-215 between Riverside and San Bernardino County. The second phase is by Cellular Communications Corporation, and, thereafter, the third phase, using a master controller box with a series of reporting callboxes, will be demonstrated. The Request for Proposal for callboxes is currently being developed and reviewed. A meeting of the California Service Authority for Freeway Emergencies will be held on March 31st and, at that meeting, they will be addressing callbox accessibility issue. 5. Social Service Transportation Delivery Study Update. Hideo Sugita said that on March 14th, a kick-off meeting was held at the SunLine offices. The consultant will be doing a follow-up visit with the respective transportation providers. " " Page 4 6. 1989 State Transportation Improvement Program Proposal. Paul Blackwelder stated that for information, included in the Committee's agenda is a listing of RCTC's 1989 STIP proposal to be submitted to the California Transportation Commission. Because of Measure A, the Riverside Commission is able to move ahead some of the projects. He then reviewed the projects and the schedule shown on the list. Herbert Krauch noted that the Route 79, Gilman/Westward Road, project was put in the STIP in 1979 to be completed in 1985. In the STIP, it shows that it will not be done until 93/94. Don Senger asked the status of the I-215 interchange at Alessandro. Paul Blackwelder responded that this is in the current program and should be completed by 1992. 7. Other Items. A. Don Kurz asked on the status on the park and ride lot security. Paul Blackwelder responded that this item will be placed on the Committee's next agenda. B. Chuck Schmitt informed the Committee that this is National Community Development Week. He requested that Committee members impress on our federal representatives the importance of community block grant funds and that they are well spent and should be continued. 8. Adjournment.
