Present: Mayor, Thomas Anderson; Councilmembers, Wilfred Scherer, William Reiser, Anne Heideman, Thomas Crosby; Clerk -Treasurer, Donna Roehl; Planning and Zoning Administrator, JoEllen Hurr; Public Works Supervisor, James Dillman; Police Chief, Michael Sankey; Attorney, Richard Schieffer 1. ADDITIONAL AGENDA ITEMS Council agreed to discuss the following additional items: Park dedication fees Planning Commission appointments Planning and Zoning Items 000003 2. MINUTES OF DECEMBER 20, 1983 Anne Heideman asked that Item 4, Page 300, word "case" in motion be corrected to "cash." Motion by Heideman, seconded by Reiser to approve minutes of December 20, 1983, as amended. Motion declared carried 3. MINUTES OF DECEMBER 22, 1983 Motion by Crosby, seconded by Scherer to approve minutes of December 22, 1983, as presented. Motion declared carried 4. PLANNING AND ZONING DEPARTMENT Alpana Aluminum Products JoEllen Hurr stated that Alpana Aluminum is in the process of preparing criptions oflthe property and for the 10+ acres that are to be rezoned. approximately 2 acres south of their proposed road will be an outlot, as able. Motion declared carried Corcoran/Medina Highway 55 Study JoEllen Hurr reported that she had met with Planner Jim Benshoof regarding a proposal to do a planning study in the Hwy. 55 and Co. Rd. 19 area. She stated that she did not believe that the city would receive $4000 worth of usable information. She had agreed that she would supply him with any materials he might need for the Corcoran study and that she might want to hire him on an hourly basis to update planning that Medina might need for that area. Anne Heideman stated that if Mr. Benshoof arrives at a point where planning will affect the south side of Hwy. 55 then the city should hire him on an hourly basis for a planning update. Motion by Heideman, seconded by Scherer to inform Corcoran that Medina does not wish to par- ticipate in the proposed study of the Hwy. 55 - Co. Rd. 19 intersection; that the Medina staff will cooperate with Corcoran by providing any information that might be needed and that Medina will pay at an hourly rate for any work that Medina asks be completed. Motion declared carried Highway 55 - Co. Rd. 116 Signals JoEllen Hurr stated that Jim Benshoof had asked her if any planning would needed in the area of Hwy. 55 and Co. Rd. 116. She explained that Engineer, Craig Robertson, of MnDot is now working on the signal plan and that ehy have gone back to their original plans and not those that had been approved by the business owners along Hwy. 55. Thomas Anderson asked if some consideration should be given to having the Alpana Aluminum Co. road connect from Hwy. 55 to Co. Rd. 116. He also asked that MnDot be told that Medina is interested in the plan that had been approved by the city and the business owners along Hwy. 55. J UUu4 Sign Ordinance JoEllen Hurr reported that the Planning Commission had recommended that the Sign Ordinance be changed to allow 32 sq. ft. institutional information signs. Thomas Crosby stated that he did not believe that signs of that size are necessary for that purpose. Discussion of several governmental signs that do not conform to the existing ordinance. Motion by Heideman, seconded by REiser to accept the recommendation of the Planning Comm- ission regarding allowing 32 sq. ft. institutional, informational signs and to authorize the amendment of the sign ordinance. Motion carried Voting No -Crosby Holy Name Lake Improvement Association Council discussed letter from the Holy Name Lake Improvement Association in response to bill sent them for the study done by Engineer, Glen Cook of the aeration system used in Holy Name Lake. Motion by Heideman, seconded by Scherer to table reply until January 17th meeting pending research of minutes and the file regarding authorization of the study that was done. Motion declared carried 5. PARK DEDICATION FEES Wilfred Scherer asked if the city could have avoided a lot of expense if the advice received from the Soil Conservation Commission in June of 1981 regarding soil classification had been used in the septic ordinance. Phil Zietlow explained that there had been a difference of opinion between the State and Henn- epin County Soil Conservation Commission as to where Cordova soil should be listed in the soil classification list. JoEllen Hurr explained that after the Erickson land division had been denied the Planning Commission again discussed the possibility of putting Cordova soil into the list that would allow innovative septic systems but they believed that it should remain as prohibitive soil. Now Jim Anderson of the State and Dave Kennedy of Hennepin County both agree that Cordova should be listed as innovative soil. She stated that there wer some other soils that might also need to be reviewed. Wilfred Scherer reported that he had inquiries regarding park dedication fee refunds. Anne Heideman stated that she believed that inquiries should be in writing and each case examined on an individual basis. 6. PLANNING COMMISSION MEMBERS JoEllen Hurr reported tht Phil Zietlow, Joanne Haislet and Emil Juberts terms on the Plann- ing Commission were up for reappointment and that under the rules Emil Jubert could not be reappointed because he has served more than three terms in succession. Also, Joanne Haislet had been appointed to fill a vacany and if she were reappointed she would be serving more than nine years. Council advised that a notice be put in the Crow River News asking for interested residents willing to serve on the Planning Commission. 7. POLICE DEPARTMENT Minnesota Police Recruitment System Michael Sankey recommended that Medina withdraw from the Police Recruitment System according to the terms of the existing contract. He stated that he did not believe that it was pract- ical to continue membership as there were other means by which the city could secure names and information on prospective police officers. Motion by Reiser, seconded by Scherer to notify Minnesota Police Recruitment System that Medina wishes to withdraw from the system according to the terms of the contract. Motion declared carried City of Loretto Contract Motion by Scherer, seconded by Heideman to enter into contract with the City of Loretto to provide police protection to their city for 1984 at a cost of $18,000. Motion declared carried Police Contract Negotiations 00000.7i Council asked that the Police Chief notify the Union that the city would like to begin negotiating the 1985-86 contract as soon as possible. 8. CITY FUND TRANSFERS Donna Roehl reported that Medina was not receiving sufficient funding from the State to (support the Special Police Fund which pays for Police Department retirement. She asked that Council authorize transfer of $10,000 from the cities General Fund to that fund ret- roactive to December 31, 1983. Motion by Heideman, seconded by Scherer to transfer the following from the General Fund: $15,000 to an Employee Benefit Fund $12,000 to the Fire Department Trust Fund $10,000 to the Special Police Fund Motion declared carried 9. CIGARETTE LICENSES Motion by Reiser, seconded by Crosby to grant the following 1984 Cigarette licenses: Hamel Pizza Factory, Countryside Cafe, Pat's Liquor, Big Woods Saloon, Rolling Green Country Club. Motion declared carried 10. CITY OF ROCKFORD, FIREFIGHTERS EMPLOYMENT Council discussed resolution received from the City of Rockford regardin legislative support for workers who are volunteer firefighters. Motion by Crosby, seconded by Scherer to support the City of Rockford resolution asking for legislation to guarantee pay and employment for those firefighters who leave work to answer a fire call. Motion declared carried 11. NORTHWEST SUBURBAN CHAMBER. OF COMMERCE Motion by Reiser, seconded by crosby to continue membership in the Chamber of Commerce for 1984 at $50.00. Motion declared carried 12. HENNEPIN COUNTY LIBRARY Council discussed information regarding the continued planning by the Hennepin County Lib- rary system to construct a facility on Old Crystal Bay Rd. Council supported the suggestion to ask neighboring communities to speak for continuing local libraries and to circulate a petition asking that the Medina Library not be closed in favor of a larger facility located outside of Medina. 13. CITY CLERK SEMINAR Motion by Heideman, seconded by Reiser to authorize Donna Roehl to attend a City Clerk's seminar on February 1st. at a fee of $22.00. Motion declared carried 14. OFFICIAL NEWSPAPER Motion by Heideman, seconded by Scherer to designate the Crow River News as official newspaper for 1984. Motion declared carried 15. OFFICIAL DEPOSITORY Discussion of using a financial advisor and an additional bank for deposits. Motion by Scherer, seconded by Reiser to appoint the Farmers State Bank of Hamel as official depository for 1984. Motion declared carried 16. ACTING MAYOR Motion by Crosby, seconded by Scherer to appoint William Reiser as Acting Mayor for 1984. Motion declared carried 17. COMMISSIONERS Motion by Crosby, seconded by Scherer to appoint the following Commissioners: Wilfred Scherer, Public Works; William Reiser, Public Safety; Anne Heideman, Health, Welfare, Recreation and Administration; Special Projects, Thomas Crosby. Motion by Heideman, seconded by Scherer to table action on benefits for administration, part- time until January 17, 1984.
