Friday April 3, 1936.
The Board of Public Works and Safety of the City
}C of Richmond, Indiana, met in the office of said Board
Friday April 3, 1936, at 10 :30 AM. Messrs . Simeon
Hodgin and William Kelley,aJr. being present the
following proceedings were had, to-wit :
The minutes of the rreceeding meeting were approved
as read.
The Clerk reported that he talked to Mr. Hess in
regards to installing the ornamental lights on past
the new radio station and that Mr. Hess had informed
hin that the amount of money in the budget for this
purpose would be almost exhausted, when the present
program for the year 1936 was completed, and that
it would be necessary to wait until this was near
completion before he would be able to do any thing
about these new lights.
Captain Kendall of the Police Department , reported
that Dr. Clark had informed him that he would act as
dog catcher for the City during the months of April
and May for $150.00 per' month. The Board decided to
leave this decision up to the Mayor.

BOARD OF PUBLIC WORKS AND SAFETY
CITY OF RICHMOND, INDIATA.
WHEREAS, the City of Richmond, by and through its
Board of Public Works and Safety, adopted Resolution
No . 1 - 1936, providing for the payment of certain
retained percentage under the contract for the constructia
of Division II of the Sewage Treatment Works for the
City of Richmond by and between the McKechnie - Peirce
Company of Toledo , Ohio, and the City of Richmond, which
payment was made 'with the consent of the Contractor' s
sureties ; and
WHEREAS, the work under said contract is being -
prosecuted under the rules and regulations of the
Federal Emergency Administration of Public Works , as
set out in an agreement between the City of Richmond
and the United States of 1merica, through the Federal
Emergency Administrator of Public Works ; and
WHEREAS, this Board is advised by the Inspection
Division of the Federal Emergency Administration of
Public Works that it is nermissable under the rules

and re€rmla.tion.s to pay contractors under construction
contracts ninety percent ( 90%) based on periodical
estimates of work completed and materials and equipment
delivered, and fur her that it is customary under
goverment regulations to waive further retained per-
centage after the work under the contract is fifty
Percent ( 50 ) completed; and
WHEREAS, the payment made to McKechnie-Peirce Co .
under authority of Resolution No 1-1936 is well within
the reouirments of said goverment regulations ; I/
NOW THEREFORE BE IT RESOLVED
Section 1. That this Board hereby modifies the
terms of payment applying to retained percentage under
said contract to be consistent with said regulations
of the Federal Emergency Administration of Public
Works , retaining 10% ten percent based on periodical
estimates, in lieu of fifteen percent (15%0, and making
full payment after fifty percent ( 50%0 of the retained
percentage of the total contract price has been withheld
under the terms of the contract until the work is
finally completed and accepted by this Board.
Section 2 . That it is the intent o`f this Resolution
to ratify payment of 415, 095.10 made to the Contactor
under Resolution No . 1-1936, under the regulations
herein prescribed and for the purpose set out .
Section 3. That six ( 6 ) cqpies of this Resolution
be delivered to the Acting State Director, Federal
Emergency Administration of Public Works, with a
request fpr his approval.
On motion duly made and seconded this Resolution was
adopted.
Upon the recommendation of Mr. Nod;°in the Board adopted
Supplement to Change Order No . 4 for Division II, of the
Sewage Treatment Works .
The Clerk was instructed to get bids for a small
car for the Meat Inspector, said bids to be received
at love® AM. Friday April 17 , 1936.
The Clerk reported to the Board that upon carefulI/
comparison, he found that the old Garbage Ordinance
covered the collection of trash a garbage as well
as the prosed amendments, and that the whole ouestion
was a matter of enforcement . The Board examined said
Ordinance and agreed with the report of the Clerk.
City Attorney Kelley read a communication from the
Collins Radio Co. wherein they guaranteed the City of
Richmond patent protection and this communication
toFether with investigation made by Mr. Hodgin and Mr.
Weller caused the Board to award the contract for one
Radio Transmitter as per specifications to the
Collins Radio Co . of Cedar Rapids, Iowa for the sum
of < 1,508.00.
The Board instructed Mr. Weller of the Police Radio
to keep his short wave reciever tuned to the Indiana
State Police Station at all times and to receive and
transmitt to our local police any call or information
that might be broadcast, which would be of value to
them;
Claims to the amount of 18,258. 58 were allowed
after which the Board adjourned.
