The Board of Public Works and z)afety of the City
of Richmond, Indiana , met in the office of said
Board, Friday March 27 , 1936, at 9 :00 o ' clock
AY. Messrs Joseph M. 4ralterman, Simeon Hodgin
and William Kelley, Jr. being present , the follow-
ing proceedings were had, to-wit :
The minutes of the preceeding meeting were
approved as read in Council.
A petition for the construction of a sanitary
sewer on Parry Street was recieved and turned over
to the City Engineer for investigation.
A representative of the Air Defence League was
before the Board seeking the written consent of the
Board for the leasing of the Airport for a 3 month
period of June July and August , for the purpose of
conducting an aviation school for young men. The
Board informed the representative that our option
had expired on the Airport and that Mr. Nixon was
the proper party to see in regards to these arrange-
ments .
City Purchasing Agent, Rav Stevens appeared before
the Board in regards to the purchasing of cement for
the Municipal Ball Park, and stated that there were
8 dealers in Richmond who were in a position to
furnish this material and that any one of them could
supply any make of cement that might be reouired,
and asked the opinion -of the Board if it would be
agreeable to divide this business up amongst these
dealers . The Board decided that the entire question
be left up to Mr. Stevens .
Fire Chief Harry Williams appeared before the
Board and asked Permission to have the space in
front of the porch at 14o . 2 Hose House concreted,
and stated that they had sodded this strip of ground
several times but due to the nearness of the rail-
road it seemed impossible to keep grass growing.
Mr. Williams was granted the permission and it was
agreed to try to make a. WPA project out of this.
Fire Chief Williams was authorized to purchase
a new flag for the City Building.
City Engineer Hodgin recommended that a 1 inch
water line be laid to the Municipal Ball Park, as
a '7PA project . The Board adopted this recommendation.
Fire Chief Williams also reported to the Board
that Mr. Dill of the Richmond ,:rater Works had informed

him that the said Company had found that there
was 600 feet of 6" mains in the section east of
• Henley Road which the City had never been billed
for rental since this section was annexed to the
City of Richmond, and that no doubt this amount
would be added to our present bill. The Board
did not feel that there should be any charge for
any past rental on this main.
The Board held a conference with Dr. Clark in
regards to him assuming the duties of Dog Catcher
for the months of April May and June, and offered
Dr. Clark 1100.00 per month for this service, Dr.
Clark asked for a few days to think this over and
stated that he would not want accept this offer,
unless there was some limit set on the number of
hours per day that he was to perform these services,
the Board agreed to have the Police Department
cooperate in this work, and that all calls should
come to the Police, who would in turn call Dr.
Clark and that after the call had been taken care
of, a report should be made to the Police, who
should keep a record of the disposal and submit the
same to the Board. Dr. Clark agreed to notify the
Board in a couple of days as to whether he would
accept this proposition.
The Board after a discussion ordered the eliminat=
ion of all angular parking on all streets from 5th
to lath inclusive between North 'A and South A Street
and the Superintendent of Streets was so notified in
regards to marking parking lines on said streets.
The Board aster a discussion of the trash collec-
tion problem, decided to recommend to the ordinance
committee, that the present ordinance be amended
so as to provide for a non combustable container
for trash or ashes, and to make it a misdemeanor
to empty any trash, paper or ashes into the streets
or alleys without placing the same in a container,
and to further provide for a penalty for the removing
of any of the said containers.
The Clerk was instructed to include the properties
in the Starr Park, and the Lemon Property in the
Resolution seeking the appointment of an appraiser,
with the intent of making sale of all rental Properties
now owned by the City.
City Engineer Hodgin recommended that the property
owners on the Abington Pike immediately south of
the City of Richmond, be given the right to tap into
a sewer at this poiit and suggested a charge of $7 .50
per house for a fee for this privilege. The Board
adopted this recommendation.

City Engineer Hodgin and Radio Engineer Weller,
recommended to the Board that the Collins Radio Co .
be given the contract for the new radio transmitter,
if in the opinion of the City Attorney, said company
had furnished sufficient protection to the city as
patent rights , Mr. Hodgin stated that he-:and Mr.
Weller had visited several towns where these outfits
wre used and found them giving ng perfect satisfaction,
and since the price was just about half what the
other companies bid, they felt we should award the
• contract to the Collins Radio Co .' for the sum of
$1508.00. The Board decided to have City Attorney
Kelley write this company and see if they would
furnish bond for patent protection, and if this
could be furnished, then the contract should be
awarded to the Collins Radio Co .
Easerient agreements were recieved by the Board
for the. property involved in the opening of Harris
Street, and on motion duly made and carried these
easements were accepted.
Mr. Weller of the Police Radio Department stated
that it would improve results at the new station if
it were possible to install ornamental lights on
Main Street at the station location in as much as
there would be considerable absorbtion on account of
the arc light lines which now pass this location.
The Board instructed the Clerk to take this up with
Mr. Hess of the Light Plant and see if ornamentals
could not be installed as far as West llth Street .
Claims to the amount of 4, 791.31 were allowed
after which the Board adjourned.

The Board decided not to use the old fence from
Exhibition Park, in the construction of a new fence
at the Municipal Ball Park, as there was not enough
material to construct a new. fence, and it was the
thought of the Board that if this project was going
to be carried through, then it should be done right
and not in a cheap botched up manner.
Only one bid was recieved for the ice house privilege
from Wayne Ice Co . for a rental of Y N112 .00 ) for the
period of April 1st to October 31, 1936.
