The Board of Public Works and Safety of the City of Richmond, Indiana, met in the office of said Board, Friday March 13, 1936, at 9 :00 o' clock A.M. Messrs . Joseph M. Walterman, Simeon Hodgin and William Kelley, Jr, being present, the following proceedings were had, to-wit :- Minutes of the preceeding meeting were approved as read. Mr. Hodgin recommended that we take no action on the lease on the Airport, until we have definate assurance that the Goverment will complete this project. The Board adopted this recommendation. Mr. Hodgin also recommended that one of the new type incandescant lights be installed at the corner of West 9th and Richmond Ave. This recommendation was adopted by the Board. Complaint was made to the Board as to the bad condition of South L Street near 23rd, Mr. Hodgin informed the Board that this street was a part of a WPA project and would be completed as soon as the weather would permit. A request for permission to use some of the ground in Clear Creek Park for gardening purposes was turned over to the Superintendent of Streets. Resolution No. 2 - 1936. BOARD OF PUBLIC WOPKS AND SAFETY CITY OF RICHMOND, INDIANA. WHEREAS, the City of Richmond, Indiana, has heretofore undertaken the construction of Sewage Treatment Works to serge said City and the inhabitants thereof, which project is being financed in part under a grant from the Federal Emergency Administration of Public Works, an agency of the United States of America; and WHEREAS, the estimated cost of said project consisting of the several items as shown in the application, as amended, of the City of Richmond to the Federal Emergency Administration of Public Works, consists of the following classified items, to wit : (1 ) Preliminary Expense $0 (2) Lands, right of way, and easements 7,000.00 (3 ) Construction Costs 456,000.00 4- (4) Engineering $23,200.00 ( 5) Legal, administration, and overhead charges 2,700.00 ( 6) Interest during construction 9 ,500.00 (7 ) Miscellaneous 1, 600.00 , $500,000.00 WHEREAS, said individual amounts as set out for said several items represent the maximum which may be expended for such items, provided however that if and when necessary the Board of Public T,,+ork:s and Safety of the City of Richmond may by resolution transfer funds to any of the said items from un'epended and and unobligated surplus in any of the 'b ther items as required for the good of the work; and WHEREAS, it is necessary under the regulations of the Federal Emergency Administration of Public Works that the funds in any of said items shall be sufficient to meet the expenditures under said items, including pending and anticipated change orders under said project : NOW THEREFORE BE IT RESOLVED by the Board of Public Works and Safety of the City of Richmond, Indiana; SECTION 1. That the above breakdown of the estimated costs as shown in said application, as amended, to the Federal Emergency Administration of Public Works be and is hereby revised in the following form, to wit : (1) Preliminary Expense 307.83 (2) Land, right of ways, and easements 2,954.80 ( 3) Construction Costs (a ) Contracts 469,863.28 (b) Patent Royalty 4,000.00 ( c) Change Orders ( lto9 ) 7 ,160.00 (d) Contingencies 4,414.79 Total Construction Cost 4471,117 .98 (4) Engineering, Est. , based on total construction cost (a) Design 11,777 .95 (b ) In'spection 14,133. 54 25,911.49 216 ( 5) Legal 360.00 ( 6 ) Interest During Construction None (7 ) Miscellaneous 23.90 Total fund allocated for the $500, 676.00 I/ project, including bond premium SECTION 2. That Mr. F. M. Logan, Acting State Director Indiana, Federal Emergency Administration of -Public Works, be and is hereby requested by this Board to examine, consider and approve said revised breakdown of estimated cost and that the City)Cl:erk of the City of Richmond be and is hereby instructed to furnish six (6) certified copies of this Resolution to said Acting State Director for his consideration and for the purpose herein set out . On motion of Mr. Hodgin and the second of Mr. Kelley this Resolution was adopted. Change order # 11 for workf at the Disposal Plant was approved by the Board. A discussion was had on the trash collection problem and it was decided that we endeavor to have the citizens use a container for all trash so that the men would not have to shovel said trash but might be able to dispose of same by emptying a container, it was suggested that an old oil drum cut half ir4 would be fine for this purpose, and it was decided to secure one of these and through the cooperation of the press try to sell the public the idea of using them, it was further suggested that the present Trash Ordinance should be amended so as to prohibit the dumping of trash in the alley unless it was emptied into a container of some sort . It was decided to notify the Indiana Railway Company to repair. their tracks and the streets therein by the date of April 15, 1936, and the City Attorney was instructed to so notify the said company. Fire Chief Williams asked the permission of the Board to purchase two sections of chemical hose for his department . The Board granted this permission. The Board adopted Declaratory Resolution No. One- 1936, for the opening and extending of Harris Street, from Northwest K. street, formerly Maple Street to Northwest J Street, formerly Linden Ave. this Resolution was adopted with the understanding that said opening would not cost the City of Richmond. r, 217 The Clerk proceeded to open bids for the purchase of fire hose, said bids being as follows : Goodrich Rubber Co. 500 feet 22 inch Goodrich Chieftan $1.10 per foot 500 feet " " Triton 1.15 " `1 Terms 2% discount 30 days from delivery. Buckeye " " 1.10 " " 500 feet, Climax " " 1.50 less 33,R2% 500 feet, Flexo " " .922 per foot 500 feet, Elkshead " " .80 " Terms 2%, 60 days net. Bi-Lateral Fire Hose Co. 500,-feet, Congo 2i inch 1.30 per foot less discount of 20 & 5% Terms 2% for cash. Eureka Fire Hose Company 500 feet, Northern 22" 1.00 per foot ` 500 feet, Blue Queen 22" 1.10 " " 500 feet, Superior 2*" ry 1;00 f4 " 500 feet, Surprise 22" 1.10 " " Terms 2%, cash 60 days net . All of the above bids were turned over to the Fire Chief and the City Engineer for tabulation and recommendation. The Clerk then opened the following bis for new Radio Transmitter.: Graybar Electric Co . Western Electric Equipment. 1 - 50 - 100 watt transmitter with one set of vacum tubes and microphone 43,141.00 Federal Laboratories, R. C.A.Equipment. 1 - ET-5015-AA-5016, 50-100 watts, RCA police radio transmitter for operation on frequency of 2442 kcs. installed complete, as per specifications $3.100.00 1 - Same as above, with understanding that WPDH engineers will install and RCA engineers will make final inspection before city accepts . These bids were all turned over to the Chief of the Radio Department and the City Engineer for tabulation and recommendation.
