Thursday March 12 , 1936.
The Board of Public Works and Safety of the City of
Richmond, Indiana, met in the office of the Board, on
Thursday March 12, 1936, at 10 :30 o' cicok A.M. Messrs .
Joseph M. Walterman and Simeon Hodgin being present ,
the following proceedings were had, to-wit :
The Board upon the recommendation of Mr. Charles Hurd,
Consulting Engineer on the Sewage Treatment Works, and
the approval of the Seaboard Surety Co. the Ohio Casualty
Co. and the Inland Bonding Co. adopted the following
Resolution:
RESOLUTION NO. 1 - 1936
BOARD OF PUBLIC WORKS AND SAFETY
CITY OF RICHMOND, INDIANA,
WHEREAS, the City of Richmond, by and through its Board
of Public Works and Safety, under date of April 1, 1935,
entered into a contract with the McKechnie-Peirce Company
of Toleda, Ohio, for the construction of Division II of the
Sewage Treatment Works for the City of Richmond; and
WHEREAS, the work under said contract has been prosecuted
by said Contractor in a manner and under the conditions
set out in said contract and in the specifications, which
are a part thereof; and
WHEREAS, said work has been inspected by Charles H. Hurd,
Consulting Engineer .for the City of Richmond, as witnessed
by a report of said Consulting Engineer, dated March 10,
1936, in which it is recommended that the work included
in the main trunk of the East Side Intercepting Sewer be
given general approval subject to the guarantee clause
contained in said contract and in the surety bond appended
to said contract ;
NOW THEREFORE BE IT RESOLVED:

Section 1. That this Board hereby approves said constr-
uction which applies to the specified items in said
Engineer' s report under the provisions set out therein
for the purpose of making payment under said items of
construction,
Section 2 . That the City Controller of the City of Richmond
be and is hereby authorized and instructed to make payment
to said contractor in the amount of 15% of the apportioned
contract Price for said items of construction, said amount
-to be .$.15,095.10.
Section 3. The City Controller is further authorized and

being spent , and decided that each prisoner should
receive at least an ordinary lunch, and that if
this could not be had for 20V, then the amount should
be raised to 25!, and if there was any charge for
delivering this food to the jail, one of the police
on duty should carry this food and save the added
expense.
Claims to the amount of $14,658.76 were allowed
after which the Board adjourned.

instructed in drawing said voucher to said Contractor
to provide that the partial payment of retained percentage
I/ to said Contractor shall not relieve the Contractor or
the Contractor' s Surety of any of the obligations under
the contract and surety bond, which is aprt thereof.
There being no further business to come before the
Board, it adjourned.

Friday March 13, 1936.
The Board of Public Works and Safety of the City
of Richmond, Indiana, met in the office of said
Board, Friday March 13, 1936, at 9 :00 o' clock A.M.
Messrs . Joseph P.I. Walterman, Simeon Hodgin and
William Kelley, Jr, being present, the following
Proceedings were had, to-wit :
Minutes of the preceeding meeting were approved
as read.
Mr. Hodgin recommended that we take no action on
the lease on the Airport, until we have definate
assurance that the Goverment will complete this
project. The Board adopted this recommendation.
Mr. Hodgin also recommended that one of the new
type incandescant lights be installed at the corner
of West 9th and Richmond Ave. This recommendation
was adopted by the Board.
Complaint was made to the Board as to the bad
condition of South L Street near 23rd, Mr. Hodgin
informed the Board that this street was a part of
a \WP3 project and would be completed as soon as
the weather would permit.
A request for Permission to use some of the
ground in Clear Creek Park for gardening purposes
was turned over to the Superintendent of Streets.

BOARD OF PUBLIC WOKS AND SAFETY
CITY OF RICHMOND, INDIANA.
WHEREAS, the City of Richmond, Indiana, has heretofore
undertaken the construction of Sewage Treatment Works
to serge said City and the inhabitants thereof, which
project is being financed in Part under a grant from
the Federal Emergency Administration of Public Works,
an agency of the United States of America ; and
WHEREAS, the estimated cost of said project consisting
of the several items as shown in the appli :ation, as
ammended, of the City of Richmond to the Federal
Emergency Administration of Public Works, consists
of the following classified items, to wit :
(1 ) Preliminary Expense $0
(2 ) Lands, right of way, and
easements 7,000.00
(3) Construction Costs 456,000.00
