Friday November 1, 1935.
The Board of Public Works and Safety met in the
office of said Board, Friday November 1, 1935, at
9 :00 o ' clock A.M. Messrs. Joseph M. Walterman, Simeon
Hodgin and William Kelley, Jr. being present, the
following proceedings were had, to-wit :
The minutes :of the preceeding meeting were approved
as read.
The following communication was read:

Dear Joe:
You will remember that recently I expressed my opinion
as to the attitude of the Police Department in directing
traffic at the corner of 8th and Main Street. Yesterday
I had an opportunity of learning first-hand just what
this practice is costing the merchants of Richmond.
A very wealthy farmer and his wife, of near Richmond,
came to Richmond with : 600.00 ,in their pocket, with
the idea of purchasing new farm machinery, a new living
room suite, clothing, shoes, ect. , and just before
reaching 8th and Main my friend let his wife out of the
car to go to one of the stores near the corner of 8th
an Main, and started to turn onto South 8th Street off
of Main Street .
The policeman blew his Whistle, and in order not to
cojest traffic my friend pulled on down on 8th Street
whereupon the policeman advised him that he was under
arrest , and that he would have to report to the Police
Station at once.
My friend asked the policeman the privilege of telling
his wife, who was in a nearby store, where he was going
but the policeman refused to consider his reouest ,
and took him to the station without further ceremony.
After having paid his fine the man returned and met
his wife, and they immediately proceeded to New Castle,
where they purchased all of their recyuirments. My
friend advises that so far as he is concerned his
family will make no more purchases in Richmond .
In my humble opinion courtesy pays large dividends, not
only to the individual but also to the community, and
particularly is this applicable to the Police Department .

The Board upon investigation discovered that Mr.
Jenkins did. not have the correct facts in the case,
but that the records of the Police Department showed
that the party in cuestion was fined $1.60 and costs
with the costs suspended for failure to have a drivers
license, and since this was a State Law and not a
local ,ordinance which was violated. the Board did not
feel that Mr. Jenkins complaint was justified.
The Board ordered an Arc Light at the corner of
South 12th and I Streets.
City Engineer Hodgin reported that he had received .
the approval of the WPA for the Street Department
Garage, and the Board decided to take this project
up with the Council for a decision.
The Clerk was instructed to write the Pennsylvania
Railroad and try to have them place a light in the
rear of the Glen Miller Park where their employees
park their cars.
Bill Morrey Superintendent of the Golf Course was
before the Board in regards to the Course and offered
the suggestion that since the Tax Board would not
allow the Golf Course toe included in the Budget,
it might be a good idea-to rent the Golf Course out
as a concession. The Board decided to take this under
advisement and also discuss it with the members of
Council .
Bids for a new truck for the Street Department were
received as. follows :

Board adjourned.
