HomeMy Public PortalAboutMIN-CC-2011-04-12MOAB CITY COUNCIL REGULAR MEETING April 12, 2011 The Moab City Council held its Regular Meeting on the above date in the Council Chambers of Moab City Offices, located at 217 East Center Street, Moab, Utah. Mayor David L. Sakrison called the Pre -Council Workshop to order at 6:30 PM. In attendance were Councilmembers Kirstin Peterson, Sarah Bauman, Kyle Bailey, Jeffrey Davis and Gregg Stucki; City Manager Donna Metzler and City Recorder/Assistant City Manager Rachel Ellison. Mayor Sakrison called the Regular City Council Meeting to order at 7:00 PM and Citizen B.D. Howard led in the Pledge of Allegiance. Twenty-two (22) members of the audience were present. Also in attendance were Planning Director Jeff Reinhart, City Treasurer Jennie Ross, Community Development Director David Olsen, Public Works Director Jeff Foster, Police Chief Mike Navarre and City Engineer Rebecca Andrus. There were no minutes to be approved. There were no Citizens to Be Heard. Mayor Sakrison presented Madison Munger and Wyatt Gholson with the Mayor's Student Citizenship of the Months Awards for March and April 2011 for Helen M. Knight School. REGULAR MEETING & ATTENDANCE CALL TO ORDER APPROVAL OF MINUTES CITIZENS TO BE HEARD MAYOR'S STUDENT OF THE MONTH Mayor Sakrison proclaimed April 2011 as Child Abuse Prevention Month PROCLAMATION in the City of Moab. A Community Development Department Update was not given. Under Engineering Department Update, City Engineer Andrus stated that she had been working continuously with the Utah Department of Transportation (UDOT) on the path project and that construction would begin on July 1, 2011 for the bike trail and the widening of the bridge. Mayor Sakrison inquired if a right turn only lane would be added for the turn from Highway 191 to Highway 128. City Engineer Andrus stated that the section referenced would be widened and a turn lane would be added in July. Councilmember Peterson inquired if a traffic study would be conducted at that intersection. City Engineer Andrus stated that a traffic study would be conducted in May. Under Planning Department Update, Planning Director Reinhart reviewed the next City Planning Commission meeting agenda. A Police Department Update was not given. Under Public Works Department Update, Public Works Director Foster stated that staff had been busy with sprinkling systems, striping and patching of roads and generally cleaning up. Public Works Director Foster stated that he would look into the situation and see what he could do to help. Councilmember Bauman moved to approve a Moved -on Structure Permit for Creative Solutions Group to Conduct an Exhibit and Display of Jeeps Located at 290 South Main Street from April 18 to 24, 2011. Councilmember seconded Bailey the motion. The motion carried 5-0 aye. Councilmember Davis moved to approve a Moved -on Structure Permit for Josh Reeder to Conduct a Shaved Ice Business Located at 83 South Main Street from April 25 to September 1, 2011. Councilmember Stucki seconded the motion. The motion carried 5-0 aye. Councilmember Bauman moved to approve a Request For Use of Swanny City Park by the Youth Garden Project to Conduct Saturday Farmers' Markets beginning May 7 until October 22, 2011. Councilmember Peterson seconded the motion. The motion carried 5-0 aye. Councilmember Bauman moved to approve a Special Business Event License for the Moab Farmers' Market. Councilmember Peterson seconded the motion. The motion carried 5-0 aye. Councilmember Bauman moved to approve a Request by Jennifer Sadoff for an Amplified Music Event at Old City Park on May 14, 2011. Councilmember Peterson seconded the motion. The motion carried 5-0 aye. Councilmember Stucki moved to approve a Plat Amendment for the Preserve Subdivision. Councilmember Peterson seconded the motion. The motion carried 5-0 aye. Councilmember Bailey moved to approve a Request by Jim Mattingly for Use of Swanny City Park on April 29 to May 1, 2011 to Conduct the April Action Car Show. Councilmember Stucki seconded the motion. The motion carried 5-0 aye. Councilmember Davis moved to approve a Class II Beer License for Amy Elizabeth Hinkle, d.b.a. High Plains Pizza, Incorporated Located at 265 South Main Street. Councilmember Peterson seconded the motion. The motion carried 5-0 aye. Councilmember Davis moved to approve Local Consent of an On -Premise Beer License for Amy Elizabeth Hinkle Located at 265 South Main Street. Councilmember Stucki seconded the motion. The motion carried 5-0 aye. Councilmember Stucki moved to approve application for a State Trails and Pathways Program Assistance Grant to Construct the Charlie Steen and MiVida Trails on Steen Property. Councilmember Bailey seconded the motion. The motion carried 5-0 aye. MOVED -ON STRUCTURE PERMIT FOR CREATIVE SOLUTIONS, APPROVED MOVED -ON STRUCTURE PERMIT FOR JOSH REEDER, APPROVED USE OF SWANNY CITY PARK FOR YOUTH GARDEN PROJECT SATURDAY FARMERS' MARKET, APPROVED SPECIAL BUSINESS EVENT LICENSE FOR MOAB FARMERS' MARKET, APPROVED AMPLIFIED MUSIC EVENT AT OLD CITY PARK FOR JENNIFER SADOFF, APPROVED PLAT AMENDMENT FOR PRESERVE SUBDIVISION, APPROVED USE OF SWANNY CITY PARK FOR JIM MATTINGLY, APPROVED CLASS II BEER LICENSE FOR AMY HINKLE, D.B.A. HIGH PLAINS PIZZA, APPROVED LOCAL CONSENT OF AN ON - PREMISE BEER LICENSE FOR AMY HINKLE, APPROVED APPLICATION FOR STATE TRAILS AND PATHWAYS PROGRAM ASSISTANCE GRANT, APPROVED April 12, 2011 Page 2 of 3 Councilmember Bauman moved to approve Proposed Ordinance #2011- 12 — An Ordinance Amending Title 12, Streets, Sidewalks and Public Places, and More Specifically, Chapter 12.20, Public Parks Designating City Parks as Smoke Free. Councilmember Peterson seconded the motion. The motion carried 5-0 aye. Councilmember Peterson moved to approve Proposed Ordinance #2011- 11 — An Ordinance Amending the City of Moab Municipal Code, Title 5.00, Business Licenses and Regulations and Specifically Repealing Chapter 5.28, Cabarets. Councilmember Stucki seconded the motion. The motion carried 5-0 aye. Under Reading of Correspondence, Mayor Sakrison stated that there would be an open house at the Christmas Box House and that April is Volunteer Appreciation Month. Under Administrative Reports, City Manager Metzler stated that the next budget meeting would be on May 3, 2011 at 6:00 PM and that there was Joint City/County Council Meeting scheduled on April 29, 2011 at 11:30 AM. City Manager Metzler also stated that she was working on closing out the Aquatic Center Contract with Hogan Construction. A Report on City/County Cooperation was not given. Under Mayor and Council Reports, Mayor Sakrison stated that Bill Howell was retiring from the South Eastern Utah Association of Local Governments on April 28, 2011. Councilmember Peterson stated that she had attended a meeting on sustainability, that Economic Development Coordinator Ken Davey was part of that panel and that she found it very interesting. Councilmember Peterson moved to pay the bills against the City of Moab in the amount of $400,990.82. Councilmember Bailey seconded the motion. The motion carried 5-0 aye by a roll -call -vote. Mayor Sakrison adjourned the meeting at 7:43 PM. APPROVED: ATTEST: David L.
