' The Board of Public Works and Safety of the City of Richmond, Indiana, met in the offices of said Board, Friday September 20, 1935, at 9 :00 o ' clock A.M. Messrs. Simeon Hodgin and William Kelley, Tr. being present the following proceedings were had, to-wit : A communication from Max Irmscher & Sons and the Industrial Piping Co. was Lead, wherein they stated that there work on the Sludge Drying Beds was complete and requested the City to complete the part of the work which was eliminated for the contract by change order No.l. City Engineer Hodgin reported that he had had figures from the Water Works Company on the piping of water to the Disposal Plant and had been quoted . a figure of $3,600.00, but there seemed to be an ample flow of water at the plant, and he suggested that we have the water ananlized and if suitable for drinking _purposes we drill our own well and use this water. A complaint was made that the one way traffic signs in the alleys running north and south of Main Street had not been Placed due to lack of funds, this matter was to be taken up with Mr. Burkhardt and see if funds could not be found that might be used for this plrrpose. A communication was recieved from the National Youth Administrator requesting the cooperation of the city in aiding the unemployed youths, the Board agreed to cooperate and turn the communication over to some of the Civic groups who were working along these lines. A report on the appeal of S.T.Beebe against the decision of Building Inspector Higgs was read and the action of the referees was approved. A request for an additional 25 feet of yellow curb on the north side of Main and immediately east of Ft. Wayne Ave. was recieved and turned over to the Police Department . Bob Reid of the Palladium Publishing Corporation I/ appeared before the Board and asked permission to have all of the proposed Fall Festival held in the South 10th Street Park, the Board questioned the wisdom of this on account of the damage that would be done to the sod also due to the objections which would probably be made by the property owners around said Park and told fir. Reid that it was their opinion that he or the Merchants Association should first approach the property owners near said park and learn their attitude towards holding 163 said Festival in the Park. Pursuant to the advertisement published in the Richmond Palladium September 7th and 14th, the Clerk opened the following bids on a road grader for the Street Department : Indiana Equipment Co.
