The Board of Works of the City of Richmond,
Indiana, Met in the office of said Board, Friday
June. 21, 1935, at 9 :00 o ' clock A.M. Messrs ,. Joseph
1/: . Walterman, Simeon hodgin and William Kelley, Jr.
being present the following proceedings were had,
to-wit :

City attorney Kelley reported that in his opinion
the seperation of some of the Items in the Bidders
Blank for the materials to be used on the streets,
was not a violation of any law, since any of the
bidders might have taken the same privilege, so in
accordance with the decison of the Board at their
preceeding meeting the contract for this material'
was awarded to `the, ow. hhidder in each case except
when material can be purchased other places to
better advantage and apllied by city' s forces or
speerate contract .. The Board also decided that Mr.
• Magaw should furnish r.1, 000 .00 bond for the contract .
A petition for -Water' Main was. received from hr.
Charles Riegleman of 920 South- 4th Street and was
referred to the City Engineer for investia;-tion.
The Yayor reported that the .Street Department
was having signs prepared informing truck drivers
that they should use South A Street between the
hours of 7 :00 A.M. and 9 :00 P.M. and that when these
signs were Placed in position the Police Department
would see that said ruling; was enforced.
Superintendent of Streets Burkhardt was instrucyed
to find out the. cost of Neon Signs reading, "No Turns" ,
for 8th and Main Streets
City Engineer Bodgin reported that he was trying
to make arrangements for a traffic survey to be made
by F. E. R.A. labor.
11/ The Board granted the American Legion permission
to place the ball diamonds in Clear Creek Park in
proper Condition and the work was to be done with
F. _J.R.A. labor .
Four affidavits were read from different citizens
complaining about the condition of the trucks used
by Lee Ridgeway in the collection of garbage . The Board
then instructed Ridgeway that they would expect
him to collect the garbage in accordance with the
contract and informed him further that in the future
all garbage complaints would be turned over to the
Sanitary Inspectors for investigation and if said

complaints were justified and the fault of said Lee
Rid,creway, then the penalties provided in the contract
between Tear. Ridgeway and the City of Richmond should be ' •
enforced.

Er. Howard Dill of the Water Works Company reported
on the requested Water Main extension on South y
Street from 3rd to 4th Streets and stated that itI/
was found on investia -tion that only two consumers
were on this line and that it was impossible for
the comnany to install this amount of line for no
greater revenue than this . Yr Dill also reported
that the 'dater Company was trying to make private
'arrangements with the citizens on Perry Street..
The Board decided to make it a policy, that in the
future people signing petitions for Water Mains should . '
be made to understand that they should agree to. have
. water piped in their homes or not sign these petitions , ,
and that they should slake a deposit to cover the
first years rental or ;;12 .00 said deposit to be made •
with the City. •
Proffs'sor Glen West of Purdue University made a
brief report on his investi-a.gtion of the Police
Radio and wanted to know just what the Board wanted in the way of an• investi ,ation. .
There being no further business to come before
the Board it adjourned. •
