The Board of Works of the City of Richmond, Indiana, met in the office of said Board, Friday June 14, 1935, _ at 9 :00 o ' clock A.P.Q. Messrs . Joseph M. Walterman, Simeon Hodgin and William Kelley, Jr. being present the following proceedings were had - to-wit : • The minutes of the- nreceeding meeting were read and approved. The Clerk reported that he had called Mr. West .but had been unable to get him, and had been informed by' his wife that he would be out of the City until next Friday. The Clerk stated that he would again call Mr. West and make arrangements for him to visit Richmond and. assist us in deciding .what was necessary to place our Police Radio Station in first class condition. • A petition for Water Main extension on South N from 3rd to 4th Street was received and referred to the City Engineer and the Water Works Company for investigation. A petition for a light at the alley between 10th and llth on North D Street was received and referred to the City Engineer and the Superintendent of the Light Plant for investigation. City Engineeer Hodgin made his report on the tabulation of bids for street materials and his recommendations on same, at this time Mr. A. Viona spoke before the Board and complained that the bids • were not proper, insomuch as one bidder had taken the privilege of -seperating certian items on the Bidders Blank. The Board voted to have City Attorney pass on the legal phase of this question and if it were decided that the bids were entirely legal, then the Board would adopt the recommendations of City Engineer Hodgin, as the bids were very favorable for the City. City Attorney Wm.Kelley, Jr. presented the following letter from the Company who has the insurance on the City Parks. Indemnity Insurance Company of North America. June 4, 1935 A '[� Wm. H. Dear Mr. Kelley: RE: OLT-216352 City of Richmond, Indiana. - - 137 As I agreed to do at the time I. attended the Board of Works meeting in Richmond, I have taken the matter up with U';a� Philadelphia as to the free defense offered the city on the bomb explosion case I/ which occured two years ago . On August 11, 1933 this offer was made to the city direct from the home office . The city council at that time felt that it would be better for them to handle the case without any insurance company involved and elected to decline our offer. Due to the fact that this offer was made in good faith and was not . accepted and as the company has not been in touch with the case for two years, they do not feel that they should again offer this defense and enter the case at this time. I believe the merits of this case, the past dealings of our company with the city, were gone over at the time of our above mentioned meeting. I regret that •it is necessary to advise you that we can not again offer this defense to you, but I believe if you- will consider this thourouighly. you will -see the soundness of the company' s reasoning. The Board: -th.encdecided, .thaif this -was:.-.to be the attitude of the company in regards to cooperation on this case, then investigation should be made as to the amount of refund it was -possible to secure on this policy and that the same be cancelled with the Indemnity Insurance Company. Mr. Will Reller and a group of citizens appeared before the Board with a petition protesting the routing of trucks over South A Street . The Board informed Mr. Reller that it was originaly decided by the Board that this traffic should only use this street i . from 7 A.M. inti1c9::OO P.M. and they wodld see that these orders were carried out until after the city had completed their traffic survey. Fire Chief Harry Williams was instructed to see the managment of the Coliseum and see if it were possible to have a fire escape placed on each side ' of thisAbuilding. Rudolph Crandall was authorized to palce the proper lights on the stage at Roosevelt Field for the Civic Minstrel and charge to the appropriation made for that purpose. William Weller of the Police Radio was also granted permission by the Board to operate the sound equipment for the minstrel. 138 The question of buying coal for the City Building Fire houses, JDetention Hopsital and Glen Yiller Park was discussed and it. was the belief of the Board that some ` 500.00 could be saved by purcrasing this through the light :plant and it was referred to the City Purchasing AFent to see what arra np,em.ents could be made.
