The Board of Works of the City of Richmond, Indiana,.
met in the offices of said Board, Friday May 17 , 1935,
at 9 :00 o ' clock A.M. Messrs . Josebh .M.Walterman, Simeon
Hodgin and William Kelley, Jr. being present , the _
following proceedings were had, to-wit :
Th'e minutes of the preceeding meeting were read
and approved.
A petition to cut a curb at 25 Sedwick Place
was received and granted by the Board.
A petition for Water Main extension on Perry Street
from 9th to 13th was received and referred to the
City Engineer and the Water -forks Company for investigation.-
A communication from Charles H.Hurd was received
asking permission for the subletting of the plumbing
heating and gas fitting on the Sewage Disposal Plant,
and the reinforcing steel and iron;_ the Board voted
to allow the subletting of the reinforcing steel and
iron, but did not approve the subletting of the
plumbing, heating and gas fitting, at this time, and •
they further decided that all contracts should
contain a clause, that Richmond labor must be employed,
the last named contract was referred to the City •
Engineer for investigation.
Mr. Moore and Mr. White of the Indemnity Insurance
Company appeared before the Board and explained the
coverage of the liability insurance furnished the
City by their company and a discussion was held in
regards to the pending damage suits over the fireworks
accident in Glen Miller Park. Mr. White agreed to
make an effort to have his company cooperate with
the City Attorney in the legal work in defending
this suit .
A communication was received from Robert Reid of •
the Palladium Publishing, Corporation, viz:
May 14, 1935.
,Dear Joe :
I was called before the Masonic {'lee Club
Monday night , May 13 to report on the minstrel
situation. I told them that the City had not taken
definate action and that even though Harry Frankel
could not be in the cast this year, that the balance
of the cast had sufficient talent to produce the
show. They did, however, state that by next Monday
May 20 they had to know whether or not the show
would be staged. Many of them are counting on setting

their vacation dates and they insist :.that if there
is going to be no minstrel they want to use the
last of June.
• Please let me hear from you one way or the other
by next Monday evening.

The Board decided that the City Attorney should
answer this communication in such a way as to leave
the way open for the promotion of this minstrel,
but to avoid having the City become involved.
Mr.Norman Pilgrim appeared before the Board in
regards to a reduction in rates on the windstorm
policies on the City Building, Market House and
Fire Houses and stated that he could give the City
an extension of the policies for a period of four
months without any additional cost to the City.
The Board instructed Mr.Pilgrim to so arrange said
insurance.
Mr. Pilgrim also asked if it would be posIible
to secure a written contract-with the City as to
fire protection for the Wernle Orphans Home. The
Board informed Mr. Pilgrim that the City would
certianly protect the lives of the children in this
home, but they did not desire to sign any contract .
City Engineer Elodgin reported that he had made
the following deal for the property to be used for
the Sewage Disposal Plant ; .Geotge Tueke $1000.00

E. Crowe 3 460 .0p the Board approved these prices
and ordered checks to be drawn and turned over to
. present owners whenever they presented the deeds
to said property. The Board further ordered
Abstracts prepared for this property said abstracts
to be paid for by the City.
There being no further business to come before
