Office of the Board of Works
City of Richmond, Indiana,
Friday April 26, 1935.
The Board of Works of the City of-Richmond,
Indiana, met in the offices of said Board,
Friday April 26, 1935, at 9 :00 o ' clock A.M.
Messrs . Joseph M. Walterman, Simeon Hodgin
and William Kelley, Jr. being present, the
following proceedings were had, to-wit :
Minutes of the preceeding meeting were read
and approved.
Mrs G. Sailes appeared before the Board and •
sought permission to paint numbers on the curbs
throughout the City, the Board informed Mrs . Sailes
that this was prohibited by ordinance.
Mayor Walterman reported that the property
owners on South 16th Street , who had complained
about the Street Department dumping trash at the
end of this street , were now satisfied with the
way this work was being done.
The Elks Lodge requested Permission to Place
a cloth banner across Main Street during the Elks
Convention. The Board referred this request to
the Building Inspector and if there be no law
against the hanging of a cloth sign across the
street, the request should be granted.
The No Right Or Left Turns signs at 8th and
Main Streets were ordered placed on the top of
the traffic lights, in the belief that they
would be easier to see.
The Board decided to abide by the decision of
the Council in regards to Daylight Saving Time •
and ordered all City Departments to observe
Central Standard Time in the operation of their
departments.
Fire Chief Harry Williams appeared before the
Board and stated that he would like to have a
ruling from the Board as to limits that the
Fire Department should answer alarms outside
the City limits .The Board instructed Chief
Williams to make a survey of the outlying districts
and report back to the Board, who would then give
• • a definite decision.
Fire Chief Williams also asked for information
on the proposed cleaning of the City Building,
-and wanted to know if this was to include the
fire. department , the Board informed Chief
Williams that the fire department was to be
included in this cleaning and the the Building

Inspector would be in charge of this work.
Superintendent of Streets Burkhardt asked if
it was the will of the Board that the Parkways
in Reeveston be taken care of by the Street
Department . The Board decided that since the
budget for the street department was not large
enoughtto allow the employment of any additonal,
men, that it would be necessary for the property
owners to take care of said parkways .
Only one bid was received for the concession .
at Galen Miller Park and this was from Earl J.
Moore, who offered 3200. for the privilege of
one year with the option of 2 additional years,
this contract was approved by the Board and the '
Clerk ordered to prepare the said contract . .
The Board approved the Bequest of the Police
Department for the purchase of a motorcycle for
said department and specifications were ordered
drawn and the necessary steps taken to purchase
said motorcycle.
Mr. Jack Yellin of the detail Merchants Ass
ociation with a request that the City make some
arrangements to :furnish the current for the
decorative lights that are used. in the business
section of the City during the Christmas season.
The Board ordered this request referred to the
Council for their approval if same were found
to be legal.

Robert Reed of the Richmond Palladium appeared
before the Board with a request for the appropriat-
e ion of $602.17 for the Civic Minstrel. The Board
referred this request to the Council .
To protect the City from any legal reggon;s.il :iitty
the Clerk was instructed to notify Robert Reed and
Councilman Ralph Snavely that they were not
authorized to represent the official City in the
giving or promoting of either the Civic Minstrel.
or any F.E.R.A. entertainments.
There being no further business to come before
the Board it adjourned. Claims $21093. 73.
