Richard Hendrickson, being duly sworn on an oath,
states or affirms that he is the Chief Financial Officer
of the newspaper(s) known as

and has full knowledge of the facts which are stated
below.
(A) The newspaper has complied with all of the re-
quirements constituting qualification as a qualified
newspaper as provided by Minn. Stat. § 331A.02,
§ 331 A.07, and other applicable laws as amended.

The city council of the city of Medina
ha. adopted Ordinance No. 438 an
a endment to the city's sign ordinance.
Th amendment regulates dynamic dis-
pl., signs, which are defined as ones
wh ch permit a change of copy or other
m. ement electronically and include ro-
tati g, revolving, flashing, blinking or an-
imted display signs. Such signs must
be designed so that the message
ch nges no more frequently than once
ev ry five minutes. The amendment
regulates the brightness and size of
pri t to ensure that the signs are not a
dis raction to drivers. The amendment
als. prohibits off -premise signs, allows
ad itional sign area on certain buildings
