The Board of Works of the City of Richmond, Indiana, met in regular session at the office of said Board, Tuesday January 22, 1935, at 9 :00 o 'clock A.M. All the members of the Board oeing present . Messrs. Joseph M<Walterman, William Kelley Jr; and Simeon Hodgin, being present, the following proceedings were had, to-wit : Mr.Henry Vogelsong, Chief of Police, appeared before the Board and explained that he was going to need an additional appropriation of 416ou.oO said money to be used for the pay- ment of increased salaries to detectives on the force and for the use of an occasional stool pigeon. The Board was in favor of this appropriation and instructed the City Attorney to prepare an ordinance to be presented ,to Council to cover this, Fire Chief Harry Williams also appeared before the Board and made a request for an additional appropriation of $4122.00 said inoneey to be used for the payment of wages to the 4 add- itional firemen, who were appointed the first of the year, the Board approved this appropiation and instructed the City Attorney to include this appropriation in the above mentioned Ordinance. A petition from Mrs. :atherine Gertison asking for permission to cut a curb at South Fifteenth and"E" Streets, the Board was in favor of granting said petition and referred same to the City Engineer for investigation. Mayor 'Walterman reported that_:the:.Bu ld:ing Inspector and Fire Chief, were working on an ordinance forbidding the use of wooden shingles. City Engineer Hodgin reported that Dr. H.R. Clark, who operates the dog hospital, was willing to take over the proposed City dog pound, and Mr. Hodgin stated that it was his opinion that this dog:,mound should be located in a more accessable place, since most owners of dog would desire to reclaim them from said pound, and it was agreed that after Mr. Ridgeway submits his proposition, the Board secure Mr. Clarks proposition. Mr. W. C.Weller of the Police Radio Department, informed the Board that he thought he would be able to secure an amplifieing system free of charge for the Presidents Bali and the Board ordered him to proceed with the arrangements. The Board also instructed Mr. Weller that before the City Sound System could be used by anyone it would be neseccary to secure the per- mission of the Board. • i8 • Board of Works meeting of Friday January 22, 1935. City Engineer Hodgin explained that he had numerous . applications for permits to collect garbage and that he had informed the applicants that it would be necessary . to secure this permission from Mr. Lee Ridgeway, holder of the Garbage Collection Contract for the City. City Purchasing Agent Ray Stevens, appeared before theI/ Board and recomended that the City sign contract with the Westinghouse Electric Co. for transformers for the year 1935, the legal point was raised as to whether it was necessary to advertise and secure bids on this equipment, and it was decided that these said contracts oe returned to the Westinghouse• Electric Co. for their signature and then returned for the Cities. Mr. Stevens also gave the Board quotations on gasoline and asked the Boards approval to approve the purchase of gasoline for the next month from • the Oil Products Co. Motion was made and carried that Mr. • Stevens purchase gasoline from 01 Products Co. The Mayor informed Mr. Stevens, that in the past various • purchase had been made without the approval of the Board but under the present administration, it was his wish that the Boards approval be recieved before purchases .were made.
