The Board of Public Works of the City of Richmond, Indiana,
met in regular session at the office of said Board, Friday
January 18, 1935, at 9 o 'clock A. M. All the members of the
Board being present . Messrs. Joseph M. Walterman, William
Kelley Jr. and Simeon Hodgin being present, the following * I/
proceedings were had, to-awit •
Minutes of the previous meeting were read and approved.
Messrs. Jenkins, Harrington and Hoke appeared before the
Board and explained a proposition of the American District
Telegraph Co. pertaining to fire and burglary protection
which said company was selling to the merchants and manu-
factor of Richmond and explained that there was no cost
or liabilty whatsoever on the part of the City of Richmond
and that all the American District Telegraph Co; desired
was permission to install one of their boxes in both the
Police and Fire Department. The Board granted this permission.
Mr. Lee Ridgeway, who holds the contract for collecting
and disposing of the city garbage, appeared before the Board,
in regards the efforts of the Administration, to eliminate
the stray dogs from the city. Mr. Ridgeway explained that
he had a suitable place where such dogs could be kept and
disposed of after areasonable period and that if it were
agreeable with the Board he would investigate the probable
cost and submit a proposition to the Board. Mr. Ridgeway
also complained about the many individuals who were collecting
garbage and stated that he desired to furnish his men at
least five days work a week but unless something was done
to check larger collectors of said garbage, he did not see
how he could keep his men busy. The suggestion was made that
if a notice were published in the paper to the effect that while
the city did not object to the smaller individuals collecting
said garbage, they were opposed to the larger ones and that
they must cease such collections. Mr.Emslie of the Richmond
Palladium agreed to publish this notice.
The Mayor reported that a survey of the trash collections
was being made and it was his beielf that if the householders
would burn their old papers and provide containers for other
rubbish, that it would soon be posiole for the city to do
away with one or more trucks now engaged in trash collection,
which would result eventually in a saving in taxes.

Street Commissioner Burkhardt, was ordered to see
Mr. Walter Reid of the F.E.R.A. and if it was all
right with him, Mr. Burkhardt was authorized by the
Board to employ the gentlemen who spoke before the
Board, to clean the vaults in Glen Miller Park for
the price of 500 per barrel.
A communication from the Code Authority for the
Builders Supply Trade, was read by the Mayor and
referred to the Clerk, with the instructions that he
call the Boards attention to same whenever any such
purchases were to be made.
Street Commissioner Burkhardt brought up the subject
• Of the city purchasing tools for the F.E.R.A. workers
and stated that there was no provision made in the
Budget of the Street Department and he felt , that if
he was going to have to furnish these tools, that he
should have an extra appropiation for this purpose,
Mr. Burkhardt was ordered by the Board to make an
estimate as to this cost and the Board would refer
this to Council for their approval.
City Engineer Hodgin, reported that Mr. Howard
Dill of the Richmond Water Works, had taken the
New Paris Pike water main extendion, up with his
New York Office.
The Board approved a Resolution to be presented
to the Council, requesting said Council to take the
proper steps, to provide the necessary funds $360,000.
Three Hundred andd -Sixty Thousand Dollars, for the
construction of a Sewage Treatment Works and ordered
the Clerk to number such Resolution # 1, 1935.
Mr. Charles H. Hurd, Consulting., Engineer for the
Sewage Treatment works and Mr. Ray Shively, former
City Attorney were present at this Board meeting and
upon a discussion as to the Sewage Treatment, Plans
and Specifications certian changes were recomended
in order that it would be possible to enter a bid for
different types of Sewage Treatment Plants.
Mr. W. C.Weller of the Police Radio Department , was
before the Board and explained that he had a request
for the use of the Sound System of the City and explai®
red the cost of wiring this system up also that it
was not suited for inside work and suggested to the
Board that it might be cheaper to rent a smaller outfit
for the Presidents Ball. The Board ordered Mr. Weller
to investigate the cost of this and report to them on
Tuesday January 22.

No claims were presented to the Board.
There being no further business to come before the
Board, they adjourned.
