City of Richmond, Indiana.
Tuesday January 15, 1935.
The Board of Public Works of the City of Richmond, Indiana,
met in regular session at the office of said Board, Tuesday
January 15, 1935, at 9 o a clock A. M. All the members of the
said Board being present . Messrs. Joseph M. Walterman, William
Kelley 'Jr. and Simeon Hodgin being present, the following
proceedings were had, to-wit :
Minutes of the previous meeting were read and approved as
corrected.

Mr. Howard Dill of the Richmond Water Works, appeared
before the Board in connection with the petition for an
extension of the water mains on the New Paris Pike and after
hearing his figures on the cost of this proposed extension
and the point being Drought out, that it would neither be
profitable for the City or Company, a motion was made and
carried that this petition be held up for further information
as to the Cities legal responsibilities.
Mr. George Brehm appeared before the3Board seeking infor-
mation as to how Ray Stevens, the new City Purchasing Agent,
was to be paid, the Board explained to Mr. Brehm, that there
was no additional salary or expense involved in this appoint-
ment, since Mr. Stevens was already on the M..E. L.&. P.P. pay
roll the Board made this appointment in a sincere belief that
a purchasing agent would save the City a large sum of money.
A general discussion was held as to the plans to be
followed by the Purchasing Agent and it was explained. by
the Board that Mr. Stevens would act as agent for the heads
of the different departments and would purchase the kind of
material or equipment that said heads desired, at the best
price. he-- could-secure. Mr. Stevens stated that if any complaints
were made to members of Council or other City Officials and
these officials would bring the complainant to him,he would
justify his purchases.
A motion was made and carried that until the M.E.L.& P.P.
• can determine what the cost of handling this department, may
De, that the City shall allow said M.E.L.& P .P. 10% on all
purchases which go through the store room of said plant, but
any merchandise or equipment coming direct to the heads of
departments, no charge shall be added.
Mr. Walterman suggested as a traffic measure, that the
city place a line in the center of North and South A Streets,
as a safety measure and afterdue consideration of this
suggestion a motion was made and carried that .a line be placed
in the center of North A Street from 7Th. to 16th. Streets
and on South A Street from 5th. to llth. Streets.
A petition for permission to cut the curb at 17th. & Main
was recieved from E.A.Mariana and said petition was granted;

Mr. Hess, Superintendant of the M.E.L.& P.P . appeared
before the Board with charts and data explaining how the
coal consumption per kilowatt had been reduced since the
installation of the new equipment at said plant and also
explained how the tests were made of the different kinds of :.)
coal used and iiow by determining the cost per B. T.U. of
the different kinds of coal and .keeping a record of all
these tests, it was possible to buy coal to the best
advantage of the M.E.L.& P.P.

City Engineer Hodg.in:, explained that Mrs. M.J .Wolfer,
who was the owner of the adjoining :property to the so-
called blind alley on South Ninth Street, had been of
the opinion that she was patng taxes on this strip . of
ground, bat upon investigation at the County Tresurer,
she discovered her mistake, so was content to allow her
petition to be withdrawn.
Mr. Hess stated that in ordering vacation of properties
for streets and alleys it had always been the policy of the
former Board to consult with the M.E.L.& P.P. to ascertian,
if said plant had any lines on this .property. •

Mr. Emslie of the Palladium Publishing Co, appeared
before the Board and asked for a five minute parking zone
form the corner of the Palladium Building to the main
• entrance and stated, that the Palladium Publishing Co.
would furnish five minute parking signs, if request was
granted. A motion was made and carried that this request
of Mr. Emslie oe granted.

Mr. Hess, explained that under the prsent State law,
it was necessary to catch anyone in the act of stealing
electric current and also to prove the amount that was
stolen and since this was practicly impossible; the
Utility section of the Municipal League, of which Mr. Hess
was secretary,was sponsoring .a bill to be introduced at
this session of the legislature to correct these defects,
and although the former Board had authorized him to go
ahead with this bill, he desired the permission of the
present Board, before proceeding. The Board gave Mr. Hess
this permission.
CityuAttorney Kelley, stated that it was his opinion
that unless Council took some action to repeal the old
ordinance, which placed the operation of the M.E. L.& P.P.
in the hands of the Special Council Committee, Which acted

as a Board of Works, then the Board of Works would .continue
to be in chareg of said plant.
Mr. W, C.Weller of the Police Radio Department , appeared
before the Board with plans and suggestions for,--a new radio
station to be located in West Seventh Street Park, the Board
took no action on this, but agreed to consider it at some
future date.

-'Market Master' Carl Kutter, reported the theft of lights
from the sockets at the market house and also stated that
it was his opinion that the light Dill might be reduced
considerable, the Board instructed Mr. Rudolph Crandall
of the M.E.L.& P.P. to investigate the lighting- problems
at both the market house and city building.
There being no further business to come before the Board,
meeting was adjourned.
Claims to the amount of $ 8419.86 were allowed.
