City of Richmond, Indiana.
Friday January 11, 1935.
The Board of Public Works of the City of Richmond, Indiana,
met in regular session at the office of said Board, Friday
January 11, 1935, at 9 o 'clock- A. M. All the members of the
said Board being present. His Honor Joseph M. Walterman, Mayor
of the City of Richmond, Messrs. .Williams Kelly Jr. and Simeon
Hodgin being present, the following proceedings were had, tO-wit :
Minutes of the previous meeting were read and approved.
A petition was presented to the Board asking for an extension
of the water mains on the New Paris Pike. This petition was
referred to the City Engineer and he was instructed to get the
information as to the lenghth of the extension and take the
proposition up with the Water Works and then report to this Board.
His Honor the Mayor, brought up the question of whether it
would not be possible to invest the $ 205,000.00 of the M. E.
• L. & P. P. depreciation reserve funds in the Bonds to be sold
for the construction of our . sewerage disposal plant .
A discussion was held by the Board as to the advisability
of having one person do the buying of supplies and materials,
for the entire City, and it was the opinion of the Board that
Mr. Ray Stephens, the present purchasing agent for the M. E. L.
& P. P. having been relived of a part of his duties at the
Light Plant Office, with no reduction in pay, would have ample
time to handle this work and motion was made to that effect and
unanimously carried.
City Engineer Hodgin reported on the request of Mr. John
Shurley to have the so called blind alley on South Ninth Street, .
closed and explained that due to many= legal points involved,
that he recommendedthat this request be eferred:to.=an 1 'r r
Attorney. This recommendation was followed.
City Building Inspector Edward Higgs was ordered to have
glass placed in door of house owned by the City and located
at the North 10th. Street Park and was instructed to use some
one from the Park Department to perform this work.
Fire Chief Williams, made a report on the Ed Miller Memorial
Fund and asked that some one from the present Board be appointed
to serve on this Yund. The Board appointed City Controller,
-George Coons and City Engineer Simeon Hodgin to serve on said
• Memorial Fund.
The Board authorized the City Clerk to inform, Mr. Edward
Elstro, City Meat Inspector, that the City would furnish him
with such amount of gasoline as he might require in the perforrnan�
of his official duties and that he should secure his gasoline
• from the store room at the M. E. L. & P. P. and have bill for
same sent to the City Clerk. •

Since the Mayor vetoed the Ordinance giving Council the
power to operate the Municipal Electric Light and Power Plant,
the question was raised as the legality of the bills which were
signed and oked by the Chairman of the Council Committee, this
question was referred to the City Attorney for his legal opinion
and he to find out if it is nessecary to pass another ordinance
governing the operation of said plant .
Claims for y 1. 51-1- were allowed.
There being no further business to come before the Board,
meeting was adjourned.
