City of Richmond, Indiana.
Friday Ja.nmary 14 , 1935.
The Board of Public Works of the City of Richmond, Indiana,
met in regular session at the office of said Board, Friday
January 4, 1935, at 9 o 'clock A. M. All the members of said
Board, His Honor Joseph M. Walterman, Mayor of the City of
Richmond, Messrs, William Kelly Jr. and Simeon Hodgin being

present the following proceedings were had, to_ wit : •
A communication was read from the Adam H. Bartel Co. be /, JaA
requesting that the street back of their warehouse, Board
instructed Street Commissioner Burkhardt to investigate
this request and see if same was needed. Another communication
from Walter Woody and Heimerdinger Bond House of Cincinnati,
Ohio, informing the Board that they were in the market for
city bonds. The Board ordered the Clerk to 'place this letter
on file for future reference. The Welfare Department of the
City of New York made inquiry as the residence of one, Todd
Reed who was stranded in New York and asked this -Board to
find out if he was properly a resident of thi0L, city and to
notify them of our findings. The Board instructed the Clerk
to have the Police Department'., secure this infermation . and
report their findings to the Welfare Department of New York .
A bill for the premium on the bond of Edward Elstro was
recieved and ordered paid.
His Honor the Mayor stated• that the Outgoing City Official&
namely the Mayor, Controller, City Attorney and City Engineer,
had been allowed an additional salary of($ 600.00) six hundred
dollars for the year of 1934, as payment for additional duties
performed in the operation of the Municipal Light Plant and •
that he had been informed that the incoming members of the
Common Council were -objecting to this payment and intended to
bring same up at the regular Council meeting. Mr. Hodgin, the
City Engineer,_ stated that he had not cashed his check and did
not intend to until he was quite sure that it was legal and
that the entire Council approved of the payment of this extra
pay. The Board then ordered the City Attorney to investigate
the law on this for the information of the Board and Council.
Councilman Brehm appeared before the Board and offered
some suggestions pertaining to Glen Miller Park and the Hon.
Mayor, stated he would investigate Mr. Brehm 's suggestion.
Mr. Brehm also stated that he had been informed by Insurance I/
Agencies of Richmond, that the City of Richmond was carrying
a much larger amount of insurance on it 's property than was
nessecary and suggested that the Building Inspector of the .
City of Richmond re-appraise this property to determine if
this information was correct.

His Honor the Mayor, brought up the Sewerage Disposal
Plant and stated, that it was his hope that we would be
able to get started on this work at once, in order to ',
provide employement for the citizens of Richmond, it was
agreed that the City Attorney should/ revise the ordinance
governing the issueing of bonds and then 'have fir.,'Hodgin..
smbmit same to the consulting engineer and that it was
the hope of the Board to oe able to present this ordinance
to the members of the Common Council at their regular
meeting on Monday January 21. •

Street Commissioner Burkh'ardtil about 'the billing for his
telephone and stated that the Park Superintendant had always
• had his phone- paid - for by the City and since the two offices
had been combined asked for permission to have the City billed
for this phone. The Board granted this permission.
Mr. Edward Higgs, City Building Inspector, asked the
sanction of the Board for the proposed changes in the Police
Department and Council Chamber. The Board granted this request.
His Honor the Mayor staed that -it was his intention to
have regular hours and a regular office in the City Building
and that his hours would De from 9 to 11 A. M. and 2 to 4 P. M.
• Fire Chief Harry Williams, appeared before the Board and
stated that during the past year the Fire Department had
installed the wiring and standards for additonal alarm boxes
on Main Street and this work was done on the recomendation
of the Board of Underwrite. and that the budget for the Fire
Department included the money to purchase these three alarm
boxes and since there was no competition in these supplies,
he asked the permission of the Board to purchase these, with-
out the usual formality of advertising for bids. The Board
felt that since there would oe no competition on these
purchases, it would be useless and wasteful to advertise .for
rids, therefore the request of the Fire Chief was 'gr.anted.

Cit3r••: EnginesrHodgin offered some suggestions as to the
method of 'cleantng 'out the lake at Glen Miller Park and the
mayor and Mr. Hodgin were to visit the park immediatiy after
the meeting. _

Their being no further business to come before 'the Board
meeting was adjourned.
