Acct. 7-01-20-165-254 NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex. State of New Jersey, as follows: 1. That the proposal from T &M Associates for professional General Engineering Services and Passenger Ferry Grant Program Funding Application FY2017 Federal Transit Administration Program with regard to the Arthur Kill Ferry Service at a total cost not to exceed $6,500.00. billable in accordance with T &M's existing contract with the Borough, is hereby approved. 2. That annexed hereto is a copy of said proposal. 3. That this action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 4. A copy of this Resolution be forwarded to the Borough's Purchasing Department and T &M Associates. Reiman Borough of Carteret 61 Cooke Avenue Carteret, New Jersey 07008 r NI, G S[,° 2 �J11 Re: Passenger Ferry Grant Program Funding Application FY2017 Federal Transit Administration Program Arthur Kill Ferry Service Dear Mayor Reiman: September 19, 2017 As requested, T &M Associates is prepared to work with the Borough and its Arthur Kill Ferry Service Team to prepare and submit a funding application and supporting documents to establish a new ferry service and for the purchase of ferry boats for the service. The notice of funding for the program is outlined in the August 23, 2017 Federal Register and provides the following application requirements: I , Grant Fund Recipient - NJ Transit is the only eligible direct recipient of the Section 5307 funds. 2. Applications must be submitted electronically through the GRANTS -GOV Website by October 23, 2017. 3. The process may require additional documentation to support the organization's technical, financial, and legal capacity to receive and administer Federal funds under this program. 4. C ost Sharing — Federal share is 80% for a new service and 85% for acquiring new boats with a matching local share which the applicant must document. APPLICATION AND SUBMISSION INFORMATION A complete proposal (application) submission consists of at least the SF424 Mandatory Form and FY2017 Passenger Ferry Grant Program supplemental form Specifically, the application contents must include the following items: a. Applicant Name b. Dun and Bradstreet (D &B) DUNS number c. Key contact information (including contact name, address, email address, and phone) d. Congressional district(s) where project will take place e. Project information (including title, an executive summary, and type) f. A detailed description of the need for the project g. A detailed description on how the project will support the Ferry program objectives h. Evidence that the project is consistent with local and regional planning documents i. Evidence that the applicant can provide the local cost share j. A description of the technical, legal and financial capacity of the applicant k. An explanation of the scalability of the project m. Details on the local matching funds n. A detailed project timeline Unique Entity Identifier and System for Award Management ( SAM ) Each applicant is required to be registered in SAM before submitting an application; provide valid unique entity identifier in its application; and continue to maintain an active SAM registration. We will ascertain whether it applies to NJ Transit (NJT) and or the Borough. Other Submission Requirements 1. Applicants are encouraged to identify scaled funding options for possible reduced funding and a minimum funding amount 2. Applicants must provide a clear explanation of how the project budget would be affected by the reduced amount Application Review Information The submitted application will be reviewed by FTA based on the following items: • Demonstration of Need • Demonstration of Benefits • Planning and Local/Regional Prioritization • Project Readiness • Technical, Legal, and Financial Capacity • Connectivity to Other Modes of Transportation SCOPE OF SERVICES T &M will provide the following services associated with the project: A. NJ Transit Coordination B. NJDOT and NJTPA Support Coordination C. Borough Ferry Team Assistance D. Application Preparation & Submission E. Reiman Re: Passenger Ferry Grant Program Funding Application FY2017 Federal Transit Administration Program Arthur Kill Ferry Service We will schedule an initial introductory meeting with NJ Transit to present the Borough's Ferry Project and request NJ Transit sponsor the Borough project to establish a new ferry service along the Arthur Kill and purchase new ferry boats for the operation. We will require support from the Borough's Ferry Project Team professional members including William Wolf, Esq; Dr. Rachel Weinberger; Jon Carnegie; Kathleen Shaw; and others to prepare and compile the comprehensive funding application. At this time, there are several unknowns related to the preparation and submission of the subject FTA funding application which cannot be identified until after NJT endorses and agrees to sponsor the Borough's project. Therefore, for purposes of this scope of services and fee estimate, we are providing an estimated not to exceed cost of $6,500.00 for our work associated with this project funding application as outlined above. Our services will be provided and billed on an hourly rate in accordance with our current annual services contract. As we progress through the application process we will continually apprise the Borough of our ongoing progress and our efforts related to our estimated fee. Once we approach 75% of our estimated fee, we will advise the Borough of the status of our work and any additional effort and fees which will be required to complete our work.
