The Special Council Committee, Board of Public Works of the City of Richmond, Indiana, met in regular session at the office of said Board, Friday September 14th, 1934, at 9 o 'clock A.M. All the mem- bers of said Board, Messrs, Crabb, Schnieder and Williams being present, the following proceedings were had, to-wit'- The minutes of the nreceeding meeting were read and approved. ' I/ The Board received a communication from Consoer, Townsend, Older & tuinlan, Consulting Engineers, protesting against the statements appearing in the Richmond newspaper. regarding Mr. Townsend of said firm, stating their proposed fee for engineering services was appro xima.tely 423,000.00 and the monthly rates for inspectors and resi- dent engineers would ordinarily run about 45500.00, making a total of 428, 500.00 instead of 436,300.00 figure which was mentioned in the newspaper articles, and they were sorry to learn - of the action recently taken oy the City Council and by the Board in reversing their action. The communication was read and on motion ordered read at the next council meeting. Together with the above was a letter addressed to the Board from Daniel W. Hoan, Mayor of Milwaukee, Wis. , stating in part that Mr. Larwin W. Townsend, member of the firm of Consoer, Townsend, Older & Quinlan, has since 1914 been inccharge of design construction, and operation of Milwaukee County 's 425,000,000.00 sewerage system and sewage treatment works. A communication was received from D. C.Hess, Supt . , of Municipal Electric Lighting & Power Plant, requesting an additional appro- priation of 435,000.00 for coal at plant, and : 2,000.00 additional appropriation to the underground system, taken under advisement until Mondays meeting of the Board. . The City Controller and Mr. Hess Supt . , of Light Plant, brought to the attention of the Board as to the low financial condition of both the city °s general fund and the Light Plant general fund, the City Controller, suggested that the sum of 425,000.00 be transferred from the Depreciation Reserve Fund of Light Plant to Light Plant General Fund, Mr. Hess, entered a vigorous objection to transfer- ring such money, stating if the City would pay the plant the money due, they the light plant would not need to borrow any money, and suggested the whole matter be referred to the Common Council which acts as a Board of Finance for the City. As the City at this time has no available money to pay such claims at this writing, the Board decide to bring the matter to the attention of council on next Monday evening. • Mr. Benn, appeared before the Board requesting that Northwest"AU Street west of Eatshaven Avenue be repaired by filling the xiagim holes in street with gravel; also, that Pearl Street be treated with asphalt this fall, Street Commissioner instructed to take care of said complaint .
