City of Richmond, Indiana,
Friday July 27th, 1934.
The Special Council Committee, Board of Public Works of the City
of Richmond, Indiana, met in regular session at the office of said
Board FridayJuly •27th, •1934, at 9 o 'clock A.M. All the members of
said Board, Messrs, . Orabb, Schnieder and Williams being present,
the following proceedings were had, to-wit :

The minutes of the preceeding meeting were approved as read.
Edgar Norris, was granted permission to cut the curb for driveway
at #723 North 10th Street. -
In matter of "Grant Agreement"from the United States of America,
of 0140,000.00, toward the consttiction of intercepting sewers & - .
sewage disposal plant, referred to the City Attorney at last ses-
sion of the Board. The City Attorney submitted report on same, out-
lining the procedure necessary to be taken, in construction of said
project and other matters pertaining thereto, which was read and
ordered placed on file, ,for future reference.
A Grant Agreement, between the City of Richmond, Wayne County, Indi-
ana, and the United States of America, wherein the Government will,
by grant, aid the City of Richmond in financing a project consist4ng
of the installation of intercepting sewers and the construction of a
sewage disposal plant of the activated sludge type, pursuant to the
Cities application P.W.A. No. 8437 Title II of the N. I.R.A. equal to
30% of the cost of the labor and materials employed upon the -proj ect
. In no event shall the grant be in excess of 0.40,000. Said agreement
was read, after some discussion of the matter, the Board adopted the
following resolution, viz:
WHEREAS, The Special Committee of Council acting as a Board
• of Public Works for the:City of Richmond, Wayne County, Indiana, have
received copies of Grant Agreement..,'• between the said City of Richmond,
Indiana, and the United States of America, all pursuant to the appli-
cation of said City, under P.W.A. Docket No. •8437, Title II of the
National Industrial Recovery Act, for the purpose of installing of
intercepting• sewers and the construction of a sewage disposal plant,
under• which agreement the government will make a grant in amount equal
to 30% of the cost, and not to exceed 0.40,000. of the cost of the
: labor and materials employed upon said project, Therefore
BE IT RESOLVED, by the Special Committee of Council acting as a
Board of Public Works of the City of -Richmond, Indiana, that it' is
the sense and judgment of said Board that said City of Richmond should
avail itself of any monies by grant from dederal resources to assist
in the construction of intercepting sewers and sewage disposal plant
• without undue delay, but due to unavoidable circumstances it is
impossible to bring this matter before the common council until
August 6th, 1934, The Clerk be directed to notify F.M.Logan, State
Engineer; of their action in said matter and request further time,
in matter of signing said grant agreement until and after said grant
agreement has been approved and accepted by the common council of said
City. of Richmond, Indiana.

The above was unanimously adopted by the said Special Committee of
Council acting as a Board of Public Works for Richmond, Indiana.

Mr. Walter Reid, E.R.A. Employment Officer, appeared before
the Board stating that if the City would co-operate with the
government, in matter of employment of persons under the
E.R.A. they would furnish labor for various projects, such as
the cutting- of "Weeds" construction of sidewalks, curbs and
gutters etc. , if city will furnish necessary tools and men to
supervise the various projects. The Board on motion determine
the City will co-operate ij every way possible to keep persons
- so furnished employed, except in the construction of mammak
sidewalks, curbs and gutters, the property owners shall pay
for the materials used, and so inform the City Engineer and
Street Commissioner.
Sup 't. , Hess of the Municipal Electric Lighting & Power Plant,
was authorized to make test of burning and using of Indiana
coal at the plant, in an effort to determine whether said
coal can be economicaly used at plant .

Mr. Hess, Supt. of Municipal Electric Lighting & Power_ Plant
was authorized to visit the various coal fields in Indiana,
in order to get first hand information as to best and cheapest
foal to be used at the plant.

The Board allowed claims in amount of $7519. 58.
