The Special Council Committee, Board of Public Works of the City
of Richmond, Indiana, met in regular session at the office of said
Board, Friday July 20th, 1931 , at 9 o 'clock A.M. All the members of
said Board, Messrs, Crabh, Schnieder and Williams being present .
The following praceedings were had, to-wit :
The minutes of the preceeding meeting were read and approged.
The Sup 't. , of Light Plant was authorized- and directed to pur-

chase gravel and sand from the Richmond Gravel Company, so long
as there prices for the same, are as low or lower than other
companies furnishing same materials. present price y`'1.20 cu-yd.
delivered.
Donald E. Thomas, was granted permission to cut the curb at No.
401 Southwest 5th Street, for driveway. •
The Clerk presented Resolution passed by the common Council at
there last meeting, that it is the sense of the council that the
City should consumate and conclude at the earliest possible date
'the proposed and recommended sewage collection and sewage dispos-
al plant, and that the city should avail itself of any monies by
grant of the Federal resources to assist in the construction of
such project, and the remaining cost over and above such Federal
contribution should be met " and paid for thru the issuance and
sale of bonds of the City of Richmond, and that the Council shall
in all things lend its assistance and support to the Special com-
mittee in the consumation andxkx::if.<ad of said project. (Resol-

The Board received a communication from William D. Willson, Civil
Engineer, calling their attention to the point of danger in the
conditions of the Federal Grant to the City regarding wage scales
on the construction work of the sewage work and sewage disposal
plant, stating that if the $140,000.00 is accepted, the Grant.
carried a provision that the hourly wage scales shall not be less
than 00 per hour for common labor; semi-skilled .850 and skilled
labor 41.20 per hour. He pointed out that first class carpenters
recently employed on the Light Plant underground project were re-
ceiving 500 per hour, under the federal grant , they would receive
$1.20 per hour. Since this condition is a part of the agreement
required by the Federal Government in extending the grant to the
City I do not know of anything that can be done to remedy the situ-
ation, However I hope that you will not consider me out of order
in mentioning these facts to you and truck that you find some method
of improving these conditions to some extent. (placed on file)
Claims in amount of $9385.03 were allowed.
