HomeMy Public PortalAbout2014.093 (06-03-14)RESOLUTION NO. 2014.093 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING THE DRAFT WATERSHED MANAGEMENT, PLAN AND COORDINATED INTEGRATED MONITORING PLAN WHEREAS, the California Regional Water Quality Control Board, Los Angeles Region (Regional Board) adopted at its meeting on November 8, 2012 the final National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Permit and waste discharge requirements for storm water and non -storm water discharges from MS4 within the coastal watersheds of the Los Angeles County; and WHEREAS, MS4 Permit includes standard provisions relating to implementation of the program under the permit; and WHEREAS, the Regional Board requires that permittees that elect to develop a Watershed Management Program (WMP) to submit a draft plan no later than 18 months after the effective date of the MS4 permit; and WHEREAS, on October 1, 2013, the City Council approved for the City to enter into an Memorandum of Understanding Between the Los Angeles Gateway Region Integrated Regional Water Management Joint Powers Authority 'and the Cities of Downey, Lakewood, Long Beach, Lynwood, Paramount, Pico Rivera, Signal Hill, South Gate and the Los Angeles County Flood Control District (Gateway Region MOU); and WHEREAS, the participating cities to the MOU anticipates to submit the draft WMP to the Regional Water Board by June 28, 2014. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: Section 1. That the City Council approves the draft Watershed Management Plan (WMP) and the Coordinated Integrated Monitoring Plan (CIMP). Section 2. That the City Council authorize staff to coordinate with the participating cities to submit and edit as necessary the draft WMP and CIMP prior to submittal to the Regional Water Board. Section 3. That the City Council authorize staff to amend the draft WMP and CIMP upon receipt of the comments from .Regional Water Board and to coordinate with the participating cities under the Gateway Region to obtain approval from the Regional Water Board on the draft WMP and CIMP. Section 4. That this Resolution shall take effect immediately upon its adoption. PASSED, APPROVED and ADOPTED this 3 d day of June, 2014.
