A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING
THE AGREEMENT BETWEEN FROM LOT TO SPOT (CONSULTANT) AND THE CITY
OF LYNWOOD (CITY) FOR OUTREACH AND COMMUNITY PARTICIPATION
SERVICES ASSOCIATED WITH THE DEVELOPMENT OF THE LYNWOOD LINEAR
PARK
WHEREAS, on June 15, 2012, the City of Lynwood entered into agreement SW-
19 -037 (Agreement) with the State Department of Parks and Recreation for the
development of a linear park along Fernwood Avenue between Atlantic Avenue and
Long Beach Boulevard; and
WHEREAS, in accordance with Section I, 8(c.), of said Agreement, all terms and
conditions set forth in the City's application shall be incorporated as part of the
Agreement; and
WHEREAS, pursuant to Chapter 13, Section 8 (A), (B) of the State Park Grant
application, From Lot To Spot is identified as the firm to perform outreach and
community participation activities associated with the development and construction of
the Park and its amenities; and
WHEREAS, From Lot To Spot played a major role in assisting the City in
obtaining the funding to develop the Lynwood Linear Park, including assistance with
holding approximately 9 community outreach meetings in preparation to submit the
application for funding; and
WHEREAS, at this time it is imperative to re- establish the outreach component to
foster community involvement during the design phase and most importantly, the
construction phase, as the community and local residents will take part in the physical
development of certain park design features, the community garden, and other park
elements; and
WHEREAS, the cost of this service shall be a not -to- exceed amount of $60,000
and due to the amount of the proposed contract, this item was brought before City
Council for consideration and approval; and
WHEREAS, City Council acknowledges the benefits of this service as it relates to
this project and desires'to engage From Lot To Spot for Community Outreach services in
accordance with said Agreement:
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:

Section 1. The City hereby authorizes the appropriation of a not -to- exceed
amount of $60,000 to fund the cost of "From Lot To Spot" to perform outreach and
community participation activities and services associated with the development and
construction of the Lynwood Linear Park.
Section 2. The City Council hereby authorizes the City Manager or her
designee to take all necessary steps, including the execution of agreements and other
related documents with From Lot To Spot, subject to approval of Form of such
agreements by the City Attorney, to undertake the implementation of grant/project
related functions as described in subject Agreement.
Section 3. This Resolution shall become effective immediately upon its
adoption.
