1) Adopt Resolution No. 03-012 recommending to the Governor of the
State of California that the Southern California Association of
Governments (SCAG) be identified as the Designated Recipient for
Federal Transit Administration funds apportioned to the newly
combined urbanized area of Indio — Cathedral City — Palm Springs as
well as the newly established Temecula — Murrieta urbanized area;
and,
2) Direct staff to seek written concurrence from the two transit agencies

TRANSIT PLAN — ALLOCATION OF STATE TRANSIT ASSISTANCE FUNDS
AND LOCAL TRANSPORTATION FUNDS Page 291
Overview
1) Reduce the original $1.8 million allocation in State Transit Assistance
(STA) Funds for the La Sierra Station Parking Expansion to $1 Million;
2) Allocate $302,100 in STA funds for the completion of the Federal
Transit Administration's Alternative Analysis for the San Jacinto
Branch Line;
3) Allocate $100,000 in Local Transportation Funds (LTF) for rail station
operating and legal expenses; and,
4) Amend the Short Range Transit Plan (SRTP) to reflect these changes.

3. PUBLIC COMMENTS
A. Garry Grant, Meadowbrook area resident, stated his belief that the TUMF will
have a negative effect on current and future Riverside County residents,
especially low income families.
Chairman Tavaglione directed staff to review Garry Grant's concerns and
provide a response in writing.
B. Bill Alexander and David Solow, Vice Chairman and Chief Executive Officer
of the Southern California Regional Rail Authority, presented plaques to
Commissioner Janice Rudman representing the City of Corona,
Commissioner Ameal Moore representing the City of Riverside, Chairman
John Tavaglione representing the County of Riverside and the Riverside
County Transportation Commission, to commemorate Metrolink's 10th
Anniversary. SCRRA Vice Chairman Alexander extended his appreciation to
the Commission, the County, and the cities for a successful working
relationship.

BERNARDINO ASSOCIATED GOVERNMENTS CONTRACT FOR STATE
LEGISLATIVE ADVOCACY SERVICES
1) Approve of Agreement No. 03-14-031, an extension of the shared
State Legislative Advocacy Services (SANBAG Contract No. 00-051)
between RCTC and SANBAG for a four-year period in an amount not
" to exceed $51,750 annually for the first two years and $54,750
annually for the second two years; and,

6H. APPROVAL OF UTILITY AGREEMENT NO. 03-31-023 WITH EASTERN
MUNICIPAL WATER DISTRICT FOR UTILITY RELOCATION ON STATE
ROUTE 60 HOV PROJECT
1) Enter into Utility Agreement No. 03-31-023 with Eastern Municipal
Water District (EMWD) for sewer construction and relocation as part of
the SR 60 HOV Project for an estimated amount of $250,000; and,
2) Authorize the Chairman, pursuant to Legal Counsel Review, to
execute the Utility Agreement, on behalf of the Commission.
61. AUTHORIZE STAFF TO ADVERTISE FOR VARIOUS CONTRACT
SERVICES FOR THE RELOCATION AND/OR REMOVAL OF
STRUCTURES, SEPTIC SYSTEMS AND OTHER ITEMS WITHIN THE
PROPOSED SEGMENT 2 STATE ROUTE 74 RIGHT-OF-WAY
1) Authorize staff to advertise and/or solicit bids for various services to
relocate and/or remove structures, septic systems and any other
improvements within the proposed construction limits of the Segment
2 State Route 74 Right -of -Way;
2) Authorize staff to obtain a minimum of three bids for each contract to
be awarded from qualified contractors and recommend the lowest
responsive qualified contractor for selection; and,
3) Authorize the Executive Director to enter into one or more agreements
on behalf of the Commission with selected contractor(s) to perform the
above referenced work. Each individual contract shall have a not to
exceed limit of $50,000 and the cumulative total of all contracts is not
to exceed $800,000 without further Commission action.
6J. APPROVAL OF AGREEMENT NO. 03-33-020 WITH ENGINEERING
RESOURCES FOR MISCELLANEOUS RIVERSIDE RAIL STATION WORK
1) Approve Agreement No. 03-33-020 (Amendment No. 2 to Agreement
No. 02-33-029) with Engineering Resources of Southern California,
Inc. to provide additional final PS&E design services, reimburse the
cost for required City of Riverside Permit Fees, and to provide design
construction support services for Phase I and Phase II expansion of
the Riverside -La Sierra Station Parking Lot, and for the expansion of
the Downtown Riverside Station Parking Lot for an additional base
amount of $134,040 and additional contingency of $15,960, for a total
not to exceed amendment value of $150,000. This brings the total not
to exceed agreement value to $499,705; and,
2) Approve a Short Range Transit Plan Amendment to RCTC's
Commuter Rail Program for FY 03 and allocate $41,200 of previously
allocated Local Transportation Funds for the design of the downtown
Riverside Station Parking Lot.

7. COACHELLA VALLEY ASSOCIATED GOVERNMENTS (CVAG) ANNUAL
REPORT- PRESENTATION
Corky Larson, Executive Director of CVAG, presented the CVAG Annual Report to
the Commission and highlighted completed and ongoing Measure "A" Projects in
the Coachella Valley.
8. STAFF RECOMMENDATION ON LOCALLY PREFERRED COMMUNITY AND
ENVIRONMENTAL TRANSPORTATION ACCEPTABILITY PROCESS (CETAP)
ALTERNATIVES FOR THE WINCHESTER TO TEMECULA CORRIDOR AND
THE HEMET TO CORONAJLAKE ELSINORE CORRIDOR
Cathy Bechtel, Director of Transportation Planning and Policy Development,
provided an overview of the staff recommendation on locally preferred CETAP
alternatives.
Eric Haley, Executive Director, commended Cathy Bechtel on her CETAP efforts.
He said that staff recommendations are sequential and that there will be a minimum
of two public hearings. Additional hearings may be added by the Commission and.
Commissioners will be appointed to the hearing board.
At this time, Chairman Tavaglione opened the meeting to public comments:
A. Mary Webb, resident of Menifee, stated her belief that the staff preferred
alternatives serve that same purpose. She also expressed her concern that
these alternatives will only create a more dangerous environment on 1-215.
B. Marika Montgomery, resident of Sun City, stated her belief that Cajalco Road
should be expanded instead of Alternative 5C that will impact a greater
number of property owners that are also low to middle income.
C. Fred Twyman, resident of J -Bar Ranch Community, stated his belief that both
alternatives accomplish the same purpose and only one route is necessary.
D. Brian Baker stated his belief that a more eastern route would be appropriate
due to a greater amount of open land that would disrupt fewer residents.
E. Marc Miller, resident of Menifee Valley, stated his belief that the alternatives
accomplish the same purpose and therefore one only route is necessary.
F. Garry Grant, resident of the Meadowbrook Area, expressed his concern that
these routes will eliminate the rural areas they dissect and commercial land
is being wasted. He also believes other alternatives would traverse less
dense areas.

G. Lupe Perez, resident of Menifee, expressed her concern that there were no
public hearing held in the Menifee area and therefore requested one be held
there with proper notification to the affected property owners.
H. Julie Gagnon, resident of Menifee, presented a 93 -signature petition
opposing Alternative 7B. She expressed her concern that this alternative will
disfigure Menifee Valley and offer little traffic relief. She also requested a
public hearing be held in the Menifee area with proper notification to the
affected property owners.
I. Peggy Smith, resident of Menifee Valley, expressed her concern that
Alternative 7B will adversely affect the quality of life in the Menifee Valley
area. She believes one direct route would affect less people.
J. William Zeidlik, Chairman of the Land Use Committee of Menifee Valley
Community Economic Development Center expressed his opposition to both
alternatives and his belief that the public have not properly been informed.
K. Kathie Westrope, resident of Murrieta representing the Winchester Hills
Property Owners and Rancon Real Estate, expressed a strong opposition to
both alternatives due to the negative impact it will have on current residents
and future developments.
L. Norm Gritton, resident of the Meadowbrook Area, stated his belief that the
alternatives are detrimental to the Meadowbrook Community. He believes
alternatives in less dense areas should be reviewed.
M. Mark Yarbrough, Councilmember for the City of Perris, stated his belief that
any alternative will require compromise. He stated his understanding that the
Cities of Corona, Riverside, and Moreno Valley have indicated support for
the Cajalco/Ramona Alternative. He expressed his concern for the
tremendous impact that the staff preferred alternatives will have on the City
of Perris.
N. Scott Woodward, resident of the Winchester Hills Area and representing
Rancon Real Estate, expressed his concern that Alternative 7B will have a
serious effect on the viability of Rancon's approved plans for development in
this area.
O. David Vacinto, resident of Winchester Hills Area,expressed his concern that
the alternatives will have a negative effect on the community's effort with the
County on Newport Road Project.

There being no further requests to speak on this item, Chairman Tavaglione closed
the public comments.
Commissioner Robin Lowe requested to amend the proposed recommendation to
include a minimum of four to six public hearings held in the areas that would be
impacted by the staff recommended alternatives and expanded to a grouping of
areas to include Corona, Riverside, Moreno Valley, Perris, Nuevo, San Jacinto
Valley, Winchester, Perris, Homeland, Menifee, Sun City, Temecula, Wildomar, and
Murrieta for regionalized hearings.
Commissioner Janice Rudman requested clarification as to what the public hearings
will address and Cathy Bechtel responded that the hearings will focus on the two
internal corridors and all of the alternatives being considered for the corridors.
Commissioner Bob Buster asked how the public can access summary information
on the Environmental Impact Reports (EIR) to compare the advantages and
disadvantages concluded by the experts and their own concerns. Cathy Bechtel
responded that there is an Executive Summary of each EIR. Also, detailed
presentations have made to the CETAP Advisory Committee to explain RCIP
Hotline.
Commissioner Tom Mullen stated that the public hearings are critically important
and that they should be held December 2002 through January 2003.
Commissioner Robert Schiffner requested that a map that includes both alternatives
and the staff reasoning for the selected alternatives be available to the Public
Hearings Board Members prior to the hearings to which Cathy Bechtel said that
staff will provide the information.
M/S/C (Hall/Rudman) to:
1) Receive the presentation on the staff recommended locally
preferred CETAP alternatives for the two internal corridors. The
recommended alternatives are 7b for the Winchester to Temecula
corridor with complementary north -south arterial roadways, and
5c for the Hemet to Corona/Lake Elsinore corridor with
complementary east -west arterial roadways;
2) Direct staff to return with a schedule of at least four to six public
hearings;
3) Direct staff to work with the Federal and State agencies to reach
consensus on the locally preferred alternative for each corridor;
and,
4) Return to the Commission when ready to consider certifying the
environmental documents for each corridor.

Commissioner Lowe requested that staff, prior to the public hearings, to have the
County provide the approved plans under each alternative.
Commissioner Mullen requested staff to initiate each hearing with the overlays as to
how everything is integrated and include County staff to answer any questions
regarding the overlays at the hearings.
9. ITEMS PULLED FROM CONSENT CALENDAR
6C. AWARD OF SECTION 5313 GRANT FUNDS: RIVERSIDE AND SAN
BERNARDINO COUNTIES NON -EMERGENCY HEALTH ACCESS STUDY
Commissioner Buster requested that Riverside and San Bernardino Counties
be included in the study of non -emergency transportation needs.
Commissioner Mullen requested that the addition be expedited as not to hold
up any contracts.

2) Authorize the Executive Director, pursuant to Legal Counsel

3) Allocate $11,000 in Western Riverside County Measure "A"
Specialized Transportation funds as RCTC's share of the local
non-federal match.
10. COMMISSIONERS/EXECUTIVE DIRECTOR
A. Chairman Tavaglione announced the Governor's appointment of Joseph
Tavaglione to the California Transportation Commission.
B. Eric Haley reported that:
The Riverside County Transportation Commission is the only
transportation agency in California to receive the highest rating from
Moody's Investors Service and Standard & Poor's. These ratings will
allow the Commission with the best interest rates for future borrowing.

BACKGROUND INFORMATION:
The State Route 60 High Occupancy Vehicle (HOV) median -widening project is a -
Measure "A" project from the East Junction Route SR -60/I-215 to Redlands Boulevard
in Moreno Valley. The project will add an HOV lane in each direction of travel on State
Route 60 in Moreno Valley. Additionally, numerous noise barriers will be constructed
in various locations along the current right of way in order to mitigate for potential
increase in traffic noise associated with the creation of the high occupancy vehicle
lanes between Day Street and Redlands Boulevard.
The offers have not been accepted to date, however negotiations are ongoing and will
continue. The negotiations are not precluded by the holding of the hearing or the
Commission's approval of a resolution of necessity.
It may be necessary to acquire some or all of the parcels described in Exhibit "A" by
eminent domain. The initiation of the eminent domain process is the approval of a
resolution of necessity.
Prior to approving a resolution of necessity, the Commission must give each person
whose property is to be acquired, and whose name and address appears on the last
equalized County Tax Assessor's roll, notice and a reasonable opportunity to appear
and be heard on:
1. whether the public interest and necessity require the proposed project;
