Ms. Lazarus handed out information to the Board about the fire safety demo last week that she attended.
Mr. DiMascio stated it is also available to watch online. Mr. Hyman stated he saw a similar one

Mr. Warren moved to adopt the minutes of April 24, 2019. The motion was seconded by Ms. Shaw and
passed unanimously.
Mr. Warren moved to adopt the minutes of September 11, 2019 with changes. The motion was seconded
by Ms. Shaw and passed unanimously.

Mr. Coutinho stated he bought the house and the previous owner had gotten a variance to build a garage
about 10 years ago. He stated they roughed the area for an inlaw apartment. He stated he is here to
complete the apartment and make it a 2 family. Mr. Hyman asked if he was going to alter the exterior.
Mr. Coutinho stated he wants to put an overhang in and a new driveway. Mr. Hyman asked if the unit
would be over 600 square feet and Mr. Coutinho stated yes it would be 720 square feet. Mr. Hyman asked
about the new driveway. Mr. Coutinho stated he is adding 4 feet to the width of the driveway. Mr.
Garland asked which part would be rented. Mr. Coutinho stated there would be the main house and then
the apartment over the garage. Ms. McNamara asked if he would be living in the main house. Mr.
Coutinho stated they originally planned to. Ms. McNamara asked if there were other 2 families on the
street. Mr. Coutinho stated yes just past the gas station on the right. Ms. McNamara asked if he had
spoken to his neighbors and Mr. Coutinho stated they are all fine with it. Mr. Hyman asked about
interconnecting smoke detectors. Mr. Shepard stated 2 family units are now required to have
interconnecting smokes.
Mr. Hyman asked if there were any public comments and there were none.
Mr. Warren moved to close the public hearing. The motion was seconded by Ms. Shaw and passed
unanimously.
Mr. DiMascio moved to grant a special permit under 210-125 for the property at 63 Grove Street to be
converted to a 2 family with the condition each unit will be over 600 square feet and the exterior will not
be altered on a finding it will be in harmony with the intent of the bylaw. The motion was seconded by
Mr. Warren and passed unanimously.

Mr. Warren moved to adjourn the meeting. The motion was seconded and passed unanimously.
