CALL TO ORDER Chair Bill Clapper called the meeting of the Riverside County Transportation Commission (RCTC) Technical Advisory Committee (TAC) to order at 11:05 a.m. at the Banning City Hall at 99 East Ramsey Street in Banning. 2. SELF -INTRODUCTIONS Self -introductions followed. RCTC Technical Advisory Committee Meeting Minutes December 1, 1997 Page 2 3. APPROVAL OF MINUTES - November 3, 1997 M/S/C (Forsythe/O'Donnell): to approve the minutes of the November 3, 1997, Technical Advisory Committee meeting as submitted. 4. 1998 RTP Hideo Sugita reported that the SCAG RTP for '98 is up for adoption in April. He just recently received a copy of the Technical Appendices; as a result he has not had sufficient time to review and report on it. The Commission is recommending it be studied by an ad hoc policy committee comprised of representatives of CVAG, WRCOG, RCTC, and their respective staffs, to assess the basis of some of the recommendations made in the Plan. Also, SCAG has held public hearings regarding the proposed plan. Some of the items of interest to Riverside County include: a corridor into east Orange County (where jobs are); (2) high speed rail service; and, (3) exclusive truck lanes and the financial impact on San Bernardino and Riverside Counties (on the Rt. 60 and 1-15 interchange with a potential $17 million impact on Riverside County). In terms of money, the recommendations contain some large projects; a recurring major question is how to get funding; if the Plan redirects programming (Measure A is quite specific in this area); and the question of conformity. Included in the funding issue is whether or not revenue from Orange and Los Angeles Counties is being directed toward projects in the Inland Empire. Hideo suggested TAC members review the Plan and Technical Appendices in order to determine its effect and impact on them and their projects. Since the Plan will be reviewed on a subregional level, any concerns should be forwarded to Hideo so they can be included in the recommendation to the Commission. Craig Neustaedter noted in his review of the RTP that he understood that the San Bernardino and Riverside Counties CPTs serve as the building blocks for the RTP and that does not appear to be the case; he questioned how the process became so "derailed." Craig added that some local projects disappeared completely, i.e., HOV lanes on the 1-215 through Orange Show Road, It appeared to him that the Plan approach is from top to bottom --not bottom to top as pointed out by SCAG that it would be. Craig expressed concern that revenues from the Inland Empire may be used by SCAG for their own set of priorities. Hideo noted it may be that SCAG ran different scenarios in their model and determined other projects would be more effective as a whole. Further, from the State Commission, Hideo believed there would be more emphasis on goods movement --commuter rail needs would follow freight volume improvements. The Executive Directors of CVAG, WRCOG, RCTC, SANBAG (as well as their staffs) will be meeting before Christmas to study the Plan and the recommendation for establishing an ad hoc committee will be submitted to the Commission at their December 10 meeting. RCTC's input on the RTP had been minimal: a listing of projects that are consistent with Measure A (or have a funding commitment) was submitted. As a result, RCTC has viewed RCTC Technical Advisory Committee Meeting Minutes December 1, 1997 Page 3 • • • the Plan as a needs study because it has no basis in terms of fiscal reality. RCTC now has a seat on the Regional Council (September) when Supervisor Tom Mullen joins the body, and he desires (through establishing an environmentally sensitive corridor planning process) earlier delivery of major transportation corridors (i.e., from 15-30 years to down to 8-15 years). Shirley Medina reminded members that projects (of major regional significance) that get programmed into the RTP must be consistent with the RTP Plan. Chair Bill Clapper asked her to remind members the type of projects to be included: those of regional significance and capacity enhancement (over a mile), interchanges, intermodal facilities should be included. The RTP is updated every 3 years and there are constrained and unconstrained elements (regarding funding). 5. 1997 CMP Update Hideo Sugita introduced Georgiena Vivian, Valley Research & Planning Associates, to give an update of 1997 CMP. Georgiena reported that the major change was the elimination of the land use coordination process wherein traffic impact studies were required to be submitted to RCTC to ensure traffic impact studies were developed consistent with model guidelines of the CMP. It has been a most difficult task to receive the studies in a timely manner and when received, only a small number were in compliance with the model guidelines (i.e., 5 out of 40 —some minor, some major problems). As a result, a review was done and alternative methods were sought. One alternative is traffic counts, however, Caltrans District 08 no longer has a traffic count program for CMP purposes. Meetings have been held with SANBAG and RCTC and efforts are underway to get information on an enhanced monitoring program to be included in the CMP and other requirements of the feds. Through SCAG, the HPMS will be reviewed which requires annual monitoring of specific streets and highways for requirements of the federal CMS and Traffic Management Systems. Both are under review by the Committee to determine what is required for compliance in both programs and Because of the difficulty in getting this information, the use of smart call boxes is being considered through a pilot program (expected to run a little more than 6 months). This is the major change in the CMP; all other requirements remain in place. Some deficiencies still have not been addressed or improved and when identified deficiencies will be mitigated. Craig Neusteadter said SCAG has a draft of model guidelines that has not yet been released and he asked for staffs assistance in getting it released because guidelines are needed for modeling locally and maintaining consistency with the regional and subregional models. He suggested that the model guidelines be included in the Appendices of the Plan (Georgiena Vivian said they are included in the draft). RCTC Technical Advisory Committee Meeting Minutes December 1, 1997 Page 4 Georgiena said that the draft Plan will be presented to the Commission at its December 10, 1997, meeting for adoption. Hideo Sugita reported that a regional group convenes to study the CMP/CMS and they had invited the feds to attend and discuss the HPMS. They attended and were questioned about the value of all the information gathered and submitted (especially in view of the cost and time involved); the FHWA reps said that from the mounds of information collected, it is condensed down to a small report (approx. 25 pp.) which is submitted to Congress for its use in allocating funds. It was noted that FHWA does not have sufficient staff to analyze the information submitted. The CTCs, CMAs, subregionals and locals would like to see some consistency in the reportings that would satisfy most requirements. The regional committee will convene again in January and Chair Bill Clapper suggested written notification of our concerns be presented to the feds at that time (Georgiena Vivian said this had been done in the past, but not when the feds were present) . 6. 1998 STIP UPDATE Hideo Sugita reported that the STP/CMAQ Committee had convened to consider the potential allocation of the $39 million of Regional Improvements Program funds to the Coachella Valley.. A recommendation will be made to the Commission for 2 years of ride sharing, the full 2% for Regional Improvement Program Funds for PSR-related work, and $1 million for the smart call box pilot project for traffic monitoring. This Committee is expected to meet again after the December 10 Commission meeting (but no specific projects were endorsed). The deadline for projects to SCAG is January 14, 1998. Hideo believes the Commission will look at how the $39 million will impact the Measure A Program and delivery of committed projects. The STIP is a transition STIP (under SB 45) and the $39 million (in the Coachella Valley) is for a 6 -year period. If a significant amount of funding is received, a 4 -year STIP may be programmed in the year 2000; Hideo did not foresee a call, however, in the near future. The STIP formula is based upon 75% population and 25% on highway miles in the area. One concern is treatment of the area between the Coachella Valley, Blythe and the Palo Verde Valley; however, East County is presently treated as a whole. 7. "EL NINO PREPAREDNESS" Hideo Sugita distributed copies of a fax from Caltrans listing projects eligible for HBRR funding. Approximately $1.5 million will be available under the Regional STP Program that is already programmed. Very short notice was received, but all projects submitted were found to be eligible. Submitting agencies were as follows: the Cities of Indio and Riverside, and the County of Riverside. A lump sum category is sought within the TIP to get the projects obligated. Staff will forward the list of projects submitted, their value, and the submitting agencies , together with the approved listing from HBRR to the Commission at their December 10 , meeting. There is about $369,000 in HBRR funds that ordinarily would not be received which will be coming into the County. Construction must be underway prior to January 1. RCTC Technical Advisory Committee Meeting Minutes December 1, 1997 Page 5 • • As a matter of protocol, Hideo had suggested to the State that these funds come off the top; it was made clear that the funds would come out of the County apportionment. He will respond to the State with an acknowledgment letter. Louis Flores, Caltrans, acknowledged the difficulty of getting the information out so quickly, and noted that projects with more complex environmental work will not be eligible; projects requiring right-of-way certifications most likely would not be eligible either. He was pleased with the amount and said initial reports were not as positive that so large an amount would be received. He too cautioned members to move quickly to get projects underway. 8. TIMELY USE - STP/CMAQ Hideo Sugita said Legislators and the new CTC Chair (upon confirmation), Bob Wolf (who is from Riverside County) are expected to put into place a policy of "use it or lose it" relating to commitments under the Regional Improvement Program. Hideo said the County's rule has been a year of programming, plus two years afterward. Under federal guidelines the apportionments remain available for four years. Riverside County has had to craft a policy through the TAC consistent with those guidelines. He noted that it will be necessary to look at projects that are programmed through the TIP and determine if there are any projects that have not moved but have a continuing local commitment. He would expect projects that are not going to be obligated will result in reprogramming of the funds (and upon reauthorization). 9. STP/CMAQ TRACKING LIST Shirley Medina distributed copies of tracking lists for each jurisdiction, noting the importance (referring to Agenda Item 8 above) of advising her of the status of their projects. She noted a large change (project decrease) from the tracking lists of 3 months ago, reflecting obligation of projects. She asked members to review their list and contact her regarding any changes/updates, again stressing the importance of keeping her advised when the final obligation voucher is received. She advised members that some projects when final may reflect in a credit balance which monies could be reprogrammed to another project. Hideo Sugita asked members to keep in mind that RCTC should be advised of projects that may have been obligated but have not moved forward. 10. OTHER BUSINESS Caltrans - Bob Harvey Retires: Bob announced his retirement effective at the end of December. He expressed his gratitude in knowing the TAC members, their shared efforts and concerns. A retirement party is scheduled for January 9. Election of Officers: In the past, the TAC Vice Chair has moved into the position of the Chair. If members would like to make additional nominations, Hideo Sugita suggested they be thinking about it. The election will be placed on the January TAC agenda. Scour Protection Course: Louis Flores announced Caltrans and the Federal Highway Dept. will be hosting this course which will deal with estimating and determining scour in RCTC Technical Advisory Committee Meeting Minutes December 1, 1997 Page 6 and around facilities, mitigation measures, etc. It will take place December 16 from 8:00 a.m. to 4:30 p.m. at the San Bemardino County Transportation Flood Control Building,. Air Basin Changes: Shirley Medina announced a ruling that Beaumont and Banning will become a part of the South Coast Air Basin starting January 1 (which will allow them to compete for CMAQ funds). The Southeast Air Basin is now split into to two basins: Mojave Air Basin (San Bernardino and North Los Angeles Counties) and the Salton Sea Air Basin (the Coachella Valley to Imperial). 11. ADJOURNMENT There being no further business to come before the TAC, the meeting was adjourned at 12:20 p.m. The next TAC meeting will be Monday.
