Roll Call: 2. Approval of Agenda: Minutes of April 28, 2010 Commissioner Soles moved, and Commissioner Naill seconded the motion to approve the Agenda. Motion carried: 6 -0. 3. Open Forum: 4. Discussion and Possible Action Regarding: a. Development Permit Mo Henry's Trout Shop Mitch Kirwin addressed the Commission regarding the extension Mo Henry's is requesting to the current development permit. Mo Henry's plans on closing during the winter months and would like to remain open at their current location, with the intention of finding a different store front next year. The Commission agreed to the extension with the following conditions. The development permit expires October 31, 2010 and the temporary structure needs to be removed from the premises by November 30, 2010. Banners currently in place need to be reduced to no more than 2 banners, up to 50 sq ft. Commissioner Brent moved, and Commissioner Naill seconded the motion to approve the Development Permit Mo Henry's Trout Shop with the following conditions: The development permit expires October 31, 2010 and the temporary structure needs to be removed from the premises by November 30, 2010. Smith moved, and Mayor Cook seconded the motion to approve the Fraser Valley Recreation Center Development Permit landscape plan change presented at the 2 -25 -09 Planning Commission meeting adding 4 -8 planters to the painted islands. Motion carried: 6 -0. The above motion was from the 2/25/09 Planning Commission meeting. The revised landscaping plan eliminates the 4 -8 planters. The planters were a compromise for the reduction in the original landscaping plan and an attempt to mitigate the large expanse of the paved parking lot. It makes more economical and practical sense to eliminate the planters due to the snow maintenance issue and the reoccurring cost of the plant materials in the planters. All the plant materials have been blessed by the Town gardener. The District has indicated that the irrigation system wraps around the building and does not extend to the surrounding edges of the parking lot. Staff is recommending that some of the proposed planting be moved to the eastern edge of the parking lot to help screen the parking lot. Phase II was presented to the Commissioners by FVMRD representatives. The Commission agreed to Phase II, with the condition Phase III is brought back to them in 3 months showing proposed screening for the parking lot. Commissioner Soles moved, and Commissioner Cook seconded the motion to approve the Development Permit Recreation Center Revised Landscaping with the condition Phase III is brought back to them in 3 months showing proposed screening for the parking lot. Motion carried: 6 -0. 5. Discussion: a. Workshop on upcoming code changes 6. Staff Choice: 7.
