HomeMy Public PortalAbout09-07-17 Agenda-!,eptemoer i. _v i i AGENDA MEETING The Agenda Meeting of the Mayor and Council of the Borough of Carteret preceding the Regular Meeting, Thursday, September 21, 2017 was held Thursday, September 7, 2017 at 6:00 P.M., Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. The following were noted present: ROLL CALL Mayor Daniel J. Reiman Councilmember Jorge Diaz Dennis DiMascio Ajmar Johal Randy Krum Also noted present was Kathleen M. Barney, MMC, Municipal Clerk NOTED PRESENT and Borough Attorney Robert J. Bergen, Esq. Noted Absent were Councilmembers Bellino and Naples. NOTED ABSENT The meeting was opened with a minute of silent prayer and the SILENT PRAYER PLEDGE Pledge of Allegiance led by Councilmember Randy Krum. OF ALLEGIANCE The Municipal Clerk stated that the 2017 Meeting Notice was mailed to The Home News Tribune, The Star Ledger and posted on STATEMENT OF MEETING the Bulletin Board on January 6, 2017. Notice was published in The NOTICE Home News Tribune and The Star Ledger on January 11, 2017. 1 September 7. 3017 CONT.. - 11NUTES FOR Upon MMS &C by Councilmembers DiMascio and Krum and APPROVAL unanimous affirmative vote of the four (4) Councilmembers present, the Minutes of August 17, 2017 were approved as transcribed and engrossed by the Clerk. PUBLIC PORTIONS ON Upon MMS &C by Councilmembers Diaz and Krum and unanimous RESOLUTIONS AGENDA ITEMS AND affirmative vote of the four (4) Councilmembers present, the NEW BUSINESS Public Portion on Resolutions / Agenda items and New Business was Opened to the Public. Mayor Reiman asked if there were any other questions or comments. VIOLA GANSALVES- GEORGE OF 4 CloNer Ct. Carteret, NJ 07008 MAYOR REIMAN Viola : We are having a problem with a garage where they are fixing cars. They are trucks that are parked there all the time. Mayor Reiman: On the property or on the street? VIOLA Viola: On the street and the cars go in. MAYOR REIMAN Mayor Reiman: Are they fixing it in the garage? Well, it's a residential zone so they shouldn't be bringing any flatbed trucks there and they certainly aren't allowed to fix cars there. VIOLA Viola: but they are fixing them all the time. MAYOR REIMAN Mayor Reiman: Who did you complain to? VIOLA Viola: We have been to the Mayor's office September 7, ?017 CONT. Mayor Reiman: Well, I am the Mayor and this is the first I MAYOR REIMAN am hearing of it. Viola: We have complained, we have pictures and everything and VIOLA I gave it to the secretary. Mayor Reiman: Who told you to come here? MAYOR REIMAN Viola: The Secretary, whoever the lady is down stairs. She told VIOLA us to call the police. We have called the police over and over and over and there 9is nothing happening. Mayor Reiman: The Police Chief is here. Chief, do you have MAYOR REIMAN any record of this? Deputy Chief McFadden: I would have to check the records. DEPUTY CHIEF MCFADDEN Viola: There is a flatbed truck that is still sitting there for months. VIOLA Across the street. Mayor Reiman: We have got the information, the Chief is MAYOR REIMAN going to have a car go out there as soon as this meeting is done and tomorrow the Building Inspector and Property Maintenance will take a look at it. Clover Ct. is a residential zone, it is an R -50 zone. There shouldn't be any commercial activity in it. There may not be any immediate prohibition of parking a tractor trailer there. We will have to take a look and address that. But they certainly can't be operating out of a garage. They can't be fixing cars in the drive way or in the street. As a resident, you are allowed to fix your car in your driveway not even in the street. But you can't have someone else's car over there to be fixed. Viola: They are fixing cars all the time. You can see the street is VIOLA full of grease. 3 September 7. 2017 CONT. MILAGROS MUNDI' OF b Etheridge Dr. Carteret, NJ 07008 Mayor Reiman: We will have the police out there immediately after this meeting and we will look at it ourselves today and tomorrow. Neighbor of Viola Gonsalves- George came to complain about the same property stated above. Upon MMS &C by Councilmembers Krum and DiMascio and PUBLIC PORTIONS unanimous affirmative vote of the four (4) Councilmembers CLOSED present, the Public Portion of the meeting was closed to the Public. Robert J. Bergen — Carteret participates in the State Program that ASSESSMENT OF LOCAL it has always supported which is "The Best Practice" program. It's AUTHORITIES — Borougl' for fiscal best practices operated by the CFO. Part of that Attorne} Robert J. Berrien, program requires us to send to the State certain programs that Esq. we implement and follow and one of them is the Assessment of the Local Authorities that you have here in town and you receive reports updating you from both the Housing Authority and the Redevelopment Agency of what their role is and what they are doing and what the state is looking for you to do is to assess whether there is still value in those institutions as they operate. Ultimately you can have the decision at some point in time if you felt they weren't performing or you could perform the systems better yourself that you can disband them. So, basically you have received reports that show the vital Role that is being played by both the Redevelopment Agency, Housing Authority and the Port Authority so your decision today is to make a decision on whether or not you feel these systems still serve the public interest and whether they are operating efficiently. rd September 7. 30 14 CONT. Mayor Reiman — Now mind you, regardless of our decision we can't just disband the Housing Authority, Port Authority or the Redevelopment Agency. They have Institutional controls, there are other things, Local Finance Board at the State has to do it. But what is happened around the State, I'll be a little bit clearer than Mr. Bergen is. You have agencies that have employees that have salaries that don't have any real functions. They want to make sure it's not just a paper board, that the board or agency actually does something. Most agencies in the Borough or most Boards are appointed by the Mayor and Council and a part of the City. These three agencies are Authorities, The Redevelopment Agency, Housing Authority and the Port Authority have their own Commissioner, They have their own budgets, they could raise funds and they could apply for Grants. So, the reports that we've received, that we have on file that we are evaluating to ensure that the Carteret Redevelopment Agency continues to focus on economic development throughout the town. That the Carteret Housing Authority serves a purpose to provide and support affordable housing and some public housing maintenance and that the Port Authority whose responsibility is to build and to operate the waterfront park and the future Marina. That those things all currently exist. That they have functions that the agencies are doing that vital function that Mr. Bergen mentioned. It will be Resolution G10, which is establishing the findings and conclusions regarding the independent authorities based on their report Mayor Reiman read the Resolutions into the record: 1. Upon Individual Roll Call Vote, Councilmembers Diaz, DiMascio, Johal and Krum voted in the Affirmative. Councilmembers Bellino and Naples were noted Absent. REPORTS Reports: 1. COMMITTEES: BUILDINGS & GROUNDS — Committee Chairman Johal reported progress. FINANCE & ADMINISTRATION — Committee Chairman Diaz stated Progress. FIRE & DOMESTIC PREPAREDNESS — Committee Chairman Krum stated he will have a report at the next meeting. PARKS, RECREATION & PUBLIC PROPERTY — In Committee Chairman Bellino's absence, Mayor Reiman stated Progress N. September 7. ?017 CONT. POLICE — In the absence of Committee Chairman Naples, Mayor Reiman reported progress. PUBLIC WORKS — Committee Chairman DiMascio stated Progress. BOARD OF EDUCATION — In the absence of Committee Chairman Naples, Mayor Reiman reported Progress. After no further discussion, upon MMS &C by Councilmembers Diaz ADJOURNED and Krum and unanimous affirmative vote of the four (4) Councilmembers present, the meeting was Adjourned at approximately 6:12 P.M.
