RE: Agenda Item — Acceptance of Gift of Funds and Expenditure
I am pleased to inform you that the Watertown Police Foundation has offered to fund two
community policing initiatives suggested by the Watertown Police Department. As indicated in the
attached email correspondence from Joseph B. Darby III, President of the Watertown Police
Foundation, the first initiative is to Rind up to $1,500 to be used to purchase gift certificates to
supermarkets. The gift certificates will then be used in connection with a gun buy-back program
being sponsored by the Police Department. The second initiative is to help the Police Department
put a police bike patrol back on the streets of Watertown. The Foundation has approved spending
up to $10,000 to purchase two bikes at approximately $3,200 each, and related uniforms and
equipment, based on the final invoice costs of the bikes and related uniforms and equipment.
Pursuant to Massachusetts General Laws Chapter 44, Section 53A, any expenditure of gifts of funds
needs the approval of the Town Manager and Town Council.
I respectfully request the attached Resolution accepting this gift expenditure be placed on the May
24, 2016 Town Council Agenda for your consideration.

Resolution approving the Acceptance and Expenditure of Gifts of Funds
WHEREAS: from time to time, this community is the beneficiary of a gift donated towards
improving the quality and spirit of its inhabitants lives; and
WHEREAS: the Watertown Police Foundation has offered to fund two community policing
initiatives suggested by the Watertown Police Department.; and
WHEREAS: the first initiative is to fund up to $1,500 to be used to purchase gift certificates at
supermarkets, which will then be used in connection with a gun buy-back program being
sponsored by the Police Department; and
WHEREAS: the second initiative is to help the Police Department put a police bike patrol back
on the streets of Watertown. The Foundation has approved spending up to $10,000 to purchase
two bikes at approximately $3,200 each, and related uniforms and equipment, based on the final
invoice costs of the bikes and related uniforms and equipment; and
WHEREAS: these two community policing initiatives will benefit the Police Department and
the whole community.
NOW THEREFORE BE IT RESOLVED: that the Town Council of the City known as the
Town of Watertown, hereby accepts and appropriates, pursuant to Massachusetts General Laws
Chapter 44, Section 53A, monetary gift in the amount of up to $11,500 generously donated by
the Watertown Police Foundation.

I am pleased to inform you that the Watertown Police Foundation has voted to fund two initiatives suggested by the
Watertown Police Department.
The first initiative is to fund up to $1500 to be used to purchase certificates at Stop and Shop or other commercial food
store, which certificates will then be used in connection with a gun buy-back program being sponsored by the WPD.
The second initiative is to help the WPD put a police bike patrol back on the streets of Watertown. The Foundation has
approved spending up to $10,000 to purchase two bikes at approximately $3200 each, and related uniforms and -
equipment, based on the final invoice costs of the bikes and related uniforms and equipment.
We would like to request that these initiatives be put onto the agenda for the Town Council, so that the Town Council
can approve these contributions to the Town of Watertown.

Subject: Watertown Police Foundation Proposal
Sir,
I would respectfully request the Watertown Police Foundation Board consider the two following proposals for
community policing funding for the WPD.
1. Gun Take Back Initiative -
We are participating in a regional gun take back program in June with Cambridge, Belmont, Arlington and Somerville.
This is to promote safer homes by having residents turn in guns that may of been left in their homes over the years. We
will give the individuals gift card to supermarkets in return for the guns. We are requesting $1500 to pay for a portion of
the gift cards. This will take place in Watertown on June 18".
2. Police Mountain Bicycle Unit -
I am also looking to reinstate our police mountain bike program. This is a great community policing tool and also
contributes to officer wellness. I am requesting $10,000 to purchase two bikes and also funding for equipment and
uniforms. The bikes completely outfitted are approximately $3200 each.

I would truly appreciate consideration of these two proposals as they will both benefit our department and the whole
community.
