THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, OCTOBER 13,2022 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the Council Chambers in the Municipal Building, 50 North 5th Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Emily Palmer and Matt Evans. Also in attendance were Kim Vessels,Assistant City Attorney; Monica Burns, Deputy City Clerk; Greg Stiens, Director of Public Works and Engineering; Fire Chief Jerry Purcell; and Media. APPROVAL OF MINUTES Ms. Palmer moved to approve the minutes of October 6, 2022, supported by Mr. Evans. Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the Claims for Payment for October 14, 2022 in the amount of Sixty Four Thousand Six Hundred Four Dollars and twenty six cents ($64,604.26), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT -None PAYROLL CLAIMS FOR PAYMENT FOR PENSION-None REQUESTS • TEMPORARY STREET CLOSURE The closure of a portion of Sim Hodgin Parkway on October 20, 2022 between the hours of 8:30 a.m. to 2:30 p.m. Barricades will be used to block access to Sim Hodgin at Hub Etchinson Parkway and Bridge Avenue. This closure is for electrical substation work located at the corner of Sim Hodgin and Bridge Avenue. Lieutenant Donnie Benedict has approved this closure. Ms.Palmer moved to approve, supported by Mr.Evans. Upon a vote viva voce,the motion carried. Board of Works Minutes October 6, 2022 BID OPENINGS -None BID AWARDS -None CONTRACTS • CONTRACT NO. 134-2022—REVISED—BENJAMIN SIMMONS The City retains contractor for specialized instruction services and assistance to the Fire Department, in connection with accelerated training and classroom instruction to civilians for Emergency Medical Technician ("EMT"), Cardiopulmonary Resuscitation ("CPR"), Pediatric Advanced Life Support ("PALS"), and Advanced Cardiac Life Support ("ACLS") training. Contractor will be paid $30.00 per hour with the approximate cost of the class being $4,680.00. The original contract was never executed. The revisions to the contract include extending the ending date to include an additional month in case of inclement weather or other delays and removing going through Ivy Tech Community College as well. Mr.Evans moved to approve, supported by Ms.Palmer.Upon a vote viva voce,the motion carried. • CONTRACT NO. 155-2022—ESO SOLUTIONS,INC. The City retains Contractor to provide professional and consulting services in connection with furnishing, developing, and/or installing an interface and communication program to be compatible with the Julota Platform Software which has been or shall be installed for the Fire Department for its Community Paramedicine program. The Parties also have a professional contract in place wherein Contractor is currently assisting the Fire Department with NFIRS- and ISO-compliant management software packages. The cost of the interface will be $995.00 the first year and will increase 3% each year after. Ms.Palmer moved to approve, supported by Mr. Evans.Upon a vote viva voce,the motion carried. • CONTACT NO. 156-2022—MAZE DESIGN,INC. The City retains Contractor to provide professional "pre-final design" services in connection with the upcoming design of a new Fire Station No.2. Professional services shall include, but shall not be limited to conducting a preliminary site review and preliminary site design for a new Fire Station#2 site anticipated to ultimately contain four(4)bays and seven(7) living quarters for the Fire Department, which professional services are more fully described on Contractor's proposal. The Contractor shall also include contacting utilities to determine availability and projected costs. Included is an option by the City to also retain Contractor to perform related additional pre-design soil testing services for any clearing requirements needed for soil test access. Contractor shall perform all services set forth in their proposal. Services not to exceed$12,000.00. f y Board of Works Minutes October 6,2022 Mr. Evans moved to approve, supported by Ms. Palmer.
