HomeMy Public PortalAbout10-27-2022 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA, OCTOBER 27,2022 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the Council Chambers in the Municipal Building, 50 North 5th Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Emily Palmer and Matt Evans. Also in attendance were Kim Vessels, Assistant City Attorney; Monica Young, Ordinance Violations Specialist; Police Chief Mike Britt; Fire Chief Jerry Purcell; Derek Hill, Director of Code Enforcement; Sherri Richey,Code Enforcement;Bill Henry, Code Enforcement; and Media. APPROVAL OF MINUTES Ms. Palmer moved to approve the minutes of October 20, 2022, supported by Mr. Evans. Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT PAYROLL CLAIMS FOR PAYMENT Mr. Evans moved to approve the October 28, 2022 payroll claims for payment in the amount of One Hundred Sixty Thousand Three Hundred Twenty Two dollars and fourteen cents($160,322.14),supported by Ms. Palmer. Upon a vote vive voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT FOR PENSION Mr. Evans moved to approve the October 31, 2022 payroll claims for payment for pension in the amount of Two Hundred Sixty Five Thousand Six Hundred Seventy Six dollars and eighty-seven cents ($265,676.87), supported by Ms. Palmer. Upon a vote vive voce,the motion carried. REQUESTS BID OPENINGS BID AWARDS • PARTIAL DEMOLITION AT TWO PROPERTIES LOCATED AT 1112 — 1118 GREEN STREET Board of Works Minutes October 27,2022 Received three (3)bids and B &B Construction was lowest and most responsive. Not to exceed$11,500.00 Ms.Palmer moved to approve, supported by Mr.Evans. Upon a vote vive voce,the motion carried. • PARTIAL DEMOLITION AT TWO PROPERTIES LOCATED AT 130 SOUTH 7TH STREET and 712 S. 13TH STREET Received three (3) bids and Mikesell Excavating was lowest and most responsive for 130 South 7th Street. Not to exceed$1,400.00 Mr.Evans moved to approve, supported by Ms. Palmer. Upon a vote vive voce,the motion carried. Received three (3) bids and B & B Construction was lowest and most responsive for 712 South 13th Street. Not to exceed$5,000.00 Mr.Evans moved to approve,supported by Ms.Palmer. Upon a vote vive voce,the motion carried. • EMERGENCY CLEAN UP OF PROPERTY LOCATED AT 225 SOUTH 11TH STREET Received three (3)bids and S &M Home Solutions was lowest and most responsive. Not to exceed$1,000.00 Ms.Palmer moved to approve,supported by Mr.Evans. Upon a vote vive voce,the motion carried. • EMERGENCY SECURING AND CLEAN UP OF PROPERTY LOCATED AT 58 S. 16TH STREET Received two (2) bids (no response from Al Property Solutions, LLC) and You Call We Haul was the lowest and most responsive. Not to exceed$1,100.00 Mr.Evans moved to approve, supported by Ms.Palmer. Upon a vote vive voce,the motion carried. CONTRACTS Board of Works Minutes October 27,2022 • CONTRACT NO. 160-2022—EVAPAR, INC. Providing professional and consulting services regarding generators located at Fire Station #1. Not to exceed$1,668.75 Ms.Palmer moved to approve,supported by Mr.Evans. Upon a vote vive voce,the motion carried. • CONTRACT NO. 163-2022—YOU CALL WE HAUL For securing and clean up at property located at 58 South 16th Street Not to exceed$1,100.00 Mr.Evans moved to approve,supported by Ms.Palmer. Upon a vote vive voce,the motion carried. • CONTRACT NO. 164-2022—S & M HOME SOLUTIONS For clean up at property located at 225 South 11`h Street Not to exceed$1000.00 Ms.Palmer moved to approve, supported by Mr. Evans. Upon a vote vive voce,the motion carried. • CONTRACT NO. 166-2022—HAMPTON TREE SERVICE Emergency removal of tree located at 630 East Main Street Not to exceed $3,300.00 Mr.Evans moved to approve,supported by Ms.Palmer. Upon a vote vive voce,the motion carried. • CONTRACT NO. 167-2022—BLOOMINGTON FORD-LINCOLN,INC. Code Enforcement Department requests approval of contract to purchase a 2022 Ford Ranger truck Not to exceed$29,948.25 Ms.Palmer moved to approve,supported by Mr. Evans. Upon a vote vive voce,the motion carried. CHANGE ORDERS ADDENDUMS Board of Works Minutes October 27,2022 • ADDENDUM NO. 1 TO CONTRACT NO. 36-2022 — COMMUNITY FORD OF BLOOMINGTON Request to add two (2) additional vehicles from Contractor due to availability of funds and vehicles. New total amount not to exceed$199,301.50 (an increase of$66,500.50 for two vehicles) Mr.Evans moved to approve,supported by Ms.Palmer. Upon a vote vive voce,the motion carried. RESOLUTIONS PETITIONS MISCELLANEOUS • CONFLICT OF INTEREST—RICHMOND FIRE DEPARTMENT Conflict of Interest was found to be unwarranted/unnecessary.
