MINUTES OF THE CAPITAL PLANNING COMMITTEE MEETING
DATE : January 28, 2021
TIME : 10 : 00 AM
PLACE : Brewster Town Office Building, 2198 Main Street
PRESENT : Town Administrator Peter Lombardi , William Schirmacher, Cindy Caldwell , Donna Kalinick, Ross
Gorman , Frank Bridges, Mimi Bernardo
Call to Order
Chair Schirmacher called the meeting to order at 10 ; 00am , read the meeting participation statement, took a
roll call of attendance, and declared a quorum .
Public Announcement - and Comment
None .
Review and Vote on Updated FY21-25 Capital Plan
Mr . Lombardi shared the updated FY21- 25 Capital Plan document and reviewed what changes had been
made to the document line by line since the last meeting . All department heads were asked to provide any
requests for changes in projects and costs . The Department of Public Works, the Brewster Ladies Library,
Select Board , the Schools, the Building Department, Town Clerk, COA, the Recreation Department, the Water
Department and the Golf Department all had change requests of different degrees . The last page of the plan
includes a proposed allocation of the costs for each project across various sources for planning purposes . Ms .
Caldwell asked about the 50% of short-term rental revenues dedicated to funding the Affordable Housing
Trust, and if that was a Select Board procedure or a Town vote . As they are directed to the General Fund , the
funds can be appropriated as seen fit . The Select Board ' s policy direction was to use 50 % of the revenues to
fund the Affordable Housing Trust, and a Town Meeting vote will have to ultimately approve the
appropriation . Ms . Caldwell asked why the Assessor' s annual request for valuation services is not in their
operating budget . The overlay is appropriated annually, which pays for this service . The Water department is
now an enterprise fund , along with the Fire department and Golf department . The majority of their projects
will typically be funded by generated revenue and grants . Mr . Bridges asked if the irrigation at the Golf
course was for 18 holes . This is the assumption as of now as they only think this area will need to be
replaced , but there could be a complete overhaul on the irrigation if needed . Mr . Lombardi reviewed the
amounts and funding sources for each of the fiscal years . Mr . Lombardi moved to accept the FY21 - 25 Capital
Plan , Ross Gorman second . A roll call vote was taken . Peter Lombardi - yes, William Schirmacher - yes, Cindy
Caldwell - yes, Ross Gorman — yes . The Committee voted 4 — yes, 0 — no .

Matters Not Reasonably Anticipated by the Chair
Ms . Caldwell asked if the Charter is approved would the Capital Planning Committee continue . If the Charter is
passed the Town Manager will have the authority of appointment for a Capital Planning Committee, instead of
the Select Board as it is now . This comes as a recommendation from the Massachusetts Department of Revenue .
