MINUTES OF THE CAPITAL PLANNING COMMITTEE MEETING
DATE : January 30, 2020
TIME : 1 : 00 PM
PLACE : Brewster Town Office Building, 2198 Main Street
PRESENT : Town Administrator Peter Lombardi , William Schirmacher, Cynthia Calwell , Mimi Bernardo, Donna
Kalinick, Lisa Vitale, Ross Gorman ( remotely )
Call to Order
Mr . Schirmacher called the January 30, 2020 Capital Planning meeting to order at 1 : 00pm .

Continued Review of and Potential Vote on 5 Year Capital Plan FY20-24, including Spring 2020 Funding
Recommendations
Based on the discussion from the last meeting, Mr . Lombardi has spoken to Department Heads and asked
some of them to move their anticipated capital needs to future fiscal years . The draft capital plan document
has been adjusted to add in some new projects and color coded yellow for projects that need discussion or
green for those who have been approved . DPW road maintenance and drainage was funded at $ 250, 000 . 00
in FY21 and increasing by $ 25, 000 . 00 on the out years . This was discussed to move to the operating budget .
Irrigation at $ 15 , 000 and tree removal at $ 20, 000 . 00 have also been shifted to the operating budget . Road
bond /Chapter 90 projects were specifically listed , and may be adjusted on the timeline if needed . DPW
director Patrick Ellis will shift his one major vehicle purchase to FY22 , which will push subsequent vehicle
purchases out to FY25 . The Police Chief has pushed the gated pen project out to FY22 . Facilities has a minor
office reconfiguration project, in the amount of $ 10, 000 . The 3 other projects added are going to be covered
by utility incentives and Green Communities grant funding . No free cash use will be required . The library has
conferred with State officials in regards to the grant funding . The project has been pushed out to FY24 on the
plan . The Natural Resources has updated their figures on their projects, and added a lighting upgrade paid
for by a Green Communities grant . The generator project is a placeholder at $ 15 , 000 . 00 and is still uncertain .
The Long Pond Boat Ramp project is at 20% design . Based on the work and feedback additional funds will be
needed to complete the project . It is listed in the plan as an estimated amount, and Mr . Lombardi does not
feel it will fully cover the costs . The Select Board Housing Trust will be reduced to $ 200, 000, with $ 125, 000
funded from the short term rental revenue and $ 75 , 000 . 00 from free cash . The outdoor hydration stations
will be funded from a state grant and CPC funding . Added to the plan was $ 20, 000 . 00 funding for a Human
Resource' s audit, which should be funded by a grant . Integrated water resource planning is a regulatory
requirement under the ,208 plan , which all towns on Cape are required to perform . Although Brewster is in a
better position than other neighboring towns, as they do not have to sewer, there are still issues with
nitrogen and phosphorous . The 4 projects will be funded with a State grants and free cash , but if a grant is

not awarded they will be paid in full by free cash . Brewster' s share of the Nauset Regional School population
has increased this year, there for the contribution to their capital budget will be increased . Some accounting
for ambulance receipts have been moved to the operating budget . The Water department lighting upgrade
will be a Green Communities grant, and the generator project has been pushed out another fiscal year . The
Golf department irrigation pump replacement has been pushed out a year as well . The final page of the
documents shows all projects with various funding sources . Mr . Lombardi reviewed the different funding
sources and how much was proposed for each over the 5 year fiscal plan . In reviewing the DPW it was
decided that the purchase of the trailers would be moved to the following fiscal year and the Police
Department community room improvements could be pushed too . That would get the Capital Plan to the
appropriate amount . The Committee discussed the Schools capital projects and the possibility of short term
borrowing . They did not change the capital planning document further . Mr . Schirmacher moved to approve
the 5 Year Capital Plan FY20-24, including Spring 2020 Funding Recommendations, Cynthia Calwell second .
The committee held a roll call vote : Ross Gorman — yes, Peter Lombardi - yes, William Schirmacher - yes, Cynthia
Calwell - yes, Mimi Bernardo - yes, Lisa Vitale — yes . Mr . Lombardi will send a PowerPoint presentation prior to
the next meeting with the Select Board for comment .
