Public Comment No discussion FY20 Capital Requests A spread sheet which captures all department head requests was distributed to the Committee . It lists projects for the FY20 spring and fall requests, as well as the following 4 fiscal years . Notes on the spread sheet delineate where additional funding sources are available . Mr . Lombardi reviewed the items line by line for any questions from the Committee . For such projects that are ongoing, funding with Free Cash allows the money to be available when the project is set to begin . Money from the State, such as Chapter 90 money, is allowed to accumulate for use of larger projects . Mr . Gorman noted that most of the requests from DPW for equipment/vehicles are in line with prior replacement times . Mr . Lombardi noted that all of the departments are incredibly resourceful when seeking funding opportunities for their projects, such as grant applications . i i Review of Draft 5 Year Capital Plan FY21-25 Mr . Lombardi reviewed the spreadsheet to explain all of the department' s requests for the future capital requests, year by year . Mr . Gorman asked about the funding for police body cameras . The current cameras used by the department are out of warranty and obsolete . Mr . Gorman asked about the windows at the Town Hall offices and the design expense . The original design was development and the remainder of the cost of the project was broken out through the construction phase . It is not a re- design . The entire funding of the project is dependent on when the state allocates their financial portion of the project . The IT department software conversion includes on -going support past year one . The Town was officially designated as a Green Community, and a $ 150, 000 . 00 grant was awarded to make upgrades to the Natural Resources building heat pumps . The Committee' discussed the possibilities of transferring a generator from the Water department to the Natural Resources building to save costs associated with the replacement of the hold one . The Natural Resources will also utilize a Police vehicle when it is replaced with a new one . The funding for a Dog Park was kept, as the Committee was unsure if CPC would be supportive of an increased cost/funding amount . Donna Kalinick would like to add in a number for the Community Center feasibility study, but they Were unsure what that amount would be . If it is over $ 100, 000 . 00 it needs to be included on the plan . This will be further discussed . She also noted that the indoor and outdoor hydration stations needed to be included on the plan . It will be divided between Natural Resources and Select Board , The Community Center should be added on the plan , but it is hard to determine time line and cost . The revaluation services are voted as special articles at Town Meeting, and this year it will be done in the fall . Mr . Lombardi reviewed the school ' s five year capital forecast . Reoccurring painting and technology upgrades could be included in the budget, as opposed to Capital requests . Mr . Lombardi will discuss with the school officials . Some of the requests from the schools may change in the years ahead due to the consolidation study . The Recreation department has a challenge of finding constructive outdoor activities for teenagers, and Drummer Boy Park has a placeholder for a basketball court . This was not supported by Mr . Gorman . The Fire department capital requests are funded through ambulance receipts, free cash , and grant funding . Additional details of the Fire department Capital requests were discussed . The Water department typically funds projects in the spring as opposed to the fall . The Golf department was reviewed in depth by the Committee . Schirmacher moved to adjourn at 3 : 06 pm , Mr. Gorman second . The Committee voted 3 -Yes O- No .
