Request to Approve Meeting Minutes of December 18, 2017 Mr. McAuliffe requested the Board’s approval on the December 18, 2017 meeting minutes. Mr. King motioned to approve the meeting minutes of December 18, 2017, as presented. Vice Chairman Whittemore seconded. Chairman Flanagan, Vice Chairman Whittemore and Mr. King in favor. Request to Approve the Community Septic Mgmt Program’s (CSMLP) Designer Engineer’s Invoice for 5 Cross Street-Ms. Wiggin Ms. LaRoche requested the Board’s approval of the CSMLP Designer Engineer’s Invoice in the amount of $3,540 for 5 Cross Street. Vice Chairman Whittemore motioned to approve the CSMLP Designer Engineer’s Invoice in the amount of $3, 540, as presented. Mr. King seconded. Chairman Flanagan, Vice Chairman Whittemore and Mr. King in favor. Request for Signature for BOH Director’s Time Sheets Ms. LaRoche requested the Chairman’s signature for the BOH Director’s time sheet(s) as follows:  January 29-February 3, 2018  February 5-10, 2018  February 12-17, 2018  February 19-24, 2018  March 12-17, 2018  March 19-24, 2018 Vice Chairman Whittemore motioned to have Chairman Flanagan sign the BOH Director’s time sheets as presented. Mr. King seconded. BOH January 8, 2018 Minutes Page 2 Approved January 22, 2018 Administrative Assistant’s Mid-Year Goal Evaluation Review for Fiscal Year 2018 Mr. McAuliffe presented the Administrative Assistant’s mid-year goal evaluation review for fiscal year 2018. He stated that all of Ms. LaRoche’s goals have been completed prior to the due date of June 30, 2018 and that he has signed the evaluation form with great pleasure to be given to the Human Resources department. The Board voiced their satisfaction and appreciation with Ms. LaRoche’s ability of meeting her goals prior to the due date, noting that she had to carve out time to dedicate and travel to the location while still fulfilling the department’s duties and responsibilities. BOH December 2017 Expense Budget Mr. McAuliffe presented the department’s December 2017 Expense Budget for the Board’s review. Request to Board’s Support to Increase Tobacco Age Mr. McAuliffe announced that several communities in the State have increase the tobacco age from 18 to 21 including the Towns of Ashland and Milford. State Bill 1218 is in Committee and will be forwarded to the House in February. Mr. McAuliffe voiced that there seems to be a road block in the House and hopes that it will pass. Mr. McAuliffe noted that the Board of Selectmen will be presenting an article at the 2018 Town’s Annual Town Meeting and that Elaine Lazarus Director of Land Use and Town Operations requested the Board’s point of view in increasing the tobacco age in Town. The Board briefly deliberated the subject and concluded by supporting the increase of the tobacco age from 18 to 21. Mr. McAuliffe noted that he would forward the Board’s official position to Ms. Lazarus. Public Comment- Members of the community are invited to share ideas, state opinions or ask questions Director’s Report Mr. McAuliffe updated the Board of the following items:  Opiate and Tobacco Outreach - Working with Youth and Families and Hopkinton Organizing for Prevention, BOH is targeting the student use of non-tobacco nicotine delivery products in 2018. BOH has met with the High School Principal and will be sponsoring one or more presentations focused on the issue. Outside speakers from Children’s Hospital and the Massachusetts Municipal Association will present, as will representatives from the High School, Police Department and BOH. The BOH has reminded all parties that the use of non-tobacco nicotine delivery products is “smoking” and that smoking is prohibited in the workplace and on school/municipal property. The BOH has the authority to levy a $100 fine on each individual caught violating the law.  Grant Work - BOH has started drafting a grant proposal to the Metrowest Foundation to fund wellness programming in the community. The intent of the Hopkinton Collaborative Health Initiative is to improve interdepartmental communication, improve community partnerships, identify exterior support services and highlight existing resources. Funding will support opiate and tobacco programming, youth and young adult intervention, tick-borne disease prevention, hiking, general exercise, and wellness, healthy eating, emergency planning and response. The Metrowest Foundation is in the process of finalizing a new 3 to 5 year plan. Once their plan is finalized, the BOH’s Concept Paper and Logic Model (attached) will be reassessed and revised as necessary to meet the Foundation’s new goals. BOH January 8, 2018 Minutes Page 3 Approved January 22, 2018  Business Support - BOH met with representatives from Lake Pharma that have purchased 35 South Street. They will be operating a research laboratory at the address. The BOH will be touring the facility in January / February 2018.  Business Support - BOH will be meeting with representatives of the YMCA to discuss a plan to install a training kitchen at the Hopkinton location.  Regulatory Update - BOH has started updating our regulations. As part of the update, BOH will consider raising the legal age to purchase tobacco from 18 to 21. If Senate bill 1178 passes, the existing BOH regulations will have to be updated to address the statewide change.  Eversource - BOH is partnering with the Senior leadership to review Eversource’s proposed development within the Town.  Community Assistance - Once the new refrigeration is installed at Project Just Because, working with the Greater Boston Food Bank, the BOH will assist with the acquisition and distribution of perishable food at the pantry.  Community Outreach - BOH is working to reassemble the Medical Reserve Corps. The former senior leadership has been contacted. The BOH is working with the Tick Lab at UMass Amherst to become “tick town” and receive reduction in tick testing fees.  Annual Town Meeting- The annual town meeting will be held on Monday, May 7, 2018, the Warrant is now open for any articles from departments and will close on February 6, 2018 Next Board Meeting(s)  January 22, 2018 at 5:30 p.m.  February 5, 2018 at 5:30 p.m.  February 26, 2018 at 5:30 p.m.  March 12, 2018 at 5:30 p.m.  March 26, 2018 at 5:30 p.m. ADJOURN: Vice Chairman Whittemore motioned to adjourn the Board of Health meeting at 7:00 p.m. Mr. King second.
