HomeMy Public PortalAboutResolution No. 23-044- Purchase Trash Bins and Recycling Receptable to be Permanently Placed in Public Areas (2)Sponsored by: Mayor Taylor Co -sponsored by: Commissioner Williams RESOLUTION NO. 23-044 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, AUTHORIZING THE INTERIM CITY MANAGER TO TAKE ALL NECESSARY STEPS TO PURCHASE TRASH BINS AND RECYCLING RECEPTACLES TO BE PERMANENTLY PLACED IN PUBLIC AREAS THROUGHOUT THE CITY IN OBSERVATION OF EARTH DAY; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Earth Day is a global event to raise awareness and action for the environment; and WHEREAS, the objective of the City of Opa-Locka ("City") is to actively participate in Earth Day by providing resources to educate and promote recycling city- wide; and WHEREAS, the Interim City Manager shall purchase the necessary equipment and supplies in accordance with the City's purchasing code (if for amounts in excess of the City Manager's authority) and purchase for an amount to be determined by the Interim City Manager if purchased within the City Manager's authority; and WHEREAS, the trash bins and recycling receptacles shall be permanently placed in high -traffic designated areas throughout the City to aid residents in the proper disposal of trash; and WHEREAS, the City Commission desires to approve a budget in an amount acceptable to the Interim City Manager in order to accomplish the purchase of trash bins and recycling receptacles within thirty (30) days from the passage of this resolution and the installation of trash bins and recycling receptacles within forty-five (45) within forty- five days from the passage of this resolution; and WHEREAS, the City Commission finds that it is in the best interests of the City and its residents to authorize the Interim City Manager to take all necessary steps to purchase trash and recycling receptacles to be permanently placed in public areas of the City, in observation of Earth Day. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA LOCKA, FLORIDA: SECTION 1. RECITALS ADOPTED. AUTHORIZATION The City Commission of the City of Opa-Locka hereby authorizes the Interim City Manager to take all necessary steps to purchase trash bins and recycling receptacles to be permanently placed in public areas throughout the City, in observation of Earth Day, and in an amount to be budgeted and determined by the Interim City Manager. Further, City Commission desires to approve a budget in an amount acceptable to the Interim City Manager in order to accomplish the purchase of trash bins and recycling receptacles within thirty (30) days from the passage of this resolution and the installation of trash bins and recycling receptacles within forty-five (45) within forty-five days from the passage of this resolution. SECTION 3. SCRIVENER'S ERRORS Sections of this Resolution may be renumbered or re -lettered and corrections of typographical errors, which do not affect the intent of this Resolution may be authorized by the Interim City Manager, following review by the City Attorney, without need of public hearing, by filing a corrected copy of same with the City Clerk. SECTION 4. EFFECTIVE DATE This Resolution shall take effect upon the adoption and is subject to the approval of the Governor or Governor's Designee. Staff Summary: Earth Day is a global event to raise awareness and action for the environment. The city's objective is to actively participate in Earth Day by providing resources to educate, and promote recycling city-wide. The Interim City Manager shall purchase the necessary equipment and supplies. Implementation of trash bin and receptacles in high- traffic and designated areas will be effective in aiding residents to properly dispose of their trash. Financial Impact - A budget of $10,000 will be established to purchase the necessary equipment. It will be funded from savings from vacancies in General Fund departments. Proposed Action: Staff recommends the City Commission approve the legislation authorizing the Interim City Manager to take all necessary steps to purchase trash and recycling receptacles to be installed in public areas of the city.
