HomeMy Public PortalAboutResolution No. 23-042 - Study for the Installation of Metered ParkingSponsored By: Interim City Manager RESOLUTION NO. 23-042 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA, APPROVING ISSUANCE OF A REQUEST FOR PROPOSALS ("RFP"), ATTACHED HERETO AS EXHIBIT "A", FOR A QUALIFIED CONSULTANT TO CONDUCT A FEASIBILITY STUDY FOR THE INSTALLATION OF METERED PARKING ON ALI BABA AVENUE, WITHIN THE CITY; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City desires to issue a Request for Proposals (RFP) to obtain a qualified consultant to conduct a feasibility study to install metered parking on Ali Baba Avenue, within the City of Opa-Locka ("City"); and WHEREAS, the City previously passed and adopted Resolution No. 17-9363, directing the City Manager to research the feasibility of installing metered parking throughout the City; and WHEREAS, prior to that time, pursuant to Resolution #02-6319, the City directed the City Manager to initiate the process with Miami -Dade County for the approval, installation and location of parking meter zones for parking meters in the City; and WHEREAS, the Interim City Manager is now seeking authority to issue an RFP to secure a consultant for preparation of a feasibility study; and WHEREAS, the City finds that metered parking may be a possible source of revenue in addition to potentially providing more parking turnover and ultimately resulting in more available parking spaces; and WHEREAS, as a pilot program, the Interim City Manager recommends the installation of metered parking along Ali Baba Avenue between NW 27th Avenue and NW 22rid Avenue; and WHEREAS, the City Commission desires to approve issuance of a Request for Proposals (RFP), attached hereto as Exhibit "A", for a qualified consultant to conduct a feasibility study for the installation of metered parking on Ali Baba Avenue; and WHEREAS, an RFP shall be issued in a broad way to attract a wide range of potential bidders both electronically and through the utilization of local publications, with the latter mode of communication estimated to cost up to Three Thousand Dollars ($3,000.00); and WHEREAS, the City Commission finds it in the best interest of the City to approve this resolution. Resolution No. 23-042 NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA: SECTION 1. The recitals to the preamble herein are incorporated by reference. SECTION 2. AUTHORIZATION The City Commission of the City of Opa-Locka hereby approves the issuance of a Request for Proposals (RFP), attached hereto as Exhibit "A", for a qualified consultant to conduct a feasibility study to install metered parking on Ali Baba Avenue, within the City and further authorizes the spending of up to Three Thousand Dollars ($3,000.00) for advertising purposes, if deemed appropriate. SECTION 3. SCRIVENER'S ERRORS Sections of this Resolution may be renumbered or re -lettered and corrections of typographical errors, which do not affect the intent of this Resolution may be authorized by the Interim City Manager, following review by the City Attorney, without need of public hearing, by filing a corrected copy of same with the City Clerk. SECTION 4. EFFECTIVE DATE This Resolution shall take effect upon the adoption and is subject to the approval of the Governor or Governor's Designee. PASSED and ADOPTED this 12th day of April, 2023.
