THURSDAY NOVEMBER 10,2022
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the
Council Chambers in the Municipal Building, 50 North 5th Street, Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Emily Palmer and Matt Evans.
Also in attendance were Kim Vessels, Assistant City Attorney; Monica Young, Ordinance
Violations Specialist; Jim Dykes, Parks Department; Tracey Phillips, IT Director; Sharry
Hemingway, Payroll and Benefits; Greg Stiens, Engineering; Kara Noe, Purchasing; Fire Chief
Jerry Purcell; Cedric James, Code Enforcement; Kevin Fullroth, ADC Concrete and Media.
APPROVAL OF MINUTES
Ms. Palmer moved to approve the minutes of October 27, 2022, supported by Mr. Evans. Upon a
vote viva voce, the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for November 4,2022 in the amount of Four
Hundred Sixty Nine Thousand Nine Hundred Forty dollars and forty-three cents ($469,940.43),
supported by Ms. Palmer. Upon a vote viva voce, the motion carried.
Mr. Evans moved to approve the Claims for Payment for November 11, 2022 in the amount of Six
Hundred Twenty Thousand One Hundred Seventy Eight dollars and one cent ($620,178.01),
supported by Ms. Palmer. Upon a vote viva voce,the motion carried.
PAYROLL CLAIMS FOR PAYMENT
Mr.Evans moved to approve the Payroll Claims for Payment for November 4,2022 in the amount of Eight
Hundred Ninety Four Thousand Six Hundred Sixty One dollars and forty-eight cents ($894,661.48),
supported by Ms. Palmer. Upon a vote viva voce, the motion carried.

• CONTRACT NO. 154-2022 — TERMINATION AGREEMENT - LARKIN
GREENWOOD FORD
Parks Department seeks to terminate contract with Larkin Greenwood Ford to purchase a
2022 F250 4x4 with plow package as contractor was unable to provide the vehicle.
Ms. Palmer moved to approve,supported by Mr.Evans. Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 165-2022—WETZEL FORD
The Parks Department seeks approval of purchase of 2022 Ford F250 4X4 with plow
package from Wetzel Ford.
Not to exceed$54,000.00
Mr.Evans moved to approve,supported by Ms.Palmer. Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 161-2022—MAZE DESIGN INC.
Providing professional services in preparation of state design specifications and drawings
for the remodeling of Fire Station#5.
Not to exceed $20,500.00
Ms.Palmer moved to approve,supported by Mr. Evans. Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 162-2022—ELITE PUBLIC SAFETY CONSULTING INC.
Providing services in connection with consulting and instructional services with identifying
organizational issues and potential solutions for Richmond Fire Department.
Not to exceed $6,107.50

• CONTRACT NO. 170-2022 -A-1 LOCK AND SAFE SHOP
Furnish and install door hardware upon existing steel doors and frames for EMS supply
room as required by Federal Drug Enforcement Administration for Fire Station#1.
Not to exceed $259.00

carried.
• CONTRACT NO. 171-2022 — IMPACT SOLUTIONS EAP, LLC d/b/a ALLONE
HEALTH
Contractor will provide professional consultation advisory services for the Employee
Assistance Program("EAP") for the City of Richmond for 2023 and 2024 calendar years.
Ms. Palmer moved to approve,supported by Mr.Evans. Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 173-2022—CENTRAL SQUARE TECHNOLOGIES
Agreement to grant permission to allow access and use of software agreement and system
among Wayne County, Indiana, Richmond Fire Department, and Central Square
Technologies, LLC., and also to allow President Robinson to sign any documents.
Mr.Evans moved to approve,supported by Ms.Palmer. Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 174-2022—YOU CALL WE HAUL
For the clean-up of property located at North 24th Street.
Not to exceed$900.00
Ms.Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 175-2022—NETWORK SOLUTIONS,INC.
Providing consulting and professional services including but not limited to project
management, support, and installation of upgraded network switch equipment.
Not to exceed $304,697.97

• CONTRACT NO. 176-2022—WORKING FIRE FURNITURE & MATTRESS CO.
City retaining contractor to furnish fire house with wardrobes and beds.
Not to exceed $43,504.51
Ms.Palmer moved to approve, supported by Mr.Evans. Upon a vote viva voce,the motion

ADDENDUMS
• ADDENDUM NO. 1 TO CONTRACT NO. 185-2021 —COUNTRYSIDE AUTO
City would like to retain Countryside Auto for collision damage repair of City owned
vehicles for 2022.
Mr.Evans moved to approve,supported by Ms.Palmer. Upon a vote viva voce,the motion
carried.
• ADDENDUM NO. 1 to CONTRACT NO. 138-2022 — TOUCHPHRASE
DEVELOPMENT,LLC d/b/a JULOTA
Contractor issued an address change and has submitted this to City's Purchasing Office to
update agreement.
Ms.Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion
carried.
RESOLUTIONS
• RESOLUTION NO. 11-2022—CENTERPOINT ENERGY
CenterPoint Energy has requested the City to grant one (1) permanent easement and two
(2)temporary easements for relocation of an existing 12 inch gas line. Total compensation
to City is $3,960.00.
Mr.Evans moved to approve,supported by Ms.Palmer. Upon a vote viva voce,the motion
carried.
Request that Board approve Board President Vickie Robinson to sign all associated
documents.

MISCELLANEOUS
• CONFLICT OF INTEREST -JUNE MARSHALL—FIRE DEPARTMENT
This conflict of interest was held from the November 3, 2022 meeting for additional
clarification. Items are estimated at$900.00 and were negotiated to be worth$500.00. In
the interest of transparency, this exchange needed to be approved by the Board.
Ms.Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion
carried.
