RESOLUTION NO. 23-080
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OPA-LOCKA, FLORIDA, DIRECTING THE INTERIM CITY
MANAGER TO ESTABLISH AN ANNUAL GUN BUYBACK
PROGRAM TO SUPPORT GUN VIOLENCE AWARENESS;
PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, gun violence has plagued many communities for decades; and
WHEREAS, as an effort to continue to strive to remove guns from the City of Opa-
Locka ("City"), an annual gun buyback program shall be established; and
WHEREAS, a gun buyback program is implemented to purchase privately owned
firearms from residents without the risk of prosecution and typically provides an
incentive for the seller; and
WHEREAS, it is recommended that Ten Thousand Dollars ($10,000.00) be
allocated to fund the buyback program; and
WHEREAS, the City Commission finds it is the best interest of the City to direct
the Interim City Manager to establish an annual gun buyback program to support Gun
Violence Awareness.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA LOCKA, FLORIDA:
SECTION 1. RECITALS ADOPTED.
The recitals to the preamble herein are incorporated by reference.
SECTION 2. AUTHORIZATION
The City Commission of the City of Opa-Locka hereby directs the Interim City
Manager to establish an annual gun buyback program to support Gun Violence
Awareness.
SECTION 3. SCRIVENER'S ERRORS.
Sections of this Resolution may be renumbered or re -lettered and corrections of
typographical errors, which do not affect the intent of this Resolution may be
authorized by the Interim City Manager, following review by the City Attorney,
without need of public hearing, by filing a corrected copy of same with the City
Clerk.

SECTION 4. EFFECTIVE DATE
This Resolution shall take effect upon the adoption and is subject to the approval
of the Governor or Governor's Designee.

Short Title:
A resolution of the City Commission of the City of Opa-locka directing the Interim City Manager to establish an
annual gun buyback program to support Gun Violence Awareness.
Staff Summary:
Gun violence has plagued many communities for decades. As an effort to continue to strive to remove guns
from the community, an annual gun buyback program shall be established. A gun buyback program is
implemented to purchase privately owned firearms from residents without the risk of prosecution and
typically provides an incentive for the seller. Research reveals that conducting a gun buyback program helps
to remove illegally sold weapons from circulation and can reduce gun violence.
Financial Impact - It is recommended that $10,000 be allocated to fund the buyback program. Budget
Amendment #4 will include a recommended a $10,000 increase to the Police Department Operating Expense
account to fund this program. It is also estimated that $2,000 of overtime will be incurred in operating this
program for a weekend. Police Overtime is also being increased as part of Budget Amendment #4. This
program will be promoted through the City's marketing firm with no incremental expense.
Proposed Action:
It is recommended the City Commission approve the legislation directing the Interim City Manager to establish
an annual gun buyback program in honor of Gun Violence Awareness.
