HomeMy Public PortalAboutResolution No. 23-083 - City Commission Awarding 4 Scholarships Through city of Opa-locka Educational Scholarship ProgramSponsored by: Interim City Manager RESOLUTION NO. 23-083 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, AWARDING FOUR (4) ONE THOUSAND DOLLAR ($1,250.00) SCHOLARSHIPS THROUGH THE CITY OF OPA- LOCKA EDUCATIONAL SCHOLARSHIP PROGRAM; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on May 19, 2023, five (5) One Thousand Dollar ($1,000.00) student scholarship opportunities were made available to students who met the requirements set forth in Exhibit " A" hereto; and WHEREAS, the deadline for receiving scholarships was 12:00 pm on June 2, 2023, and WHEREAS, the City Commission has determined that Deanasia Franklin, Mya Postell, Zachariah Davis and Corey Laster should each be awarded a One Thousand Dollar ($1,250.00) scholarship as applicants who timely applied by the deadline date. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA LOCKA, FLORIDA: SECTION 1. RECITALS ADOPTED. The recitals to the preamble herein are incorporated by reference. SECTION 2. AUTHORIZATION The City Commission of the City of Opa-Locka hereby approves the Educational Scholarship Program Award to Deanasia Franklin, Mya Postell, Zachariah Davis and Corey Laster, in the amount of One Thousand Dollars ($1,250.00) each. SECTION 3. SCRIVENER'S ERRORS. Sections of this Resolution may be renumbered or re -lettered and corrections of typographical errors, which do not affect the intent of this Resolution may be authorized by the Interim City Manager, following review by the City Attorney, without need of public hearing, by filing a corrected copy of same with the City Clerk. SECTION 4. EFFECTIVE DATE This Resolution shall take effect upon the adoption and is subject to the approval of the Governor or Governor's Designee. Staff Summary: On May 19th, 2023, five (5) $1,000.00 educational scholarship opportunities were made available to graduating high school seniors with an application deadline of June 2nd, 2023. The applications were reviewed by the Community Relations, Recreations and Activities Board at the Special Board meeting on June 8, 2023. It was determined that four applicants were eligible to receive educational scholarships. It is staff recommendation to award the four (4) applicants a scholarship in the amount of $1,250.00 at a total cost of $5,000. Financial Impact - There is a $5,000 budget established for this purpose in the Commission budget 10- 511545. These awards will result in $1,000 remaining in this budget. Proposed Action: It is recommended that four scholarships be awarded in the amount of $1,000.00 each to Zachariah Davis, Corey Laster, Mya Postell, and Deanasia Franklin as part of the City's Educational Scholarship Program. Attachment: Resolution No. 23-067 Sponsored By: Interim City Manager RESOLUTION NO. 23-067 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA, APPROVING THE ANNUAL SCHOLARSHIP POLICY AND APPLICATION; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on March 8, 2023, pursuant to Resolution 23-029, the City Commission of the City of Opa-Locka ("City Commission") directed the Interim City Manager to develop an Annual Scholarship Policy to annually award scholarships to five (5) high school seniors; and WHEREAS, the Policy has been established to also include an evaluation committee, a timeline for advertising, an application process, qualifications, and requirements; and WHEREAS, the City Commission desires to establish an Annual Scholarship Policy and Application as set forth in Exhibit "A" hereto; and WHEREAS, due to the time constraints implicated by the timing of this legislation, one (1) letter of recommendation, one (1) essay and an unofficial transcript are required to apply for the Annual Scholarship for the 2022-2023 school year. Subsequent applications going forward shall fulfill all requirements of the Annual Scholarship Policy and Application as set forth in Exhibit "A" hereto; and WHEREAS, the application period shall be from December to April each year, as provided in the Policy. Applicants will be required to provide an official transcript following the conclusion of their relevant coursework; and WHEREAS, the City Commission finds it in the best interest of the City of Opa-Locka and its residents to approve the Annual Scholarship Policy and Application, attached hereto as Exhibit "A". Proposed Action: It is recommended that the City Commission approve the Annual Scholarship Policy pursuant to Resolution 23-029. Attachment: Resolution 23-029 Opa-locka Annual Scholarship Policy and Application Class of 2023 Scholarship Advertisement OPA-LOCKA ANNUAL EDUCATIONAL SCHOLARSHIP POLICY Objective The City of Opa-loclea has established a scholarship fund to provide financial assistance to qualified high school seniors who wish to pursue post - secondary education by disbursing educational scholarships. The scholarship amount is to be dependent upon the annual budget allocation. Applicants who reside in the City of Opa-loclea meeting all the requirements will be eligible to receive an award. Guidelines Applications can be obtained online at www.opalockafl.gov or at City of Opa- loclea City Clerk' s Office, 780 Fisherman Street, 4th Floor, Opa-locka, Florida. Applications must be filled out completely. Any incomplete applications will be disqualified from the application process. All applicants must submit the following: • Completed application. • Three (3) reference letters from non -relatives. At least one letter must be from a school official. (Teacher, principal, counselor etc.) • One (1) unofficial transcript. Official transcripts due at end of 4th term. • Essay- Addressing educational goals and community involvement (750 words maximum) Qualifications: • Must be a resident of Opa-locka. • Must be a high school senior. • A minimum cumulative GPA of 2.75. • Demonstrate leadership at school or in the community. Requirements: All applicants awarded a scholarship will be required to provide proof of acceptance to an accredited college, university, or trade school. A receipt of registration verification is required before any funds are disbursed directly to the applicant' s school of choice. If evidence is not provided the scholarship is forfeited. Timeline: Advertisement: Notification will be advertised December- April. Submissions must be received by 5pm on the last day of advertisement. Application review: Review will commence the following business day after submission and continue for 7 business days. Selection Date - Recipients will be identified on the final day of the application review period. Presentation Date - Recognition and funds will be disturbed at the next RCM following selection. Proof of Residency Awardees will be required to provide two (2) proofs of residency. Proofs must be documented under the applicant's parent/ guardian's name. Acceptable supporting documentation of residency include: • Utility Bill • Driver's license or Identification • Passport Basis for Selection Applicants will be selected based on the following items: • Academic Achievement. • Dedication to extracurricular activities and or community involvement. • One -page essay • Interview Each application will be evaluated and ranked based on the above selection criteria. Applications will be reviewed by the Scholarship Selection Committee consisting of members of the City of Opa-loc♦za Community Relations, Recreations and Activities Advisory Board. All decisions of the committee will be final. Disbursement of Awards The City will distribute funds directly to the applicant's school of choice upon receipt of registration verification to an accredited college or university. General Scholarship Program Conditions: a. The City reserves the right to withdraw or cancel the Scholarship Program at any time without prior notice. b. The City reserves the right to postpone the Scholarship Program at any time. c. The City reserves the right to seek clarification of information submitted in response to the Scholarship Program Application. d. The City reserves the right to modify the Scholarship Program as it deems necessary. e. Any material misrepresentations made by the applicant(s) will void the application and eliminate the applicant from further consideration. f. The City reserves the right to take all reasonable and appropriate steps to recover diverted funds. Similarly, me and my siblings dance for the church and like I mime, and they praise dance, and it makes so many memories especially now. Because we were young and now, we are older, and it feels good to just know that I have a strong family that knows and loves God. We don't really do anything but go to church and it makes my day and life a little brighter. We did a clothe donation and just saw smiles on family faces when we handed them the shirts, the pants, and shorts. They were so happy that they made me happy just to give people what I never had. I remember this one time when we had to clean up Norwood twice man it was so messy, but we did it for our community and the people that take care of the park. We did like this soup kitchen we had the people running to the tables trying to get soup there was fighting and all it was funny this couple was fighting over the soup because his girl finished her soup and wanted some of the guy soup which was funny it was no serious altercation just minor, but that day was funny. We also did a college fair set up setting up different colleges tables and getting souvenir is from other colleges and the knowledge we got from them I got like 10 items in total from the tables had like a lot going on and different schools coming in and a rush of students smiling faces and we had an organized fundraiser event which was an experience of an lifetime so that is all my experience all in one of helping and giving back to people in need stay blessed stay woke and stay humble. Pass out fans, tissue, and water during service hours, collecting trash from the inside and outside of the church, taking out the garbage. Serving food and drink after special services I also be Feeding the homeless Setting up chairs, tables, and tents for special services for my church and with other programs called Kings of Glory Inc. and S.W.A.G (Students With A Goal) I am Goal oriented Reliable Hard Worker Easy to work with others. I never had anything to begin with I never had the freshest clothes or coolest shoes I can recall walking around with Shaq's on my feet so it was so depressing everyone had Nikes and Jordan's. One day I was on google searching up quotes for a project and I came across the quote above changed my perspective and outlook on many materialistic and nonessential so called valuables in my life. The quote was so profound to me that it forever shifted my mindset, I learned to appreciate what I did have in my life and stop dwelling on the things I did not have. Once I mastered not caring about the aspect of my life and how people perceived me by appearance, I found myself maturing more. Mentally I found myself in a space where I realized it is not the clothes that make the man. People of our generation are quick to judge and treat others simply, according to how they are dressed or able to afford. As a distraction from my clothes, I acted out abruptly, rudely, and contentiously carefree. My middle school life was very hard I didn't get the best test scores always in intensive classes always getting in trouble by the teacher that was when I was a little kid that did know better but never cared about the rules so I was bad my middle school year but when I went to high school my 94 grade year I cleaned up a little bit so my big sister wanted me to do this program called KOG and I was like what's that? so I went to the class and it was like a mentoring program for adolescent young minority black males which is called Kings Of Glory and I joined the program it was the best decision I ever made I started getting good grades I started getting honor rolls I helped the community out a lot more, and the bond that the program had I met new people who helps me out till this day still and I thank my sister for suggesting the program.I never had anything to begin with I never had the freshest clothes or coolest shoes I can recall walking around with Shaq's on my feet so it was so depressing everyone had Nikes and Jordan's. When I was younger, my parents gave me a computer and l spent most of my time playing games on it. I wanted to major in computer science because I've always been fascinated by how computers work. I enjoy being able to put my ideas into code and the sense of accomplishment that comes from putting together a program that works. I'd always wanted to be able to control the game and make it do whatever I wanted. When it came time to choose a career, I had no idea what I wanted to do but knew I wanted to work with computers in some capacity but I knew this would come with challenges. But as with most challenges I encounter, I handle them in different ways. But in this, no matter what field you're in, everyone faces challenges. For, as someone who's invested in the field of informational technology, some of the challenges I face are related to my chosen field. During my community service, The impact I believe my project had on the community was the significance of the park visitors visiting the park. The visitors can come and picnic, play and sit around a comfortable atmosphere. After taking this class, l knew that computer science was for me because of how much fun it was! When I was studying at the Academy of Informational Technology at William H. Turner Technical Arts, I had to learn how to use Adobe Photoshop and Illustrator. These were both pretty challenging programs to learn, but I was determined to get the certification. They increase accessibility and affordability for going to college. In other words, it increases the likelihood that students —especially underprivileged ones —will earn a college degree without accruing huge debts that will haunt them in the future. Many students would not be able to follow their career aspirations without scholarships. As a student from a low-income household, scholarships are the key to my future academic success. To commence, I firmly believe that my unwavering passion for studying qualifies me for this award. I have loved learning ever since I was a young child, and my academic prowess today is a reflection of that. I consistently make the honor roll at Miami Northwestern and now obtain a 4.907/3.790 grade point average. Additionally, I recently earned an Associates of Arts degree with the highest honors and a 3.9 grade -point average from Miami -Dade College. This showcases my dedication to school as I am not only in the top 5% of my high school class, but received an entire college degree upon my high school graduation. Moreover, I am deserving of this scholarship because of my ability to persevere despite obstacles in my personal life. I took the things that were said to "weaken" me and utilized them as a source of inspiration, whether it was an unfortunate diagnosis in my family or the effect Covid had on my education. When my aunt was diagnosed with Breast Cancer for the second time, it took an emotional toll on me. She was the one who first explained what dual enrollment was to me in middle school and urged me to participate. Seeing her being hospitalized frequently scared me, but I wanted to continue making her proud, and by continuing to perform my absolute best, I was able to do so. There were times where I thought she would not even live to see my graduation, but thankfully she did. I first had the pleasure of meeting Mya in her Sophomore year, as a student in my Honors Algebra II class — first virtually and then in -person. Academically, Mya is determined to succeed, willing to be pushed to think beyond the information presented. This Ivy league university has some of the best of the best students applying. when I say the best? I mean it. Miniature Albert Einsteins and Bill Nyes at the ripe ages of (17-20). Everyone has graduated top 5% of their classes, Everyone has over 300+ community service hours, Everyone is the president of all the honor society's at their high school. Tough pool of candidates right? Wrong. What I'll do is make each and every candidate not only come up with, but also host a community service event that uniquely incorporates the cultures of pre -assigned individuals from all over the world (not just opa-locka). This event must be well thought out, there must be food, music, and entertainment present and a minimum of 26 guest must attend. Why? The answer is pretty simple, the United States of America is an incredible country filled with so many underrepresented individuals and I feel like a we must all bind together to make this country invincible. This project will without a doubt benefit all students looking to attend college as well as those who are not. Our communities are filled with so many unique backgrounds of people, this will gives them exposure even before stepping foot on their dream university. My plan is to bring us all together, that's why I believe I'll be the best candidate for this award. I'm a woman with a plan, who's going to form it into a reality.
