HomeMy Public PortalAbout11-17-2022 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA, NOVEMBER 17,2022 The Board of Public Works and Safety of the City of Richmond, Indiana,met at 5:00 P.M., in the Council Chambers in the Municipal Building, 50 North 5th Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson and Matt Evans. Absent was Emily Palmer. Also in attendance were Kim Vessels,Assistant City Attorney; Monica Burns,Deputy City Clerk; Lieutenant Donnie Benedict; Greg Stiens,Director of Public Works and Engineering;Ian Vanness, Director of Infrastructure and Development; and Media. APPROVAL OF MINUTES Mr. Evans moved to approve the minutes of November 10, 2022, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the Claims for Payment for November 18, 2022 in the amount of One Hundred Seventy Three Thousand Nine Hundred Fourteen Dollars and seventy-eight cents ($173,914.78), supported by Ms. Robinson. Upon a vote viva voce,the motion carried. PAYROLL CLAIMS FOR PAYMENT Mr. Evans moved to approve the Payroll Claims for Payment for November 18, 2022 in the amount of Seven Hundred Fifty Four Thousand Five Hundred Seventy Dollars and eight-four cents ($754,570.84) supported by Ms. Robinson. Upon a vote viva voce,the motion carried. PAYROLL CLAIMS FOR PAYMENT FOR PENSION-None CONTRACTS • CONTRACT NO. 177-2022—ANDREW J. SICKMANN The Mayor wishes to appoint Andrew J. Sickmann as City Attorney for the year 2023.The Attorney shall be paid the sum of$55,385.00, payable in twelve monthly installments of$4,615.41 for the first eleven months. The twelfth month will be the sum of$4,615.49. Board of Works Minutes November 17,2022 Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. Upon a vote viva voce, the motion carried. • STREET CLOSURE Main Street Richmond Holiday Parade The parade will be on December 2, 2022 at 7:00 p.m. The proposed route will begin at 6th Street and travel east to 10th Street with overflow on North 6th Street. The request includes that 6th Street be closed from South"A" Street to North"A" Street to allow participants to line up. In addition the request is for the closure of Main Street from 6th Street to 10th Street, The closure would be necessary from 6:00 p.m. to approximately 8:00 p.m. to allow for preparation as well as the event. Should construction cause this not to be feasible, the request is to back up the parade to start at 5th Street and travel east to 8th Street. The lineup would still take place in the Elder- Beerman parking lot and set the parade out through the S Service Drive onto 5th Street heading north then turning right on Main Street. The request is still for the closure of 6th Street for staging, as well as the service street. Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. BID OPENINGS -None BID AWARDS • SIDEWALK REPLACEMENT PROJECT Smarrelli General Contractor's Inc. Not to exceed$186,720.00 Board of Works Minutes November 17,2022 Mr. Evans moved to award the bid, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. • A DEMO STOCK FB94 CUSTOM PUMPER TRUCK There was no action needed on this. All the Board wanted was the new information that was submitted to them for this award. It will be followed up with a contract. BID REJECTIONS • AC UNIT INSTALLATION AT 914 EAST MAIN STREET One bid was received from Wallace Heating and Air. The bid was higher than estimated and exceeds the funds that are available for the Project. Mr. Evans moved to reject all bids, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • POST-DEMO WALL REPAIRS AT 914 EAST MAIN STREET Two bids were received from Rick Thomas Masonry, LLC and Architectural Restoration Technique. The bids were higher than estimated and exceed the funds that are available for the project. Mr. Evans moved to reject all bids, supported by Ms. Robinson. Upon a vote viva voce, the motion carried.
