RESOLUTION NO. 23-078
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OPA-LOCKA, FLORIDA, DIRECTING THE INTERIM CITY
MANAGER TO REESTABLISH AN HONOR GUARD PROGRAM
WITHIN THE CITY POLICE DEPARTMENT; PROVIDING FOR
INCORPORATION OF RECITALS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, an Honor Guard Program was previously established within the City
of Opa-locka's Police Department; and
WHEREAS, the City Commission finds it is the best interest of the City to
reestablish the Honor Guard Program to represent the City as a ceremonial unit during
events and in honor of Flag Day.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA LOCKA, FLORIDA:
SECTION 1. RECITALS ADOPTED.
The recitals to the preamble herein are incorporated by reference.
SECTION 2. AUTHORIZATION
The City Commission of the City of Opa-Locka hereby directs the Interim City
Manager to reestablish an Honor Guard Program within the City of Opa-locka's
Police Department as a ceremonial unit during events and in honor of Flag Day.
SECTION 3. SCRIVENER'S ERRORS.
Sections of this Resolution may be renumbered or re -lettered and corrections of
typographical errors, which do not affect the intent of this Resolution may be
authorized by the Interim City Manager, following review by the City Attorney,
without need of public hearing, by filing a corrected copy of same with the City
Clerk.
SECTION 4. EFFECTIVE DATE
This Resolution shall take effect upon the adoption and is subject to the approval
of the Governor or Governor's Designee.

Short Title:
A resolution of the City Commission of the City of Opa-locka directing the Interim City Manager to establish an
Honor Guard Program within the City Police Department.
Staff Summary:
An Honor Guard Program was previously established within the City's Police Department. It is in the best
interest of the City to re-establish the Honor Guard Program to represent the City as a ceremonial unit during
events and in honor of Flag Day.
Financial Impact - The Department already possesses most of the materials required for an Honor Guard.
However, due to continuing substantial vacancies in the Department, an Honor Guard will normally require
overtime with an estimated cost of $1,500 cost, including benefits, each time utilized. The annual financial
impact will be a function of the number of times per year an Honor Guard is used. Additionally, any extra minor
items and possible trainer fees won't exceed $2,500.
Proposed Action:
It is recommended the City Commission approve the legislation directing the Interim City Manager to establish
an Honor Guard for the City of Opa-locka.
